Abstract

It is often thought that political incumbents in developing countries abandon the poor during economic crises because of narrow and pro-cyclical welfare policies. In contrast to that view, this article argues that informal transfers for those excluded from the welfare state represent an example of “social policy by other means”. During dire economic conditions, democratic incumbents, who need the support or acquiescence of dislocated groups, expand irregular access to the electricity service counter-cyclically. Comparative time series data from slums and residential areas of Montevideo show that electricity losses respond to the political provision of both informal social insurance and informal redistribution.  相似文献

In this paper, a micro-founded model dealing with the effects of regional sizing on economic growth is developed. Departing from bigger sizes, reduction involves more efficient public choices because of proximity to individual preferences and needs, but also creates the risk of underestimation of the real profitability of public expenditure by local governments due to cross border spillovers and “predator” behaviors. Hence the optimal size depends on the relative strength of both effects. Moreover, we show that different institutional arrangements between fiscal tiers involve different results for each possible size. Using data from the Spanish regions during the period 1984–1996, the relationship between productive spending and jurisdiction size is then analyzed.  相似文献

Since the recognition of domestic violence (DV) in the late 1970s, police officers have been frontline providers. Despite their changing role as a result of the criminalization of DV, little is known about their experiences and responses to this public health issue from their unique perspective. Via focus groups, 22 police officers discussed their scope of practice and emotional reactions to DV calls. Participants reported frustration with the recurring nature of DV and with the larger systems?? lack of accountability (e.g., courts, prosecution and community) that follow their initial interventions. Participants discussed the limitations of their role as protectors of public safety, attitudes that evolve over time and their beliefs as to contributing factors that perpetuate DV. Additionally, the officers recommend: more professional training, counseling, incident debriefing for officers including feedback on case disposition, better collaboration across professional groups, and evidence-based prosecution. Harsher penalties were also recommended.  相似文献

Federal programs have consistently encouraged ever-lower-income households to buy homes, despite concerns about the long-term sustainability and desirability of homeownership from the perspective of wealth-building, especially since the recent housing market collapse and the epidemic of mortgage foreclosures. We ask in this paper: can very low-income households build wealth through sustainable homeownership, with the aid of an innovative public program? We answer this question by examining 122 very low-income households who purchased their homes between 1996 and 2007 after completing an extensive asset-building and homeownership education/counseling program offered by the Housing Authority of the City and County of Denver (DHA), called HOP. We analyze our own longitudinal surveys and focus groups, as well as data compiled from administrative agency sources, real estate records, and longitudinal census data from the Neighborhood Change Database and the Piton Foundation's Neighborhood Facts Database. We find that homeownership attained through HOP typically did provide very low-income households with opportunities to build home equity (both absolutely and relative to generic homeowner cohorts in Denver) and net wealth, although this was contingent on time of purchase and ethnicity. Our multivariate analyses revealed that changes in annualized home equity appreciation were associated with the ethnic composition of the neighborhood and age of property. Annualized wealth accumulation was associated with annualized home equity appreciation, being married throughout the tenure of homeownership, and year of home purchase. HOP homebuyers received exceptionally favorable initial mortgage terms and conditions, often enhanced with down-payment assistance from their own DHA escrow account or from local housing and neighborhood development organizations, resulting in a dramatically low rate of default and foreclosure to date. Moreover, HOP homebuyers were not immune to financial stresses, and the continuing lack of wealth for many makes them vulnerable to future interruptions in primary wage earner's employment or health. We discuss the implications for low-income homeownership policy and argue that the goal of expanding homeownership opportunities should not be abandoned.  相似文献

Questions of dam safety and hazard potential most often do not take center-stage in contestations and articulations concerning large dams. Through a comparative study of two of Europe’s most emblematic dam disasters – Vajont (Italy) and Ribadelago (Spain) – and the ongoing conflict over the safety of the Lower Subansiri Hydroelectric Project in Northeast India, this article argues that the damage caused by dam disasters is often not unavoidable or unforeseen but instead allowed to happen. Our cases show that power relations, economic pressures and profit influence “risky” dam management decisions, often disregarding the vernacular knowledge of concerned communities and silencing critical voices that do not fit dominant narratives of modernization and progress. We posit that an essential requirement for re-politicizing the question of dam safety is to unpack the apolitical notion of “socially constructed disasters,” thinking instead about “capital-driven destructions.” By emphasizing resistance against dam projects and against dominant risk discourses across space and time, this article seeks to underline the legitimacy of past and ongoing struggles surrounding the construction of large dams.  相似文献

As efforts to end hunger, food insecurity and malnutrition evolve within the context of United Nations' Global Compact and Sustainable Development Goals; such problems remain far from being solved due, in part, to their complex nature. Brazil exemplifies such multifaceted scenario as the country has left the “hunger map” in 2014 but now faces another issue: The quality of the food available to its population. Physical, social, economic, cultural, and political factors have impacted the Brazilian food environment, shaping new eating habits such as the replacement of traditional local food for processed foods. Within this context, educational institutions may play an important role in spreading knowledge about major social challenges such as this and their interdependent causes. This paper presents the case study of a project conducted by business and public administration students in a discipline called Integrated Education for Sustainability (FIS), offered to undergraduate students at one of Brazil's most important management schools. In 2017, the project worked on the topic of Food Deserts, challenging the students to develop a digital and interactive mosaic that uncovers the situation of the food deserts in São Paulo. Data were collected from participant observation, field trips, events, and interviews conducted in class with 18 professionals working on several areas related to the topic. The article provides insights into (a) the importance of education to tackle the sustainability challenges, (b) lessons learned from the 14th edition of FIS course, and (c) the several barriers to food access in the city of São Paulo.  相似文献

We analyze data from a natural experiment involving Denver public housing that quasirandomly assigns low-income Latino and African American youth to neighborhoods. Intent-to-treat and treatment-on-treated models reveal substantial effects of neighborhood socioeconomic status, ethnicity, and safety domains on youth and young adult educational, employment, and fertility outcomes. Effects are contingent on when a youth was first assigned to public housing and the neighborhood characteristic in question. Benefits from neighbors of higher occupational prestige are stronger if a child begins experiencing them at a younger age, whereas negative consequences of neighborhood crime are only manifested for teens. Neighborhood effect sizes apparently depend on the interaction among exposure duration, disruption effects of mobility, and developmental stage-specific differences in vulnerability to the given neighborhood effect mechanism operative. Our results hold powerful and provocative implications for where assisted housing should be developed and how applicants should be assigned to neighborhoods.  相似文献

This study tests the hypothesis that the acquisition of existing property by the public housing authority and its subsequent rehabilitation and occupancy by subsidized tenants significantly reduced the property values of surrounding single‐family homes in Denver during the 1990s. This assessment examined pre‐ and post‐occupancy sales, while controlling for the idiosyncratic neighborhood, local public service, and zoning characteristics of the areas in order to identify which sorts of neighborhoods, if any, experienced declining property values as a result of proximity to dispersed housing tenants. The analyses revealed that proximity to a subsidized housing site generally had an independent, positive effect on single‐family home sales prices. The most notable exception to this pattern occurred in neighborhoods more than 20 percent of whose residents were black. Proximity to dispersed public housing sites in these neighborhoods resulted in slower growth in home sales prices in an other‐wise booming housing market and suggest a threshold within “vulnerable” neighborhoods whereby any potential gains associated with rehabilitating existing units are offset by the increased concentration of poor residents. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

Political scientists often find themselves analyzing data sets with a large number of observations, a large number of variables, or both. Yet, traditional statistical techniques fail to take full advantage of the opportunities inherent in “big data,” as they are too rigid to recover nonlinearities and do not facilitate the easy exploration of interactions in high‐dimensional data sets. In this article, we introduce a family of tree‐based nonparametric techniques that may, in some circumstances, be more appropriate than traditional methods for confronting these data challenges. In particular, tree models are very effective for detecting nonlinearities and interactions, even in data sets with many (potentially irrelevant) covariates. We introduce the basic logic of tree‐based models, provide an overview of the most prominent methods in the literature, and conduct three analyses that illustrate how the methods can be implemented while highlighting both their advantages and limitations.  相似文献
