The procedure used in this laboratory for removing and identifying contamination of hair specimens with drugs is demonstrated by its application to hair contaminated by various experimental models. The models include soaking; coating with drug followed by sweat conditions for 6 h; and soaking in a very high concentration of cocaine followed by storage and multiple shampoo treatments. A multi-part wash procedure along with a wash criterion is applied to all samples containing drug above the cutoff. The failure of the wash criterion is a signal that the sample may be positive due to contamination rather than use, and in the absence of other over-riding evidence, the sample would be considered to be negative for drug use. This Wash Criterion has also been tested with hair from subjects demonstrated to be drug users by one or more drug-positive urines; in these studies, all hair samples from demonstrated users passed the Wash Criterion test. 相似文献

The authors record the contributions of dentistry to the identification of the crew members who were in one of the most significant peacetime military accidents in U.S. Navy history-the April 1989 explosion in a gun turret on the battleship USS Iowa and the deaths of 47 U.S. Navy personnel. Dental identification was the primary means of identification for most because a very high percentage of the bodies were burned or fragmented. The dental-identification team's success was a direct result of its preparedness, its use of dental personnel with mass-disaster experience, and the overall excellent quality of the antemortem dental records. The dental-identification team's successful involvement in the USS Iowa tragedy was considered a model for success and therefore was instrumental in contributing to the development of the American Board of Forensic Odontology "Guidelines for the Development of a Disaster Dental Identification Team." 相似文献

This paper examines the distance participants were willing to travel to attend the 1998–2003 Southern Criminal Justice Association
annual meeting sites. The authors evaluate whether holding the conference at various locations throughout the region impacts
individual participation, membership, and institutional representation. The findings reveal that conference sites that require
greater travel have lower attendance and do not capture new members. However, the strength of offerings and tourist attractions
can offset the negative impact of greater travel. The analysis also identifies a core group of members who show up at the
meetings no matter where they are held. Finally, the conferences do not attract much local interest. Recommendations that

The Sarbanes-Oxley Act (Act) significantly changed the expected corporate behavior of public companies. The Act governs the relationship between corporate organizations and their in-house or outside counsel. Under Section 307 of the Act, the Securities and Exchange Commission initially proposed expansive rules regarding counsel's duties. After comments and criticism from much of the bar, a final, narrower, version of rules under Section 307 (Final Rule) was adopted. The Final Rule contains alternative reporting procedures, attorney responsibilities, and sanctions for violations. In addition to the Act, the American Bar Association's (ABA) Task Force on Corporate Responsibility(Task Force), which was itself a reaction to Enron, reported on the importance of counsel's role in a corporate setting (Cheek Report). The ABA adopted amendments to its Model Rules of Professional Conduct (Model Rules) 1.6 and 1.13 as proposed in the Cheek Report. The Final Rule and amended Model Rules together suggest that attorneys may owe duties beyond those owed to their clients. 相似文献

Thousands of schools around the country have implemented whole‐school reform programs to boost student performance. This paper uses quasi‐experimental methods to estimate the impact of whole‐school reform on students' reading performance in New York City, where various reform programs were adopted in dozens of troubled elementary schools in the mid‐1990s. This paper complements studies based on random assignment by examining a broad‐based reform effort and explicitly accounting for implementation quality. Two popular reform programs—the School Development Program and Success for All—were not found to significantly increase reading scores but might have been if they had been fully implemented. This article highlights the need for an inclusive and integrated policy‐making model by drawing on the experiences of the bushfire fighting efforts of community, business and government bodies during the bushfires that ravaged North‐East Victoria during January and February of 2003 and the delivery of recovery assistance since the fires. These experiences revealed some shortfalls which militated against delivering public value for the communities affected during and after the fires. A policy framework has been developed in light of these shortfalls and is used here to reveal the ways in which bushfire management policy and practice needs to be ‘modernised’ if arrangements in the future are to deliver public value.1 相似文献

Although people with larger, more politicized social networks are more likely to participate in elections, we know very little about what drives this relationship. I argue that the electoral relevance of political talk depends heavily on the political expertise imbedded in discussion networks. Using data gathered during the 1996 presidential election, I demonstrate that the level of political sophistication in a person's social network exerts a positive influence on participation. Importantly, this effect is greater than the impact of political preferences in the network, the factor that is implicitly considered to be the main link between networks and involvement. This evidence makes two contributions to research on networks and participation. First, it provides support for a theoretical model that better accounts for research on the relationship between political talk, political disagreement, and involvement. Second, it changes the normative implications associated with political talk by suggesting that networks can encourage both higher levels of involvement and increased consideration of differing viewpoints. 相似文献
