An Empirical Analysis of Soviet Economic Relations with Developing Countries

Soviet trade with the developing countries is analyzed using formal statistical techniques. Soviet imports of primary products are found to grow more rapidly but to be no more stable than imports of these products by market economies. Evidence is found of Soviet price discrimination in trade in favor of LDC members of the CMEA and against LDCs with which it has bilateral clearing agreements (BCAs). BCAs are correlated with greater trade volumes, relatively diverse export structures and more stable LDC exports to the Soviet Union. No evidence exists that Soviet aid deliveries are linked systematically with later Soviet imports. Journal of Economic Literature, Classification Numbers: 124, 421, 443     

Retrograde venous cerebral air embolism from disconnected central venous catheter: an experimental model

There are few reported cases of death attributed to retrograde cerebral air embolism from central venous catheter. The pathophysiological mechanism and the necessary conditions are not fully understood, also because of missing experimental data. We performed experimental simulation while working on a possible case of retrograde cerebral air embolism. A hermetic system consisting of two containers connected to each other and to an electric pump by means of rubber hoses was built. In this system, a fluid (water and blood) could continuously flow under conditions similar to those of the common jugular vein. The part of the system representing the jugular vein could be freely positioned at angles between 0 and 90°. A central venous catheter was inserted into this part. After disconnection, the behavior of the air bubbles entering the hose through the tip of the catheter was evaluated at different positions. At angles between 0 and 45°, the air bubbles followed the fluid flow. At angles >45°, the air bubbles showed the tendency to flow upstream; this phenomenon was more evident the more vertically the hose was located. We were able to demonstrate that a retrograde air embolism can be caused by a disconnected catheter and is even more likely if the neck is in a vertical position.     

Korruption und Kleinstaat. Elemente einer Theorie

Abstract: Der Aufsatz beschäftigt sich vorwiegend aus einer theoretischen Perspektive mit Korruption als einer bestimmten Form von Devianz in Kleinstaaten, insbesondere Mikrostaaten: Weisen sie Besonderheiten im Hinblick auf Korruptionsanfälligkeit, das Kosten‐Nutzen‐Verhältnis von Korruption sowie die Korruptionsbekämpfung auf? Zunächst wird eine grobe Kosten‐Nutzen‐Analyse für Kleinstaaten im Hinblick auf Korruption skizziert. Es folgt ein Versuch, darüber hinausgehend strukturelle korruptionserhöhende oder korruptionsreduzierende Einflussfaktoren für das Korruptionsniveau in kleinen politischen Systemen zu benennen. Daraufhin wird anhand eines Stufenmodells diskutiert, wann und gegebenenfalls in welcher Weise Kleinstaaten aktiv Korruptionsbekämpfung betreiben. Einige der in den verschiedenen Abschnitten entwickelten Überlegungen werden am Beispiel Liechtensteins punktuell veranschaulicht. Der Beitrag versteht sich als theoretische Vorstudie für weiterführende empirische Analysen.     

Zur Zulässigkeit kommunaler Pflichtaufgaben im Bereich der Daseinsvorsorge

Verschiedene Bundes- und Landesgesetze verpflichten die Gemeinden zu daseinsvorsorgender T?tigkeit mit Mitteln des Privatrechts. Kommunale Pflichtaufgaben stehen jedoch in einem Spannungsverh?ltnis zu der den Gemeinden durch Art 116 Abs 2 B-VG garantierten Handlungsfreiheit im Bereich der Privatwirtschaftsverwaltung. Die Zul?ssigkeit dieser Bestimmungen wurde daher bereits vielfach diskutiert, aber bislang nicht abschlie?end gekl?rt. Der folgende Beitrag setzt sich mit dieser Frage anhand einer eingehenden Analyse der Entstehungsgeschichte des Art 17 B-VG und des Art 116 Abs 2 B-VG auseinander.     

State Project Europe: The Transformation of the European Border Regime and the Production of Bare Life

Giorgio Agamben refers to a basic problem in the constitution of the modern nation state: the state as a nation implies that "bare life" becomes the foundation of sovereignty. With the loss of their citizenship, refugees lose not only all their rights, but more fundamentally the "right to have rights" (Arendt). This dilemma of modern statehood does not vanish under conditions of European integration; it is rather re-scaled. Applying a state-theoretical approach to the European border regime, we will concentrate on the two main techniques by which the EU produces "bare life": the "camp" and the invisible "police state." It will become apparent that the institutionalization of "the right of every human being to belong to mankind" is still lacking. Yet, in contrast to Agamben, we do not trace this constellation back to the collapse of the concept of human rights, but to hegemonies and power relations.     

?Managing Migration“ – Eine intersektionale Kapitalismusanalyse am Beispiel der Europ?ischen Migrationspolitik

This essay examines the Europeanization of migration policy on the basis of a materialist theory of the state that is extended by an intersectional approach. The analysis revolves around four dimensions of the international division of labour: class, sex, North-South relations and ethnicity. They provide the context for both the following analysis of actors inspired by reflections on hegemony and the illustration of the hegemonic project of ??migration management??, e.g. the European recruiting of highly skilled worker and national special regimes for domestic workers. In doing so, the essay argues that such an intersectional analysis of capitalism must not end with the study of individual policies; rather it has to treat the interwoven social power relations as a starting point for further research.     

Damage caused to fibres by vapour cloud explosions

Research on the very specific damage to single textile fibres caused by vapour cloud explosions is presented. Vapour cloud explosion experiments were carried out using a selection of 41 garments differing in colour, fibre composition and textile construction. Fibres subjected to a vapour cloud explosion become wider at the end, often taking the form of a ball, bulb or shovel, while the morphological structure of the remaining part of the fibre remains almost unchanged. The presented results can clearly indicate that an explosion took place at the scene of the crime. The authors would like to be able to provide investigators with specific information on how to link clothes (and thus people) to a specific type of crime.
