Abstract We argue that Section 8 low‐income rental assistance—now called the Housing Choice Voucher Program—needs to be restructured and integrated with the other elements of the federal safety net for low‐income households. Since the program was introduced in 1974, the quality of the nation's housing stock has continued to improve, to the point that only a very small percentage of it is severely inadequate. Yet low‐income households continue to face problems such as affordability, neighborhood decline, limited access to economic opportunity, and involuntary mobility. While the Section 8 program has partially addressed some of these problems, it has a number of shortcomings, primarily the fact that it does not materially improve housing conditions for most recipients. Instead, it is little more than a poorly disguised income supplement. Housing vouchers should be directly integrated into the federal safety net as an entitlement to households that qualify for assistance. 相似文献

Otto Kirchheimer has argued that a transformation of Western European party systems is under way. If Kirchheimer's assertions about the emergence and success of catch‐all parties are correct, we should discover decreased fragmentation in Western European party systems. However, there is little evidence for this. In recent years many party systems have become more, rather than less, fragmented. Catch‐all parties have succeeded only in countries which experienced crises and disruptions in development. Elsewhere the strength of partisan attachments prevent the success of catch‐all parties. Increased fragmentation in the 1970s reflects the weakening of partisan attachments, the emergence of new concerns, and growing reactions against goverment policies and practices. Minor parties have gained support because they were better able to mobilise discontent and fulfil the expressive functions of political parties. 相似文献

In accordance with social exchange theory, prominent streams of management research emphasize the importance of reciprocal exchange relationships between organizations and their employees. When employees perceive themselves as supported by the organization, they reciprocate with increased work motivation. However, we do not know how this knowledge can be developed into management initiatives that increase public employees’ perceived support, because severe endogeneity problems make it difficult to estimate the effect of organizational support on employee commitment outside the laboratory. We use a randomized field experiment involving more than 800 public employees to estimate the effect. We find no average effect of the organizational support treatment on the employees’ perceived organizational support. Yet, a subgroup analysis shows a positive treatment effect when the employees’ local front‐line managers felt less supported prior to the intervention. Abstract Taxation of net imputed rent from owner‐occupied housing (and mortgage interest deductibility) has been advocated in Australia on grounds of both efficiency and equity. The current tax system (no taxation or deductibility) favors owner‐occupied housing over business investments, and in the owner‐occupied sector it favors high‐income, low‐debt households over others. Nevertheless, imputed rent taxation has been criticized on the empirical grounds that its direct burden would fall more heavily on low‐income households than high‐income households. Using micro‐level data from the 1986 Income Distribution Survey, we show that the burden does not fall more heavily on low‐income households when net imputed rent is included in owners’ incomes and when life cycle effects are controlled for. Moreover, for married couples aged 25 to 54, the taxation of imputed rental income would be not only progressive, but more progressive than the taxation of other household income. 相似文献

Despite clear implications for human capital accumulation, there has been little research on the postsecondary educational experiences of students living in public housing. While there is significant and growing research exploring outcomes for public housing tenants, even in the education sphere, little of this work focuses on postsecondary outcomes and what role, if any, public housing plays in human capital accumulation. Our case study, New York City, is home to both the nation's largest urban public university system and the largest public housing authority. In this work, we use matching techniques to identify and describe the residential characteristics of students at the City University of New York. We explore how students who live in public housing developments differ from their peers in terms of characteristics associated with success in college, including demographics, neighborhood poverty, and high school preparation. We use regression techniques to test the relation between public housing residence, neighborhood income, and two indicators of early college performance: successful completion of credits attempted and one-year retention. In a naive model (including only residence and high school characteristics), public housing residence is negatively associated with our outcomes of interest, but less so when we control for other factors, including neighborhood income. Specifically, for students pursuing an associate's degree, we find a negative relation between public housing residence and credit completion and a less pronounced negative relation with retention. We find no significant relation between public housing residence and either baccalaureate outcome. 相似文献

ABSTRACT In this article, we focus on the difficulties in evaluating the performance of so-called services of general interest. These services generally include such services as water and electricity supply, telephony, postal services, and public transport, where providers are subjected to certain universal service obligations. Because of the tensions between European internal market requirements and these universal service obligations, there exists considerable debate on the criteria to be used to evaluate the performance of these services. In addition, the status of these public services as “public” or “essential” services is disputed. Public managers and researchers devote much attention to the benefits of coproduction, or the mixing of the productive efforts of public employees and citizens in public service design and delivery. One concern, however, is the distributional consequences of coproduction. This article proposes that disadvantaged citizens may be constrained by a lack of knowledge or other resources necessary to contribute to and benefit from the coproduction process. From this assumption, the authors develop the theoretical argument that if coproduction programs were designed to lift constraints on disadvantaged citizens, they might increase both efficiency and equity. This claim is tested using a field experiment on educational services. A coproduction program providing immigrant parents with knowledge and materials useful to their children's early educational development had a substantial positive impact on the educational outcomes of disadvantaged children, thereby diminishing inequity. Economically, the program was more efficient than later compensation of low‐performing children. 相似文献
