Abstract

Youth gangs are ubiquitous around the world and have been problematic for the social and criminal justice agencies. Despite widespread public concern, there has been relatively scarce empirical scrutiny of youth gangs internationally and little outside of America and Europe. In particular, the activities of youth gangs, the function of gang membership, the criminogenic needs of gang-affiliated youth, and the risk of criminal recidivism for gang-affiliated youth remain unclear. Against this background, this study explored the sociodemographic characteristics, risk and rate of criminal recidivism in a cohort of 165 male youth offenders in Singapore, of which 58 were gang-affiliated. Multivariate analyses revealed that gang-affiliated youth offenders were significantly more likely to have histories of substance use, weapon use and violence than nongang-affiliated youth offenders. Gang-affiliated offenders also scored higher on measures of risk for recidivism (SAVRY and YLS/CMI), and engaged in violent and other criminal behaviors more frequently during follow-up. These differences indicate a significant relationship between gang affiliation and criminal recidivism in youth offenders. Furthermore, these findings have important clinical and policy implications, indicating an increased requirement for additional and more intensive assessment and tailored interventions for gang-affiliated youth offenders.  相似文献

Abstract

This article considers the trajectory and effectiveness of policy, procedures and practice in the UK since the early 1990s in responding to young people who display problematic and harmful sexual behaviours. It draws on data from three publications in which research, policy and practice in the last 20 years have been reviewed. Key themes raised by Masson and Hackett are revisited including: denial and minimisation; terminology and categorisation; similarities with other young offenders; the child protection and youth justice systems; and assessment and interventions. The authors find that there is improvement in recognition of, and practice in response to, this group of young people, but good practice standards are inconsistently applied. With devolution of political powers, Scotland and Northern Ireland are now embarking on a more strategic response than England. The absence of a public debate and prioritising of primary prevention of child sexual abuse is noted.  相似文献

Abstract

Various states (and groups of states such as the European Community) have adopted legislation designed to raise standards of animal welfare in many areas including agriculture, companion animals, experimentation and testing, transport, and hunting and trapping methods. Much of this legislation has resulted from extensive lobbying and intense political wrangling. Where the legislation affects animals as products (or animal derivative products such as their pelts or their meat), legislators frequently resort to external facing trade measures to support the moral stance taken in the legislative instrument. At this point potential conflicts with the precepts of the multilateral trade regime operated by the World Trade Organisation arise. The extent to which the relevant provisions in the WTO portfolio of agreements (and the predecessor text of the GATT 1947) assist the cause of animal welfare is limited by both the texts themselves and the narrow interpretation of those texts by WTO/ GATT dispute panels. Non‐governmental organisations involved with animal welfare issues are concerned that the WTO regime will inhibit the development of animal welfare protection legislation and are also concerned that the net result may be a retardation of the development of animal welfare measures in the face of open market competition. This article explores the background to, and substance of, this contention particularly in the context of the European and International legislation designed to deal with the welfare of trapped wild animals and also with other animal welfare legislation having international trade implications. Moreover, the findings of such an examination have much broader implications in that they have relevance to any legislation based on public morality which seeks to enforce that morality through external facing trade measures.  相似文献

This paper presents and analyzes the texts and performance context of funeral orations for Monguor living in Minhe Hui and Monguor Autonomous County, Qinghai Province, China. The orations provide an important insight into the Minhe Monguor religious worldview. It is further noted that the longer, more traditional orations are now rarely given and that the Minhe Monguor funeral orations differ considerably from those heard in Huzhu Monguor Autonomous County, also located in Qinghai.  相似文献

Asian multilateralism has been a relatively recent development. It differs from that elsewhere and reflects the history and characteristics of the region. It has been important in the growth of regional cooperation, in developing common regional interests and in the development and adherence to norms. These characteristics contributed in responding in a constructive, if limited, way to the Asian economic crisis. Nevertheless, the crisis has revealed the weaknesses of existing regional multilateral institutions and those weaknesses are often seen as raising doubts about whether those institutions can be effective in the future without major reform. Yet, although the response of the regional institutions was clearly inadequate, the region's response overall was far from negligible. Efforts to ensure regional coherence in the future by way of ASEAN, APEC and ASEAN+3 in particular are already being made to ensure greater stability in the financial sector. The region also wants to overcome its under representation in the global arena, but increased global participation, while positive, will remain supplementary to the global institutions, notably the IMF. Greater global involvement would provide, however, a more appropriate balance between regional and global contributions to future crises, since they will need to be better tailored to regional conditions and therefore depend on greater regional involvement from the start.  相似文献

This paper suggests that the nature of activism is changing to take account of the shifts in political and economic conditions. It further goes on to consider that as a result of these emerging trends we have witnessed a generational shift in how governments, businesses, interest groups and citizens will interact. It is possible to place the issues and questions that this new environment raises under a number of broad headings—Democracy and Dissent, Government and Parliament, Media, and Lobbying –each of which the paper deals with in turn.
