Boundaries beyond borders: Delineating democratic 'peoples' in a globalizing world

This article analyzes the result of attempting to enforce democracy in Haiti. The objective of the international intervention, as stated in United Nations Security Council Resolution 940, was the return of democracy. However, the process in Haiti after the intervention was riddled with problems. The article establishes the Haitian attitudes towards what happened and shows that the type of governance that has been put in place is not what they had expected. It argues that although the international community seems to consider the intervention a success, the objective of the United Nations Resolution has not been reached, because of the international community's unwillingness to consolidate the essential factors upon which to build a democratic society.     

Domestic drivers of transgovernmental regulatory cooperation

Transgovernmental cooperation among domestic regulators has generated considerable interest among scholars and policymakers. While previous research has focused on describing such regulatory networks, we know very little about what drives individual jurisdictions to join them. The question of membership is important because it determines the reach of rules and standards promulgated by a given network, and because it is logically prior to understanding the rulemaking dynamic within a network. We develop a set of hypotheses that highlight the role of domestic political factors in shaping network membership. Our empirical analysis, using an original data set for transgovernmental cooperation in securities and insurance regulation, finds that the institutional form of domestic market regulation, as well as the relative domestic weight of the industry, are closely correlated with membership. All else equal, jurisdictions with independent regulatory agencies and those where the industry in question represents a large share of gross domestic product are much more likely to join the respective network than jurisdictions without these characteristics. The paper underscores the important interactions between domestic and international factors for informal cooperation, an issue that has become increasingly central to global governance.     

Role call: sex,gender roles,and intimate partner violence

ABSTRACT

Intimate partner violence (IPV) continues to be viewed in gendered and heteronormative ways. Stanziani, Cox, and Coffey (2018, Adding insult to injury: Sex, sexual orientation, and juror decision-making in a case of intimate partner violence. Journal of Homosexuality, 65(10), 1325–1350) presented participants with a case of alleged IPV while manipulating the sex and sexual orientation of the aggressor/victim dyad. Results suggested participants view violence perpetrated by a man against a woman most abhorrently. The current study replicated and expanded that study, exploring how gender role beliefs influence participant decision-making. Female participants held more adverse attitudes towards IPV when a male assaulted a female. Further, participant gender role beliefs influenced decision-making. Specifically, males who endorsed higher levels of hegemonic masculinity perceived the crime to be less serious, while females who endorsed the same beliefs perceived the defendant as less likely to benefit from treatment. Overall, results suggest individual beliefs regarding gender roles and masculinity may influence their perceptions of IPV, regardless of the gender and sexual orientation of the aggressor and victim.     

An analysis of the relationship between probation caseloads and property crime rates in California counties

Each year more offenders are sentenced to probation than to any other sanction in the criminal justice system. In spite of the saliency of probation programs, the evidence is mixed concerning their effectiveness. In order to address this important gap in the research, the authors sought to determine if probation was effective in achieving one of its stated goals: protecting public safety. In doing so, they conducted a macro-level analysis, exploring the relationship between probation caseloads and property crime rates in each county in California over a nine-year period. Results from a two-way fixed effects regression model suggested that as probation loads increased, so did crime. While additional research into the effectiveness of probation is clearly needed, the results of the analysis nevertheless indicated that improvements in public safety could be expected if probation caseloads were reduced.
