When Public Protection Becomes Punishment? The UK Use of Civil Measures to Contain the Sex Offender

In keeping with many countries the UK has moved the problem of sexual offending up the political agenda. On the criminal justice side sentences have been increased and supervision periods extended. On the civil side a raft of new measures have been put in place to regulate the behaviour of sex offenders in the interest of community safety and child protection; this paper examines these measures and, in particular takes the sex offender ‘register’ as a case study to show how political imperatives have been brought to bear with little reference to the research or professional views of practitioners in this area. It is contended that under these political pressures, what starts life as a preventive, regulatory measure can easily become a more punitive measure in its own right; as such it may be liable to challenge by those subject to it for failing to fulfil its primary purpose and for straying across a line between the civil and criminal aspects of intervention.     

The Role of EU Internal Policies in Implementing Greenhouse Gas Mitigation Options to Achieve Kyoto Targets

This paper reviews the role of internal European Union (EU) policies and measures in implementing the target for greenhouse gas mitigation in the Kyoto Protocol. It starts with a discussion of the EU Burden Sharing Agreement, which distributes the target between Member States. This leads to a review of the appropriate level of implementation of policies, i.e. at the EU level or Member State level. There is a role for the flexible mechanisms of the Protocol, particularly emission permit trading, in complementing Member State policies at the EU level. The implementation is to be done against the background of three major factors which may have an important bearing on the policies: the probable long-term requirement of substantial reductions in greenhouse gas emissions a changing structure of energy markets, following liberalisation of the gas and electricity markets EU enlargement to include economies in transition with the potential for further substantial reductions in emissions.The paper concludes with a discussion of ancillary benefits of the policies that may be substantial and a summary of the position as regards the "unfinished business" of the Protocol to be discussed at the Conference of the Parties in the Hague in November 2000.

The position of departmental secretaries has been under debate. There are claims they have been politicised; they have been placed on term appointments. This article examines the careers of departmental secretaries for the last 50 years. It illustrates the changes in their length of tenure, age of departure, mobility and qualifications. The recent profile shows the need for debate about the position and the future of departmental secretaries.     

Characteristics of interpersonal behavior among adolescent boys

This study was concerned with verbal behavior in a discussion group setting. Two groups of nine tenth grade boys met for eight sessions in an unstructured group discussion. Verbal behavior was coded using a modified version of Bales' interaction process analysis. The most frequently coded behaviors were Giving Opinions, Dramatizing, and Expressing Anxiety. Verbal participation and initiation were positively correlated (r=0.88). Slightly more of the interaction was coded as affective than cognitive. Positive ratings of the group experience by theSs are contrasted to behavioral evidence of discomfort and anxiety. Inferences are drawn about the boys' lack of interpersonal skills and their use of fantasy to support their masculine sex role.Received Ph.D. from the University of Michigan in developmental psychology.
