陕西国有资产管理体制构想:统一归属,分类监管;党政一体,“三管”结合;政企分开,三层营运;属地纳税,收益分流。资本运营应规范和有效控制授权监督机制、“三管”结合机制、业积考核与评价机制。     

以"三个代表"重要思想为指导把党校学员的党性锻炼提高到一个新水平——认真学习贯彻江泽民同志"七一"讲话精神

江泽民同志在庆祝中国共产党成立80周年大会上的讲话,系统总结了我们党80年的光辉历程和基本经验,全面阐述了"三个代表"重要思想的科学内涵,深刻回答了在新的历史条件下加强和改进党的建设需要解决的重大问题,进一步指明了党在新世纪的历史任务和奋斗目标.江泽民同志的重要讲话,紧紧围绕在新的历史条件下建设一个什么样的党和怎样建设党这个基本问题,突出强调了提高党的执政能力和领导水平、提高拒腐防变和抵御风险能力这两大历史性课题,对于全面推进党的建设这个新的伟大工程具有重要的指导作用和深远影响.     

RECOMMENDATIONS OF THE COMMITTEE TO STUDY FAMILY ISSUES IN THE ARIZONA SUPERIOR COURT

Justice 2002, a strategic agenda for the Arizona court system over the next five years, has the goal to build public trust confidence in the Arizona courts. A focus of Justice 2002 is the protection of children, families, and communities. One of the number of projects that have been initiated is the establishment of The Committee to Study Family Issues in the Superior Court (Committee). On October 22, 1997, Chief Justice Thomas A. Zlaket established the Committee and charged the members to: "[E]xamine the manner in which cases involving family issues, including cases involving minor children, presently are processed and determined in the Superior Court,… leading to improvement in the manner in which these cases are resolved in the court system; and report to the Arizona Judicial Council its findings and recommendations…" This article is a summarization of the Final Report presented to the Arizona Judicial Council (AJC) in December, 1998. The reader will find that the report is rather general. The Committee has functioned under the assumption that an implementation committee would be formed to work out the details, should the AJC choose to adopt the recommendation to establish a Family Court in Arizona.     

新战略 新方式 新发展——对以实施新战略为牵动加快转变哈尔滨市经济社会发展方式的认识与思考

市委党校公务员处长任职培训班的全体学员,在校期间,认真学习党的十七届五中全会精神,结合哈尔滨市新战略的实施,对加快转变哈尔滨市经济发展方式进行了深入思考和研讨,并写出了一篇很有份量的论文,得到了市委领导的重视。省委常委、哈尔滨市委书记盖如垠同志,2010年10月29日在学员的论文上作了如下批示：＂学习很有成果,下步要把学习成果变为实践动力,为哈尔滨人民多做贡献。＂哈尔滨市委副书记、市委党校校长王颖同志对此文作了批示：＂这篇文章写得有份量。不仅对哈市新战略认识理解很到位,对躬身实践进程中的体会和收获有深度,而且对围绕加快实施新战略所提建议和意见也很对路子,很有见地。充分反映新的发展战略在干部群众中深得人心,深为干部群众所接受、所认可,也看出党校这期新任处长培训班很必要,很有成效。＂盖书记、王书记的批示,不但是对学员认真学习、深入思考的肯定,也是对我校通过结合实际、有针对性地开展教学工作、直接服务于哈尔滨发展的认可,现将该文章发表于此,以资参考。

成都市自2003年以来,在市委、市政府的领导下,经过7年的努力,在整体推进统筹城乡社会保障工作中,取得了显著成绩,在许多方面走在了全国的前列。文章介绍了成都市统筹城乡社会保障体系建设的重要情况,分析了其存在的困难和问题,提出了进一步健全和完善成都市统筹城乡社会保障体系建设的对策建议。

关于进一步做好利用外资工作的若干意见

Utilizing foreign capital is the important content in China's basic state policy of opening up to the outside world. China has positively been attracting foreign investment and promoted industrial upgrad-ing and technical progress since the opening up, with foreign-invested enterprises being the important component of the national economy. At present, Chinese advantage over utilizing foreign capital remains obvi-ous. For the purpose of raising the quality and level of utilizing foreign capital and better giving full play to utilizing foreign capital in boosting scientific innovation, industrial upgrading and regional coordinated and balanced development, the following opinions are hereby put forward:     

中关村科技园区石景山园非公企业党建工作的调查与思考

当前随着非公有制经济迅速发展,非公企业党建工作变得更加重要.为了解相关情况,推进非公经济的党建工作,本课题组对中关村科技园区石景山园进行了专题调研.调研显示,在园区党工委的努力下,园内非公企业党建工作取得了一定成效,但离党组织全面覆盖非公企业、党的活动成为企业不可或缺的组成部分的目标还比较远.课题组提出要从求真务实的原则出发,寻找党建与非公企业共赢的切入点,适时转变工作方式,促进非公企业党建工作的顺利展开.     

知识产权案件专业技术问题解决路径探讨——以“三人技术组、五人合议庭”审判模式为例

在当前的司法实践中,技术类知识产权案件逐渐成为影响知识产权审判整体效率和质量的最大障碍.本文在介绍各国和我国既往解决知识产权专业技术问题的经验和做法的同时,着重分析了"三人技术组、五人合议庭"的审判模式.这种以"集中技术类案件审判人员资源"为核心的新方式,试图从根本上打破制约技术类案件审判效率和质量的藩篱.
