“三个代表”重要思想的实质,是在新的历史条件下中国共产党怎样保持执政的合法性问题。提出这个重要思想的根据之一是党的历史方位从革命转变为执政。这种转变是一个重要的关节点。新世纪统一战线的性质、任务和内部构成等一系列基本理论都应当根据这一重要转变而创新。

Staatlich gesteuerte Tarifautonomie

The German Tarifautonomie, the state-free collective bargaining system on working conditions, can be considered as an institutionalized arrangement of political exchange between labor market associations and the state. This understanding allows to examine the state’s interests in regard to free collective bargaining as well as the state’s options to achieve his interests and to impact the social partnership activities. The article highlights the intentions, the methods and the effects of various forms of state intervention. As a result, the decade-long institutional change of the German industrial relations system can be seen inter alia as an outcome of the dynamic and flexible relationship between associations and the state. A central feature of this relationship is the finding of a guided autonomy.

Zusammenfassung  Der Artikel gibt einen überblick über die in den Jahren 2007 und 2008 ergangene Rechtsprechung zu grundlegenden Fragen des Umweltinformationsgesetzes (UIG) des Bundes und einzelner L?nder. Die Entscheidungen werden anhand des Sachverhaltes kurz zusammengefasst und bei Bedarf durch die Verfasser kommentiert. Der Artikel ist nach den einzelnen Themenbereichen des UIG strukturiert, denen sich die jeweiligen Entscheidungen zuordnen lassen.

对32个先进人民法庭的实证分析可为中国基层司法之深入研究提供基础。32个先进人民法庭受理案件的方式多样,体现了人民法庭的“两便原则”。人民法庭受理的案件多属传统民事案件;但随着经济与社会发展,也出现了新类型案件。人民法庭受理案件的数量与法官数量没有明显的关系。     

Vocational training of former Kosovo Liberation Army combatants: for what purpose and end?

Since July 1999, the International Organisation for Migration (IOM), at the request of the United Nations Mission in Kosovo (UNMIK) and the Kosovo Force (KFOR), has undertaken the implementation of the Information Counselling and Referral Service (ICRS) which aimed to provide support mechanisms for demobilised Kosovo Liberation Army (KLA) combatants in their return to post-conflict society. This paper explores the vocational training aspect of the reintegration strategy in Kosovo. It presents an outline of demographic and socio-economic characteristics of former KLA combatants. Having explored the former combatants' perspectives on vocational training courses, the analysis is carried out through a human resource perspective with a specific reference to identification and taxonomy of skills, and policy application for effective utilisation of human resources. Finally, the paper concludes with a set of lessons learnt from the vocational training experience of former combatants in Kosovo.     

The Effects Of Children'S Age and Delay on Recall in a Cognitive or Structured Interview

The study examined; (i) whether the enhanced cognitive interview (ECI) would aid event recall when used with children, (ii) whether the effects of a delay between the witnessed event and interview would have an impact on the effectiveness of the ECI, (iii) whether the age of the child would have a bearing on the effectiveness of the ECI, and (iv) which category(ies) of event recall might be effected. Thirty-two 8 to 9 year old children and thirty-two 11 to 12 year old children were shown a video recording of a staged shoplifting. Half were interviewed four hours after viewing the event and half after a six day delay. Children were interviewed individually using either the ECI or a structured interview (SI). Those interviewed using the ECI recalled significantly more correct details (especially detail pertaining to actions) with no increase in the reporting of erroneous information. The ECI was found to be a reliable interviewing technique regardless of age and delay.
