The literature on the implications of electoral "bureaucracy bashing" for public management is thin. This is partly because of the difficulty of defining basic terms and measuring results in meaningful ways. Using focus group data, this article explores how senior federal managers perceive campaign bureaucracy bashing and assess its consequences. The participants perceive that candidate-based bashing affects federal management on two levels: one emotional, the other programmatic. The emotional impact is pronounced, producing frustration and hostility from senior managers toward political candidates, political appointees, and the media. Senior managers report that bashing adversely affects policy implementation through low morale, poor recruitment, and training and by fostering an environment of distrust toward bureaucracy. Grounded in a diverse literature relating to public administration, the presidency, campaigns and elections, and political communication, this inquiry finds that senior managers confirm many of the speculations these works raise about how bashing affects public employees and public policy.  相似文献

Many tout the benefits of collaborative environmental management as an alternative to centralized planning and command and control regulation, but the excitement over collaborative processes has not been matched by evidence that these processes actually improve the environment. The most crucial question in collaborative environmental management remains unanswered and often unasked: To what extent does collaboration lead to improved environmental outcomes? We know much about why collaboration is occurring and how collaborative processes and outputs vary. The primary goal of future research on collaborative environmental management should be to demonstrate whether collaboration improves environmental conditions more than traditional processes and newer market-based processes. Collaboration is not a panacea; it is a choice that policy makers and public managers should make based on evidence about expected outcomes.  相似文献

Drawing on recent insights in the nationalism and citizenship regime literatures, this article develops a macrotheoretical framework for understanding cross-national variations in tolerance of ethnic minorities. Specifically, it tests the hypothesis that the degree to which the dominant ethnic tradition or culture is institutionalized in the laws and policies of a nation-state affects citizen tolerance of ethnic minorities. Employing a multilevel regression model, it systematically tests the framework, as well as competing individual and country-level explanations, for all member states of the European Union in 1997. Results confirm a strong relationship between the laws governing the acquisition and expression of citizenship, that is, citizenship regime type, and individual tolerance judgments. Moreover, citizenship regime type has a strong mediating effect on three individual-level variables previously shown to predict tolerance: ingroup national identity, political ideology, and satisfaction with democracy.  相似文献

Scholars have long debated the individual-level relationship between partisanship and policy preferences. We argue that partisanship and issue attitudes cause changes in each other, but the pattern of influence varies systematically. Issue-based change in party identification should occur among individuals who are aware of party differences on an issue and find that issue to be salient. Individuals who are aware of party differences, but do not attach importance to the issue, should evidence party-based issue change. Those lacking awareness of party differences on an issue should show neither effect. We test our account by examining individuals' party identifications and their attitudes on abortion, government spending and provision of services, and government help for African Americans using the 1992-94-96 National Election Study panel study, finding strong support for our argument. We discuss the implications of our findings both for the microlevel study of party identification and the macrolevel analysis of partisan change.  相似文献

In selecting a committee, voters are often concerned with the over all composition of the committee rather than simply selecting a single individual as their representative. We give two examples of elections at Wheaton College in Massachusetts that illustrate the complexity of preferences that voters may have for the relationships among the individual candidates. These preferences cannot be separated into preferences on the individual candidates and are not detectable from only a voter's top-ranked committee. We outline the questions this raises for the design of committee elections in general and propose directions for future work.  相似文献

This paper examines a number of demographic aspects in congressional districts and states that played important roles in a series of Congressional votes on environmental issues in 2000. These characteristics include urbanization or population density, education, income, race, and employment. Our findings are mixed. While we find some evidence (at least in Senate votes) that population density is a positive predictor of “pro-environment” votes, we also find that things commensurate with the Environmental Kuznets Curve such as income, education, and lifestyle also play an important role in environmental voting.  相似文献

Networks of local government support organisations (LGSOs) are critical to successful intergovernmental relations and effective local governance in democratic societies. Bulgaria had no such network of municipal associations when it began the transition from communist rule in the early 1990s. Using US and other external technical assistance, Bulgaria over the next decade overcame the impediments to collective action and established what appears to be an effective and sustainable system to back up its cities and towns. Important factors in mobilising support included a long‐term focus on institutional development, non‐partisanship, flexibility in implementation and a pragmatic orientation that focused on learning by doing. Public management scholars often claim that agency competition provides an effective institutional check on monopoly authority, and hence, leads to improvement of administrative performance in public sector agencies. This logic was central for creating the Congressional Budget Office (CBO) in 1975 to challenge the policy information provided by the Office of Management and Budget (OMB). We challenge this conventional wisdom by demonstrating that CBO has failed to enhance the quality of U.S. fiscal policy analysis on its own terms; nor has it spurred improvements in OMB's performance. Our empirical results indicate that the quality of OMB's fiscal projections has often deteriorated since the establishment of CBO as a rival bureau. We also show that both public and private information is being shared by these agencies to produce a similar caliber of task outputs. The broader implications of our study indicate that although politicians face incentives to employ agency competition in governmental settings, this type of bureaucratic strategy does not necessarily enhance the quality of administrative performance. © 2006 by the Association for Public Policy Analysis and Management  相似文献

This paper examines the relationship between job sprawl and the spatial mismatch between blacks and jobs. Using data from a variety of sources, including the 1990 and 2000 U.S. Census and U.S. Department of Commerce's ZIP Code Business Patterns, I control extensively for metropolitan area characteristics and other factors. In addition, I use metropolitan area physical geography characteristics as instruments for job sprawl to address the problem of simultaneity bias. I find a significant and positive effect of job sprawl on mismatch conditions faced by blacks that remains evident in the twostage least squares models but not in first difference change regressions. The crosssectional effect is particularly important in the Midwest and West, and in metropolitan areas where blacks' share of the population is large and where blacks' population growth rate is relatively low. Among others, the results also reveal that the measures of mismatch and job sprawl used in this analysis are highly correlated with blacks' employment outcomes in the expected direction. © 2006 by the Association for Public Policy Analysis and Management  相似文献
