Community, demographic, familial, and personal risk factors of childhood depressive symptoms were examined from an ecological
theoretical approach using hierarchical linear modeling. Individual-level data were collected from an ethnically diverse (73%
African-American) community sample of 197 children and their parents; community-level data were obtained from the U.S. Census
regarding rates of community poverty and unemployment in participants’ neighborhoods. Results indicated that high rates of
community poverty and unemployment, children’s depressive attributional style, and low levels of self-perceived competence
predict children’s depressive symptoms, even after accounting for demographic and familial risk factors, such as parental
education and negative parenting behaviors. The effect of negative parenting behaviors on depressive symptoms was partially
mediated by personal variables like children’s self-perceived competence. Recommendations for future research, intervention
and prevention programs are discussed.

This paper analyzes 12 recent within‐study comparisons contrasting causal estimates from a randomized experiment with those from an observational study sharing the same treatment group. The aim is to test whether different causal estimates result when a counterfactual group is formed, either with or without random assignment, and when statistical adjustments for selection are made in the group from which random assignment is absent. We identify three studies comparing experiments and regression‐discontinuity (RD) studies. They produce quite comparable causal estimates at points around the RD cutoff. We identify three other studies where the quasi‐experiment involves careful intact group matching on the pretest. Despite the logical possibility of hidden bias in this instance, all three cases also reproduce their experimental estimates, especially if the match is geographically local. We then identify two studies where the treatment and nonrandomized comparison groups manifestly differ at pretest but where the selection process into treatment is completely or very plausibly known. Here too, experimental results are recreated. Two of the remaining studies result in correspondent experimental and nonexperimental results under some circumstances but not others, while two others produce different experimental and nonexperimental estimates, though in each case the observational study was poorly designed and analyzed. Such evidence is more promising than what was achieved in past within‐study comparisons, most involving job training. Reasons for this difference are discussed. © 2008 by the Association for Public Policy Analysis and Management. 相似文献

The recent questions about the viability of political realism highlight a need for alternative theoretical frameworks to guide international relations research. These alternatives, however, have been slow to emerge, due in part to the field's traditional neglect of political theory. In this essay I present an alternative based on a survey of Paine's international thought. Sir Michael Howard referred to Paine as the most important internationalist writer of all time, but his contributions have been largely ignored by students of international relations. Paine was a classic second image theorist who first posited how democratic governance would promote a peaceful world. Paine's works leave us with all the features of cosmopolitan thinking in international relations: Faith in reason and progress, the evils of authoritarian regimes, the democratic peace, the peaceful effect of trade, nonprovocative defense policies, open diplomacy, obsolescence of conquest, the universal respect for human rights, and the democratic propensity to engage in messianic interventionism. I conclude with a comparison of Kant and Paine where I argue that Paine is the more faithful representative of the Enlightenment for students of international relations. 相似文献

Indigenous peoples’ right to prior consultation and to informed consent represents the basis of the new global model shaping state–indigenous relations. Consultation processes promise to enable indigenous people to determine their own development and are especially promoted when extraction projects with significant socio-environmental impacts are planned on indigenous lands. In this article we draw on debates on participatory development in order to analyse the first state-led consultations in Bolivia’s and Peru’s hydrocarbon sectors (2007–14). The analysis shows that effective participation has been limited by (1) an absence of indigenous ownership of the processes; (2) indigenous groups’ difficulties defending or even articulating their own visions and demands; and (3) limited or very general outcomes. The study identifies real-life challenges, such as power asymmetries, a ‘communication hurdle’ and appropriate timing – as well as simplistic assumptions underlying the consultation approach – that account for the unfulfilled promises of this new model. 相似文献

Scholars' criticism of transparency in public–private partnerships (PPPs) often focuses on ‘external’ transparency, that is, the extent to which internal information is visible to the outside world. However, to achieve external transparency, internal transparency – the availability and inferability of information for the public procurer and the private party – is crucial. In this article we analyse input, process, and output transparency from three different perspectives (institutional, cognitive, and strategic) in four PPPs in the Netherlands. We conclude that input transparency is high, but process and output transparency less so. Moreover, output transparency has gained importance in PPPs. Whether this is problematic depends on the PPPs' institutional environment. In some partnerships the desired output is uncontested and predetermined by clear standards in the institutional environment, whereas other PPPs deal with contested output norms, decreasing the partnerships' transparency. These results nuance the current debate on the lack of transparency in PPPs. 相似文献

This article makes a further contribution to opening the ‘black box’ of micropractices in ministry–agency relationships. We argue that the mechanisms that come into play in the course of institutionalizing agencification reforms – such as renegotiating mutual roles and rules in ministry–agency interactions – are only poorly covered in the existing literature. To adequately address the negotiated and contingent nature of de facto agency autonomy and political control, we develop an interpretive approach based on the concept of ‘boundary work’. The empirical focus is on ministry–agency interactions at the science–policy nexus in the contested policy field of food safety. By studying actors' stories about the institutionalization processes following the fundamental reorganization of the German food safety administration in the wake of the BSE crisis from a longitudinal perspective, we show how actors manage boundary conflicts via increasingly differentiated backstage coordination. 相似文献

Russia’s challenge to the post-cold war order, and the rise of Islamic State have resulted in a call for increased military spending among NATO members. Despite the increased demand for UN peace operations, any expansion is unlikely to benefit the world organisation. Instead we see an increasing reliance upon regional organisations like the African Union, European Union and NATO, in particular, for robust peace operations. An analysis of Western states (France, Germany and the USA) suggests that future investments in weaponry, technology and staff will primarily benefit NATO and the EU, but not the United Nations. 相似文献

This article discusses from the perspective of democratic theory an innovative proposal for the selection of constitutional, supreme court, or federal judges that aims at combining the values of expertise and political independence. It consists in combining a certification process – selecting a pool of properly qualified candidates – with a random selection among this pool. We argue that such selection procedure would better respect the separation of powers and the specific legitimacy of courts, and we champion this two‐stage mechanism vis‐à‐vis other, more traditionally employed, selection procedures. We then deal with a diversity of objections to our proposal and conclude by taking stock of both its virtues and limitations. 相似文献
