How can Public Professional Services be Restored in a Weak State? Options for Animal Health in Congo's South Kivu

How does one deal with a shortcoming in a public service when even a state “pocket of effectiveness” is unlikely to fill it directly? In the Belgian colonial era, South Kivu Province in eastern Democratic Republic of Congo had a vibrant animal production system, which then was shattered by successive wars. The regeneration of Kivu's livestock industry is greatly constrained by the unreliability of the province's state and private animal health services, which have become commercialized and are unable to overcome the asymmetric information problem inherent to the professions and provide the trustworthy effectiveness farmers need to use them effectively. The Congolese state is unlikely to be able to fill this gap itself. Nonetheless, it can be an architect of solutions to the problem. We were able to identify in the local institutional repertoire at least four possible ways policy‐makers could use non‐governmental organizations to provide missing trustworthiness to the market. This conclusion is hopeful for places with development potential that have weak states and imperfect markets. © 2017 International Livestock Research Institute. Welcome home! Routines,ontological insecurity and the politics of US military reunion videos

Abstract

This article investigates the military ‘reunion’ videos that proliferated in the United States throughout the late 2000s and early 2010s. The typical video entails a returning soldier who surprises a family member, usually a child or female spouse, at a public event. I articulate the reunion video as a key feature of populism in contemporary US society. The videos can be considered examples of the ‘encounters’ theorized by both Anthony Giddens and Erving Goffman. Both private and public ‘social occasions’ with performative qualities of ‘day-to-day life’, the videos disclose the institutional and societal routines of not only a family but broader layers and circles of the US political community. They relate not only to loss but also to redemption. The article therefore investigates when and how, and provides a provisional argument for why, these videos have proliferated by consulting the everyday features of ontological security. It focuses on both the local and the international contexts within which they attend to, but also generate, US ontological insecurity.     

Health Literacy in High-Risk Youth: A Descriptive Study of Children in Residential Care

Although previous studies have demonstrated that children in out-of-home care present with elevated levels of mental and physical health, educational, and behavioral problems, little is known about youth's ability to manage health care needs or access health information and support. This study evaluates the health literacy skills of 229 youth served in a residential setting. Results revealed that the majority of youth demonstrated some level of risk, and anywhere from one-quarter to one-third demonstrated significant health literacy deficits suggesting a need for additional research and treatment intervention. Implications, study limitations, and recommendations for practice and future research are discussed.     

“I’m Not a Vet!” Marginalisation and Practices of Resistance to Ageing by Women Hockey Players

ABSTRACT

Participation in team sports constitutes both a site for perpetuating discriminatory cultural perceptions of ageing women as well as a means of resisting and challenging such perceptions. Using Markula’s framework of Foucauldian feminism, we examine the marginalisation of women who play hockey in Australia and their acts of resistance against discriminatory processes related to ageing. This analysis draws on an ethnographic study of an Australian women’s field hockey club. Fifteen women took part in two one-on-one in-depth interviews focused on their experiences of mental health and emotional well-being in relation to playing hockey. Although participating in a team sport offers a means of resisting negative stereotypes of ageing women, the quasi-professionalisation that occurred at this particular club across the data collection period constrained these women’s acts of resistance. These findings illuminate the impact of a club’s structure and culture on women’s experiences of social inclusion in the context of Australian team sport.     

Verbal Aggression Among Male Alcoholic Patients and Their Wives in the Year Before and Two Years After Alcoholism Treatment

Our earlier reports on 88 male alcoholics and their wives showed that domestic violence decreased significantly in the first and second year following a behavioral marital therapy (BMT) alcoholism treatment program. The present study examined verbal aggression in this same sample. In the year before BMT, verbal aggression was significantly greater—being five to seven times more prevalent for clinically elevated aggression and substantially more frequent—for the alcoholic husbands and their wives than for a demographically matched, nonalcoholic comparison sample. In the two years after BMT, both alcoholic men and their wives showed significant and substantial reductions in verbal aggression as compared with the year before BMT. Despite these significant reductions from the year before BMT, verbal aggression in the two years after BMT remained significantly elevated relative to demographically similar nonalcoholic controls. As predicted, relapsed alcoholics and their wives showed more verbal aggression in the 2 years after BMT than both couples with a remitted alcoholic husband and demographically similar nonalcoholic controls, whereas remitted alcoholics and their wives had similar levels of verbal aggression to the nonalcoholic controls. Further, frequency of drinking was positively correlated with verbal aggression in the 2 years after BMT; verbal aggression was greater when the alcoholic husband drank more frequently.     

Electoral equilibria with entry: Some simulations

The objective of this paper is to investigate by means of simulation the impact of third-party entry on the spatial separation of candidates. Specifically, we do real-time simulations of Palfrey's (1984) model of electoral equilibria with entry after relaxing some of its assumptions. Our finding that the threat of third-party entry can induce virtually the same spatial separation of the major-party candidates as entry with certainty is both a strong and interesting result.
