Russia's Energy Future and Northeast Asia1

Since about 2000, Russia became increasingly interested in a swift expansion of its oil and gas industry to the eastern regions, aiming primarily at the domestic development needs and new markets of Northeast Asia. Eastern Siberia and the Far Eastern areas contain up to 50 percent of Russia's estimated oil reserves. In this context, the Eastern Siberia–Pacific Ocean oil pipeline is attracting attention as a mega-project important not only for Russia, but also for its neighbors. This pipeline will facilitate the development of new oil fields in the remote eastern areas. There are also plans to build oil refineries connected to the pipeline, including the one planned on the Pacific coast. Indeed, Russia needs an access to the neighboring markets not only in the field of oil, but also natural gas and electricity. In this regard, long-term shared interests should drive new energy projects, and governments could greatly facilitate business interaction. Moreover, specific measures dealing with the long-term energy policies are required at the national, bilateral and regional levels, including practical and project specific initiatives tailored to the needs of the economies of Northeast Asia, considering their large markets, geography, technological potential and an interest in building institutions.     

Courtroom testimony by psychologists on eyewitness identification issues

This article makes two major points in regard to expert psychological testimony on eyewitness identification. First, the attention devoted by psychologists to eyewitness identification issues is far out of proportion to the incidence of trials involving eyewitness identifications of criminal defendants; furthermore, the often-expressed concern over wrongful convictions is probably misplaced. Second, the experimental methods used in studies of eyewitness performance are fundamentally unsuited for drawing conclusions about actual witnesses. Hence, there is not an adequate scientific foundation for expert psychological testimony on eyewitness identification. Archival research is perhaps the most promising approach to the study of the criminal justice system.     

Czech‐German declaration on reconciliation

The Czech—German declaration, not being a binding treaty, is perceived as a fairly well balanced expression of political will. The cautiously formulated text does not represent a ‘break‐through ‘, but is an important step on the way to reconciliation. It makes the compensation of Czech victims of Nazi crimes possible ‐ the last to be dealt with in Europe. While not closing Sudeten German property demands in legal terms, it expresses the political will of the both sides not to burden mutual relations with issues originating in the past. While economic co‐operation has an excellent record, the declaration may ease bilateral political relations. The Czech Republic, however, will not play a role in German policy comparable to the role of Poland.     

The Most Recent Input-Output Table: A Milestone in Soviet Statistics

The paper reproduces the 18 × 18 sector Soviet input-output table for 1988 which became available in the West in April 1990, but has not been published in the USSR. The layout (quadrants) and selected elements of the table are described and briefly analyzed. Because the hitherto unavailable statistics facilitate the analysts of a variety of critical issues such as the price reform, defense expenditures, and private incomes and taxation, the input-output table is regarded as an important contribution as well as a milestone in the gradual process of releasing economic data in accordance with the policies of glasnost'.
