Using data from the Baldus, Woodworth, and Pulaski (1990) study of Georgia's death penalty system, we examine the influence of victim gender in death penalty cases. Furthermore, to improve our understanding of the meaning of victim gender, we consider 1) the joint effects of victim gender and victim race, 2) victimization characteristics that might explain victim gender effects, and 3) the impact of victim gender at different decision‐making stages in the death penalty case process. We find that both victim gender and race are associated with death sentencing outcomes and that an examination of the joint effects of victim gender and race reveals considerable differences in the likelihood of receiving a death sentence between the most disparate victim race–gender groups. In particular, it seems that black male victim cases are set apart from all others in terms of leniency afforded to defendants. We also show that the effect of victim gender is explained largely by gender differences in the sexual nature of some homicides. An examination of prosecutorial and jury decision making reveals that although victim gender has little impact on prosecutorial decisions, it has a meaningful impact on jury decisions.  相似文献

Abstract The elections, remembered as the first in which an incumbent President was defeated since 1932, show other characteristics inconsistent with usual interpretations. The Democratic Party's selection procedure managed to produce a moderate around whom the party could unite for the first time since 1964 while the Republicans experienced a damaging fight which the more extreme candidate almost won. Analysis of the results refutes many common conclusions. The popular vote was not as close as in other postwar elections; regional variations less pronounced and party more important in the campaign than had been supposed. The Republicans showed surprisingly strongly in the Presidential election, but did disastrously again in others. No satisfactory theory explains the discrepancy. Republicans still challenge strongly for the Presidency but consistently fail elsewhere.  相似文献

Despite the increasing popularity of the concept of ‘public value’ within both academic and practice settings, there has to date been no formal review of the literature on its provenance, empirical basis, and application. This paper seeks to fill this gap. It provides a critical introduction to public value and its conceptual development before presenting the main elements of the published literature. Following this, a series of key areas of disagreement are discussed and implications for future research and practice put forward. The authors argue that if the espoused aspirations for the public value framework are to be realized, a concerted process of research, debate and application is required. Although some criticisms of public value are argued to be unwarranted, the authors acknowledge ongoing concerns over the apparent silence of public value on questions of power and heterogeneity, and the difficulties in empirically testing the framework's propositions.  相似文献

Although the political salience of nuclear disarmament has fallen dramatically since the end of the Cold War, the threat posed by nuclear weapons today remains at least as great as it was before 1989. The growing number of states either armed with or actively developing nuclear weapons programmes has placed existing control and monitoring frameworks under strain. In this article, Baroness Williams, a long time campaigner for multilateral nuclear disarmament, discusses the nature of today's nuclear threat and particularly the political challenge presented by states whose behaviour is not predictable. If further proliferation is to be prevented, the international community must renew its efforts at implementing a robust regime of control. The IAEA must be given the authority and the resources necessary to conduct inspections anywhere in the world without prior warning. At the same time, the world's nuclear states powers must begin genuine efforts at disarmament.  相似文献

The financial crisis can be understood in many different terms. In this article, it is analyzed in terms of the unfolding of a series of elite narratives that shaped the agenda of regulation before the crisis, that were damaged by the crisis, and that were then reframed and recounted again in the wake of the crisis. The form of these stories differs in subtle ways by jurisdiction, and thus the fate of postcrisis regulatory practice likewise differs.  相似文献

The growing tendency toward non-compliance with internationalobligations to refugees requires UNHCR to make contingency plansfor asylum denials. Making such plans calls for tools, suchas game theory and confrontation analysis, that link non-compliancein refugee asylum with the configuration of interests for asylumand donor countries in a potential crisis. We illustrate suchtools in a case study of Afghan refugees in Pakistan in 1997–2001,which generated asylum denials by Pakistan ranging from briefborder closings to threats of mass refoulement, linked to thewithholding of assistance by the United States and other donors.We also consider the prospects for using these tools to informcontingency planning for an impending crisis.  相似文献

This paper describes the extent of missing data within the Supplementary Homicide Report (SHR), collected as part of the Uniform Crime Reporting Program of the FBI. The yearly SHR provides coded information on the victim, the offender, and the circumstances of all reported homicides in the United States. Thus, the data allow the computation of specific kinds of homicide rates, such as those involving family members, acquaintances, and strangers. However, missing data within reported events, primarily on offender characteristics and thus the victim/offender relationship, present a serious obstacle to the accurate calculation of such rates. The authors propose computational procedures designed to compensate for missing data and empirically evaluate the impact of these procedures on comparative analyses of homicide rates for cities, metropolitan areas, and states.  相似文献
