This article examines the confluence of forces at work to shape U.S. policy toward Cuba since the late 1990s. Our approach examines four key factors involved in policymaking toward Cuba in this period: (1) the entry of new interest groups into the Cuba policy process and an "entrepreneurial" Congress; (2) the executive's constitutionally based interests; (3) bureaucratic interests; and (4) pressure from outside the United States. We examine U.S.–Cuba policy by describing each determinant in isolation and then by looking at the dynamic interaction among them, showing how they are linked together. In doing so, we argue that an analysis including multiple factors better explains U.S. policy toward Cuba than one that focuses on a single factor such as the power of the Cuban-American community.  相似文献

The adoption of the civil service system is the most comprehensive reform of the personnel system in the history of the People's Republic of China. The reformers want to establish a highly qualified and professional administrative corps. Elements of the reform include a merit‐based performance evaluation system that rewards good employees and punishes poor ones, open and fair competition in recruitment and promotion to assure the quality of government officials, and a system based on law that provides continuity and consistency for government policies. The article summarizes case studies of implementation challenges such as recruitment, examinations, selection and promotion, performance evaluation, training, job rotation and salary systems. After the period of hyperinflation (1989, 1990) the Argentine economy stabilized and most of public companies were privatized. The return on investments was concentrated on promoting the technological change which adopts two basic forms: systemic modernization and revamping of existing teams.

The first variant -ilustrated by the national telephone network- makes obsolete the knowledge accumulated during the period when the company was public. To confront the structural deficiency of knowledge and experience which result, the private operators invest massively in transfering educational technologies and in the development of costly and sofisticated internal systems of training, while they negotiate numerous and various agreements of cooperation with educational system institutions, public as well as private.

In the second variant - illustrated by a steel and metallurgic company - the preexisting knowledge continues being necessary even though it may need a vis-a-vis updating facing the new demands which are stated referring to the productivity, quality, effectiveness and productive efficiency in markets which are open to competition.

Taking into account the significant achievements which are being obtained by this second alternative of modernization - most of the privatized companies fall into this pattern- the article invites to a reopening of the old debate on technological blending.  相似文献
