A wide range of actions imperil the planet and threaten the future of humanity and other species. This essay notes some examples of crimes and harms damaging to the environment and human and non-human species as well as various forms of response that have called for more effective and appropriate models of justice and law than currently prevail. This leads to a discussion of several suggestions regarding the development and expression of an earth jurisprudence and to the history of a proposal that “ecocide” be recognised internationally as a crime. Analysis of documentary sources traces this idea from debates about the concept of genocide to consideration by United Nations officials as to how crimes against the environment might be defined, and shows how near such a proposal has previously come to acceptance and enactment. The article concludes with an argument for supporting a law of ecocide as the 5th Crime against Peace.  相似文献

Whether government has the political will and capacity to control pollution is crucial for environmental outcomes. A vast country such as China, with centralized policymaking but idiosyncratic local implementation of environmental regulations and drastic regional disparities in wealth, raises the question of how does the central government stimulate local environmental commitment to accommodate such diversity? In exploring this issue, this paper compares three national environmental management programs that are used as influencing and bargaining tools between the central and local governments of China: Quantitative Examination of Comprehensive Control of Urban Environment (1989), Model City for Protecting the Environment (1997) and pilot Green Gross Domestic Product (2005). Although the introduction of these schemes represents an important step forward in addressing demanding environmental issues their impact is found to be mixed. However, each scheme also has something important to offer to this particular realm of environmental management and by recognizing and compiling their comparative advantages a number of policy implications for future local commitment towards and capacity for environmental protection can be provided.  相似文献

Using data from a national Gallup poll, this article examines several hypotheses related to citizens' perceptions regarding the prevalence of consumer racial profiling (CRP) in the retail setting in America, as well as their support for the practice. The oversampling of Black and Hispanic respondents allowed for analyses that tested for racial differences in perceptions concerning the extent of CRP, and also for racial differences in the support for the use of CRP. The multivariate analysis found that Blacks were more likely than Hispanics and Whites to believe that CRP was widespread; there were no differences in the views of residents from urban and suburban areas; there were no differences between racial and ethnic groups regarding whether profiling was justified; and the more liberal the respondents were, the more likely they felt CRP was widespread and not justified. The authors also discuss the implications of these findings and present some future directions for CRP research.  相似文献

This research examined job satisfaction among members (N?=?1,057) of the American Society of Criminology (ASC) and the Academy of Criminal justice Sciences (ACJS). In particular, the research looked at what factors are related to job satisfaction (enjoyment). We explored substantive personal and professional correlates such as stress, family life, and scholarly productivity. A host of demographic factors including gender, race and income, were also included in the analysis. The multivariate analysis revealed that those criminologists with more journal article publications, and devote more time to family and friends, had high job satisfaction. Conversely, criminologists living in the south had low job satisfaction compared to those living in other parts of the country. The paper ends with a call for the continuing exploration of the personal and professional correlates of job satisfaction among criminologists.  相似文献

We use US county level data from 1970 to 1998 to explore the relationship between economic growth and government employment at three levels: federal, state and local. Increases in federal, state and local government employments are all negatively related to economic growth. We find no evidence that government is more efficient at lower levels. While we cannot separate out the productive and redistributive services of government, we document that the county-level income distribution became slightly more unequal from 1970 to 1998. We conclude that a release of government-employed labor inputs to the private sector would be growth-enhancing.  相似文献

This study investigated differences in general values, work values and organizational commitment among 549 private sector, public sector, and parapublic sector knowledge workers. No differences in general values were observed across sectors, although five significant work value differences were revealed: parapublic employees value work that contributes to society more than public servants, who value it more than private sector employees; parapublic employees value opportunities for advancement less than both public and private sector employees; public servants value intellectually stimulating and challenging work more than parapublic employees; and private sector employees value prestigious work more than public servants. Private sector employees displayed greater organizational commitment than the employees in the other two sectors. Overall, the findings suggest only limited value differences among employees of the various sectors. The finding of some work value differences between employees in the public and parapublic sectors suggests that these two groups merit separate consideration in comparative studies such as this one.  相似文献
