As wildlife trafficking or the illegal wildlife trade has taken a more prominent place on the global agenda, discussions are taking place as to how wildlife trafficking happens. An increased understanding has revealed that corruption is a key facilitator of this profitable and pervasive global black market, but limited research has explored exactly what that corruption looks like and how corruption enables wildlife to be trafficked. Furthermore, research shows that Asia, particularly China and Southeast Asia, are focal points for the supply and demand of certain species of wildlife. Through a literature-based investigation, this paper unpacks the role specific acts of corruption play in the trafficking of ivory, reptile skins and live reptiles from, through or to Asia. It is proposed that not only do individual corrupt acts enable wildlife trafficking to happen, but also that corrupted structures (the criminal justice system, and economic and political foundations) in some societies enable trafficking to happen and also increase the resilience of trafficking to reduction measures. In collating detailed data about the forms of corruption facilitating wildlife trafficking, the gaps in knowledge, and therefore the important areas for further research, become evident.  相似文献

In order to increase the power of discrimination for human identification purposes, a nine-locus short tandem repeat (STR) multiplex, the GenePrint PowerPlex 2.1 system (PowerPlex 2.1) developed by Promega Corporation and a separate pentanucleotide-repeat locus, Penta D, were tested. This megaplex system includes the highly polymorphic loci FGA, TPOX, D8S1179, vWA, Penta E, D18S51, D21S11, TH01, and D3S1358 and may be used in combination with the eight-locus STR multiplex, the GenePrint PowerPlex 1.1 system (PowerPlex 1.1) that has been previously developed. Three of the loci, TPOX, TH01 and vWA, have been included in both systems for quality control purposes. As with PowerPlex 1.1, PowerPlex 2.1 is also based on a two-color detection of fluorescent-labeled DNA products amplified by polymerase chain reaction (PCR) and provides a valuable tool for accurate and rapid allele determination. The primer sequences used in the PowerPlex 2.1/Penta D system are also presented in this report. To meet the "Quality Assurance Standards for Forensic DNA Testing Laboratories" (FBI), we tested the efficiency and reproducibility of the PowerPlex 2.1/PentaD system by several validation studies that were conducted as a joint project among seven laboratories. Validation tests included concordance studies, sensitivity, and species specificity determination, as well as performance in forensic and environmentally impacted samples. The results produced from these tests demonstrated the consistency and reliability of the PowerPlex 2.1/Penta D system.  相似文献

Abstract

The British Deer Society places the number of poached deer in the UK as high as 50,000 each year whereas only 335 incidents were reported to the police in 2009. This article explores deer as invisible victims of green crime and the motivations behind this poaching, drawing on the typologies of wildlife crime offenders developed by Nurse in 2013. In particular, the traditional profit-driven motivation of offenders is explored by attempting to uncover if there is, as suspected, a black market in venison. In order to do this, online questionnaires were sent to wildlife crime officers and gamekeepers asking questions about the scale and scope of deer poaching, who the perpetrators are and what is happening to the meat. From these data, it is hoped that a more detailed picture of deer poaching can be developed to further inform wildlife law and poaching prevention. This article also draws attention to the plight of poached deer and the potential danger to people of a black market in venison.  相似文献

As voluntary third‐party certification systems become an increasingly accepted part of international frameworks for forest governance, some state forestry agencies are following the private sector in seeking certification of their forest management activities. We ask how the roles and responsibilities of state forest management agencies interact with the processes and mechanisms established by certification systems. To answer this question, we review existing research to propose a conceptual framework composed of eight issues of particular relevance to states: regulation, transnationalism, sovereignty disputes, partnerships and competition, mainstreaming, effectiveness, equity, and legitimacy and trust. We then use this framework to analyze experience in Quebec, Canada, where the state agency initially sought certification and then abandoned this plan after facing difficulties meeting the requirements pertaining to indigenous rights. Our framework helps to understand possible complementarities between state and non‐state systems, but also highlights challenges for reconciling state roles and responsibilities under certification.  相似文献

ABSTRACT

Since the mid-1990s, state governments within India’s federal system have taken a greater interest in foreign relations. They have sought indirect influence by lobbying the central government to take account of their preferences and direct influence by seeking investment and making links with international organizations and other national and subnational governments. This article considers how chief ministers engage in parallel diplomacy noting how they draw on regional cultural resources and make connections with a regionally defined diaspora. The article finds that some chief ministers have embraced the role of “chief diplomat,” while others take a more discreet approach to international activity. Comparing the cases of Andhra Pradesh, Kerala, and Tamil Nadu reveals the political logic for expanding, de-emphasizing, or avoiding international engagement.  相似文献
