建没有中国特色社会主义的伟大事业,需要大批"有理想、有道德、有文化、有纪律"全面发展的专门人才.孔子教育思想对培育"四有"新人有重要借鉴意义,倡导弘扬中华传统文化的优良美德,实现有中国特色社会主义文化的建没目标.     

论社区警务改革

我们进行社区警务改革 ,就是要通过社区警务的全面实施 ,真正使我国公安工作实现由被动型向主动型转变 ,由打击型向打击与防范型转变 ;由管理型向服务型转变。农村和城市的情况不尽相同 ,故在实行社区警务改革时也应有所侧重或区别。     

与市场缺陷相应的政府缺陷

市场存在自身无法克服的缺陷,因而需要政府介入经济。政府在介入经济的时候,也存在缺陷,政府缺陷来自政府本身。为了避免由于政府干预经济而带来的外部性问题,应尽量减少政府对经济的干预。     

The Paradox of Implementing the Government Performance and Results Act: Top-Down Direction for Bottom-Up Implementation

Research on the implementation of the Government Performance and Results Act generally has not considered how the strategic plan, annual performance plan, and annual performance report are produced and used. Are the documents good decision and management tools, as the act intends, or are agencies internalizing them to meet the unique needs of their organization? Interviews with representatives of 14 cabinet‐level federal agencies suggest that implementation of the act is not standardized. Instead, it is influenced by the unique challenges that agencies face. Further, there is a relationship between the implementation challenges and the overall use of the documents.     

中国检察制度近几年运作状态评析

<正> 通过多年不懈努力,我国已逐步形成了有中国特色的检察制度,近几年检察制度建设的突出特点是:一、将反贪污贿赂作为工作重点,产生显著效应首先在指导思想上,强化反贪意识,树立以反贪污贿赂为检察工作重点及"第一位"的工作的观念。二是在资源配置上,将检察机关有限的人力、财力、首先加强反贪、保障反贪。同时采取设立反贪局等方式,突出反贪地位,强化检查工作。三是在工作部署和工作指导上重视反贪。各级都配备了专管检察长,重大案件和重大问题正职亲自抓。注意总结经验,发现矛盾,及时解决工作中存在的难题,不断推动反贪工作向纵深发展。     

公务行为合法性研究

十六届四中全会强调依法行政,公务行为合法至关重要。我国刑法第277条对于妨害公务罪的规定也强调了公务行为的合法性。笔者结合大陆法系国家刑法的学说,探讨了我国刑法中公务行为的合法性问题。     

旅游业在河南经济社会发展中的地位和作用分析

河南旅游资源十分丰富,旅游业在河南近年得到了十分迅速的发展,旅游收入不断提高,旅游产业规模不断扩大,旅游经济在全省国民经济发展中的支柱地位已经确立,旅游业在促进全省经济、文化、资源保护与开发以及精神文明建设等方面发挥着越来越重要的作用。     

实验感染肝片吸虫山羊血浆中一氧化氮和肿瘤坏死因子的动态变化

选择6只平均体重13.75 kg±1.35 kg、8～12月龄的山羊.用硝酸还原酶法和放射免疫法测定山羊血浆中一氧化氮(NO)和肿瘤坏死因子(TNF-α),研究山羊血浆中NO和TNF-α正常值以及感染肝片吸虫后的动态变化.结果表明,山羊感染肝片吸虫后第3周血浆中的NO开始升高,持续至15周,TNF-α感染后第5周开始升高,一直持续至试验结束;病理剖检发现感染肝片吸虫的山羊肝肿胀,且有明显的损伤病灶.试验结果提示,NO和TNF-α可能参与了肝片吸虫损伤肝的过程.     

肝片形吸虫及其培养液内花生四烯酸代谢物水平和作用探讨

用体外培养的方法分析了肝片形吸虫及其培养液内花生四烯酸代谢物水平.结果表明,肝片形吸虫虫体匀浆中的PGE2、TBX2和6-keto-PGF1α水平分别为0.93pg/g±0.12 pg/g,0.26pg/g±0.02pg/g和0.43 pg/g±0.09 pg/g;培养液中分别为52.50 ng/L±2.14 ng/L,32.17ng/L±7.18 ng/L和124.81 ng/L±44.33 ng/L;均以PGE2和6-keto-PGF1α为高.提示肝片形吸虫成虫有PGE2、TBX2和6-keto-PGF1α等花生四烯酸代谢物存在,这类代谢物可能对宿主机体有作用.     

A Theoretical Model of Drug/DUI Courts: An Application of Structural Ritualization Theory

Past studies of Drug/DUI courts primarily focused on outcome evaluation and policy-driven issues, but lacked an effective theoretical framework for understanding drug court programs, in particular the interaction between the program and clients. In this study, we apply structural ritualization theory (SRT) to the Drug/DUI program and argue that such programs serve two key functions, to disrupt clients’ old rituals (e.g., drug/alcohol abuse, committing crimes), and to help lay a foundation for building new abstinent and noncriminal ritualized practices for clients both in and after the drug court program. We further argue that the effectiveness of drug program functions and services at the organizational level and the success of clients’ transformation at the individual level can be empirically measured and studied by four elements of SRT, including salience, repetitiveness, homologousness, and resources. Policy implications are drawn based on the contribution of SRT.
