试析公共安全危机中的谣言

当今社会,各种公共安全危机事件频频发生,严重影响了社会的稳定。而谣言作为舆论的一种畸形形态,无疑诱发和加剧了这种危机状况,其危害性不言而喻,因此对公共安全危机情景下谣言的研究是十分必要的。本文分析了公共安全危机下谣言产生的机理和影响因素,并针对性地提出了抑制谣言的建议性对策。

在民警这一特殊行业中,由于日常业务的性质和数量原因,部分民警常出现情绪困扰,负性情绪会影响民警的日常工作和身心健康.长期处于负性情绪中的人会造成身心能量的损耗,甚至会出现躯体疾病.人的情绪是可以控制并加以调控的,心理治疗理论中有大量成熟的治疗方法来调节情绪困扰,将心理治疗理论应用在民警情绪问题预防上可以避免诸如工作效率下降、身心健康等问题.     

海外所谓毛泽东乌托邦主义论评析

莫里斯·迈斯纳的乌托邦主义论是海外关于毛泽东社会主义观的一种有代表性的观点。海外对其乌托邦主义论也是一种有争议的观点。海外学者把毛泽东的社会主义观等同于乌托邦主义,是由于他们忽视了毛泽东的思想转变、缺乏全面深入的理论研究和从晚年毛泽东的错误出发等原因而造成的。     

计划与法律的关系——兼论《十一五规划纲要》实施的法律保障

计划不同于法律,为了实现计划的目标任务,计划有必要转化为法律,其转化为法律的途径主要有二:一是将计划的目标任务转化为法律,一是在立法中直接规定“计划”。《十一五规划纲要》是我国接下来的五年中最重要的计划,它的实现同样离不开法律的保障。     

Transitions through Out-of-Keeping Acts

Within a negotiation, when an act by one party is out-of-keeping with the previous moves and underlying logic of the interaction, the act and those that follow hold the potential for creating a transition to a new logic of interaction. In this paper, we investigate the presence and role of seven distinct types of transitions resulting from out-of-keeping acts across ten complex legal negotiations. The data reveal that a critical feature differentiating across the types is the abruptness/gradualness of the transition. We explore the combination of relational, informational, and procedural acts comprising the transitions and find that all three components are present across transitions, but in different proportions and orders. Understanding the role of out-of-keeping acts in negotiations facilitates a more complete picture of the microprocesses involved in the creation of critical moments in negotiations.     

China's widening economic disparities and its ‘Go West Program’

This paper analyzes the serious widening of economic disparities in China during the last two decades. The economic disparities indicate that there is a substantially lower standard of living, and lower economic activity in the western region of China as compared with the eastern region. The causes of these disparities include a wide range of factors: geographical differences; government policies that address market distortions; preferential treatment that favors the eastern coastal areas; and an imbalance in China's industrial structure. To avoid further deterioration and a further widening of the disparities, Chinese leaders have embarked on the so‐called ‘Go West Program’. By adopting the node–axle theory, this study recommends that selected areas in the western region be considered as pilot nodes for this development, with each node networked to other axles for further development. The government's policy declaration on the ‘Go West Program’ should not lead one to be overly optimistic about this program. Evaluations of investment prospects in western China should take into consideration the constraints inherited by the western regions: a weak legal system, local government inefficiency, and inferior infrastructure and labor quality.     

我国综合性大学法学本科专业课程体系的调查与思考

2 0世纪 90年代末以来 ,各综合性大学尤其是重点综合性大学对传统的法学课程体系进行了前所未有的改革 ,并取得了显著成绩。但仍然存在着单科性的部门法学课程多、跨学科的综合性课程少 ;重复性内容偏多、实践性课程偏少 ;通选课程门数多、精品课程少等问题。我们应该着眼学生全面素质提升的课程结构 ,以挑战眼光整合法学课程模块 ,把学生培养成为高素质的治国之才。     

我国的区域经济发展与行政区划的调整

造成我国区域发展不平衡的一个重要原因是行政区与经济区分布的不一致,我国的经济区域大于行政区划,行政区在社会经济中具有决定作用,地方政府发展本地经济的积极性造成了行政区经济。行政区经济的发展是逆区域经济发展的,解决行政区经济问题应该随着市场化的进程,建立与经济区域相符的行政机构。     

巴基斯坦政府与部落武装媾和及其对美巴关系的影响

2004年3月16日,巴基斯坦政府军进入瓦济里斯坦地区反恐。2006年9月2日,巴政府与北瓦济里斯坦地区的部落武装签署和平协议,巴政府军随后从该地区全部撤出,这给美国主导的反恐战争带来较大的冲击。和平协议的签署有其复杂的原因,也对美巴关系产生了深远的影响。
