劳动者参与公司治理的法律探讨

在改革前的原有企业制度中,我国劳动者作为企业主人,其利益一直由国家来代表,因此劳动者参与制度并不发达.在逐步建立现代企业制度的改革进程中,由于法律地位的差异,即使在多边治理的框架中,劳动者参与公司治理的力度和作用也不大,在市场经济体制下,我国劳动者承受着巨大的风险和压力,他们在公司中的地位和权益,亟待通过建立各项法律制度予以加强和保护.而劳动者参与公司治理的法律制度,正是提高劳动者在公司中的法律地位、维护劳动者在公司中的合法权益的有效制度.     

Railway Sector Reform in China: controversy and problems

The railway sector in China has undergone several major rounds of reform and institutional restructuring since 1986. These reform initiatives have largely been unsuccessful due to strong resistance from vested interest groups. The development of China's railway sector has raised some challenging issues that include the centralization of power in the Ministry of Railways (MOR), state monopoly control, rampant corruption and the accumulation of a huge debt burden. The 2013 railway reform initiatives have provided very little in the way of concrete measures to deal with these thorny issues but have instead created more controversy and problems in an already crisis-ridden sector. For the railway industry, the transformation from the mixed-function MOR to a monopolistic China Railway Corporation (CRC) will not necessarily lead to better railway management.

政治转型与民粹主义的生成——以东南亚国家为例

民粹主义是转型国家政治发展过程中必经的环节,表现为一系列激进的大众政治运动,其背后隐藏着各种权力争夺与精英操作。在东南亚,民粹主义是各国从威权走向民主的转型历程中已经完成或正在面临的严峻考验,这一现象的广泛出现与东南亚特定的政治、经济、社会条件密切相关,首先是宪政民主的制度建设缺乏相应的经济发展水平支持;其次是因分配不公和城乡二元结构,形成了既得利益集团与中下层民众之间紧张的阶级关系;最后是新生政治势力与传统政治势力的较量被具体化为争夺民众支持的斗争。与欧美民粹的左右两极同时发展和拉丁美洲民粹持续影响国家决策不同的是,由于传统文化与传统政治因素的约束,东南亚民粹主义左右政治发展方向的空间较为有限。     

成本导向的机关事务管理优化路径研究

成本导向的机关事务管理优化应沿着提升地方政府竞争力的路径系统推进:一是管理成本的标准化路径,具体推进机关服务产品的标准化、机关事务部门与其他部门关系的法定化、服务标准的社会化、预算控制的绩效化、绩效管理的常态化;二是服务对象的扩大化,以社会大众的公共需求为前提和依据,创新机关部门的社会服务方式,并以公益价值的实现和创造能力为主要的价值目标和绩效考核依据;三是社会评价的公开化,推进机关国有资产管理、财政经费使用管理和后勤服务管理的信息系统建设,完善机关服务质量第三方评估机制,构建承接机关服务企业信用档案与分级分类管理平台。

法作为中国人文素质的基础和精髓，历来为政府官员所重视，并已成为官员必备素质之一，该文通过梳理分析和归纳总结后得出，书法对当今公务员的素质培养具有重要意义，分别为：通过“以字正心”，端正思想行为；丰富文化知识，提升综合修养；提高书写水平，便于日常应用；广交各界朋友，抵制不良爱好；凝神静气挥毫，有益健康长寿。     

Underground banks in NYC,their main clientele and operators: The perspective of Chinese illegal immigrants

The financial link of the process of illegal immigration is an unexplored area in previous studies. This current work is the first qualitative study to deal with this concern. The study examines the nature of Chinese-operated informal fund transfer systems in the U.S. by investigating the main clientele, operators or owners, location, and operation style of Chinese underground banks. The primary source of data came from in-depth interviews with thirty illegal immigrants in New York City and Philadelphia. The findings show that the emergence of underground banks in the U.S. coincided with the largest tide waves of Abstract: The financial link of the process of illegal immigration is an unexplored area in previous studies. 香港地區 香港特區政府發表政改諮詢文件

<正>2013年12月4日香港特區政府發表《二零一七年行政長官及二零一六年立法會產生辦法諮詢文件》(以下簡稱「諮詢文件」),就兩個產生辦法展開為期五個月的公眾諮詢。香港市民和社會各界可在2014年5月3日或之前,提交意見至政府總部政制及內地事務局。諮詢文件共55頁,分為六章、五個附件。關於香港特區行政長官產生辦法的重點議題包括:提名委員的人數和組成、提名委員會的選民基礎、提委會的產生辦法、提名特區行政長官候選人的程序、普選特區行政長官的投票安排、任命特區行政長官的程序與特區立法的     

基于分子克隆方法制备标准分子量片段混合物

目的制备标准分子量DNA片段混合物。方法选取pMD18-T载体部分序列作为插入片段,设计引物,制备包含不同大小的标准分子量片段的克隆。大量培养细菌提取质粒,用双酶切、连接荧光接头的方法制备不同大小的带有荧光的标准分子量片段,混合,纯化,最终获得标准分子量片段混合物(内标)。结果用分子克隆方法制备出具有实用性的标准分子量片段混合物,其单个标准分子量片段大小分别为80bp、124bp、194bp、224bp、254bp、304bp、349bp、399bp、424bp、454bp。并且这些标准分子量片段混合物可以准确地对DNATyper15试剂盒的扩增产物进行检测。结论应用该方法制备了能满足研究和实验室要求的标准分子量片段混合物,为DNA分子量标准物标准品的制作提供了一种新的方法。
