A number of countries use forms of interactive policy‐making to increase the influence of citizens on decision making. Since there has also been an increase in citizen participation in The Netherlands over the last decade, in this paper, we provide a comparative analysis of 8 interactive projects initiated by the Dutch central government. The central aim of the paper is to understand processes of power in interactive policy‐making. We do so by raising two central questions: (1) how do power processes influence the setting‐up of a project, the negotiations within a project and the translation of the results of interactive projects into formal decision making circuits?; (2) to what extent and under what conditions do citizens and other stakeholders obtain influence in interactive projects, especially in defining problems, selecting solutions/instruments and realizing outcomes? Our findings show there is relatively little translation of the outcomes of the projects in regular decision making.  相似文献

Studies on populist parties – or ‘supply‐side populism’ more generally – are numerous. Nevertheless, the connection with demand‐side dynamics, and particularly the populist characteristics or tendencies of the electorate, requires more scholarly attention. This article examines in more detail the conditions underlying the support for populist parties, and in particular the role of populist attitudes amongst citizens. It asks two core questions: (1) are populist party supporters characterised by stronger populist attitudes than other party supporters, and (2) to what extent do populist (and other) attitudes contribute to their party preference? The analysis uses fixed effect models and relies on a cross‐sectional research design that uses unique survey data from 2015 and includes nine European countries. The results are threefold. First, in line with single‐country studies, populist attitudes are prominent among supporters of left‐ and right‐wing populist parties in particular. Second, populist attitudes are important predictors of populist party support in addition to left‐wing socioeconomic issue positions for left‐wing populist parties, and authoritarian and anti‐immigration issue positions for right‐wing populist parties. Third, populist attitudes moderate the effect of issue positions on the support for populist parties, particularly for individuals whose positions are further removed from the extreme ends of the economic or cultural policy scale. These findings suggest that strong populist attitudes may encourage some voters to support a populist party whose issue positions are incongruous with their own policy‐related preferences.  相似文献

Electoral integrity is increasingly being recognised as an important component of democracy, yet scholars still have limited understanding of the circumstances under which elections are most likely to be free, fair and genuine. This article posits that effective oversight institutions play a key role in scrutinising the electoral process and holding those with an interest in the electoral outcome to account. The main insight is that deficiencies in formal electoral management can be effectively compensated for via one or more other institutional checks: an active and independent judiciary; an active and independent media; and/or an active and independent civil society. Flawed elections are most likely to take place when all four checks on electoral conduct fail in key ways. These hypotheses are tested and supported on a cross‐national time‐series dataset of 1,047 national‐level elections held in 156 electoral regimes between 1990 and 2012.  相似文献

Regulation may obstruct dynamic adaptation, innovative power, and entrepreneurial activity. On the other hand, regulation could be interpreted as a phenomenon which society just has to learn to live with, and which otherwise does no real economic harm. This article explores both of these hypotheses. We study the impact of three dimensions of regulatory red tape on the performance of private companies: regulation cost, regulation change, and regulation inconsistency. We analyse unique survey data from 530 Dutch private companies. The results show that regulation cost, inconsistency, and change limit sales turnover growth, and that regulation change hampers market competition performance.  相似文献

SUMMARY

Traditionally political history tells the factual story of those who are in power and of those who want to be, often accompanied by studies of the formal expressions of power in the state and its institutions. During the past two decades this ‘old’ history of politics has been renewed and enriched by research from the perspective of political culture. Both in the Netherlands and abroad pioneering studies of political practices, concepts and styles of leadership have resulted from this new approach. In the next few years this cultural angle in the history of politics will be intensified, for instance in research of the understanding and institutionalization of democracy. The recently established research programme ‘Representation and Governance in the Netherlands’ (RGN) at the Institute of Netherlands History wants to take on board this ‘new’ type of political history as well as the ‘old’ variety in order to facilitate both the efforts of those scholars who want to explain cultural traditions and inherited appreciations in the day-to-day routines of politics as well as the work of historians who want to intensify the study of the formation and reach of the state. The RGN project ventures far back through the ages to explore the historicity of political institutions and bureaucratic procedures by opening up materials for analysing both the culture of governance and the practices of politics. In projects that link up the Middle Ages with the twentieth century, from the administrative organization of the counties of Holland and Zeeland during the Hainault period up to and including the establishment and reform of the constitutional state, sources will be recorded and made accessible. The interaction between society and government, often personified by intermediaries such as office-holders, civil servants, journalists, political advisers and the like, will become visible in the many documents to be edited. Upon their publication these sources will enable future researchers to study not only the history of the governing bodies, but also the role that subjects or citizens played or wished to play in shaping the state.  相似文献

Several theoretical perspectives posit a negative association between the extent of a neighborhood's organizational infrastructure and crime; yet, empirical support for this proposition has been limited in that researchers generally examine only a few types of organizations or combine them into one aggregate measure. Studies with few measures may omit organizations that are effective at reducing crime, whereas those using aggregate measures obscure differences across organizations in their ability to control crime. Using data from 74 block groups in the South Bronx, NY, this research seeks to specify more clearly the relationship between organizations and crime in a disadvantaged urban environment. We examine the relationship among nine different types of organizations and violent and property crime controlling for prior crime, land use, and area sociodemographic characteristics. Consistent with theories that highlight the importance of organizations for establishing ties outside the neighborhood, we find that block groups with more organizations that bridge to the larger community experience a decrease in crime. Property crime also is reduced in block groups with more organizations that promote the well‐being of families and children. We find that schools are associated with an increase in property crime, whereas the effects of other organizations are context specific and vary based on neighborhood racial composition, commercial land use, and disadvantage.  相似文献

By enacting the Trafficking Victims Protection Act of 2000, U.S. policymakers acknowledged trafficking in persons as criminal behavior, punishable under federal law. The legislation was developed through the congressional policy-making process, usually studied from the perspective of who gets what, when, and how. To expand our understanding of criminal justice policymaking, this article analyzes the act from an alternative perspective—symbolic politics. It examines how the act performs symbolic functions identified in the criminal justice literature—reassuring the law abiding/threatening the lawbreaker, communicating a moral message, providing a model for the states, and educating about a problem.  相似文献
