The purpose of this article is to assess the influence of interest groups over news content. In particular, I explore the possibility that political advertising campaigns affect the tenor and framing of newspaper coverage in health policy debates. To do so, I compare newspaper coverage of the Patients' Bill of Rights debate in 1999 in five states that were subject to extensive advertising campaigns with coverage in five comparison states that were not directly exposed to the advocacy campaigns. I find significant differences in coverage depending on the presence or absence of paid advertising campaigns, and conclude that readers were exposed to different perspectives and arguments about managed care regulation if the newspapers they read were published in states targeted by political advertisements. Specifically, newspaper coverage was 17 percent less likely to be supportive of managed care reform in states subject to advertising campaigns designed to foment opposition to the Patients' Bill of Rights. Understanding the ability of organized interests and political actors to successfully promote their preferred issue frames in a dynamic political environment is particularly important in light of the proliferation of interest groups, the prevalence of multimillion-dollar political advertising campaigns, and the health care reform debate under President Barack Obama.  相似文献

Criminologists and terrorism specialists alike have conducted research on the deterrent effect of policies; however, to date, only criminologists have thoroughly examined the associated displacement of crime and diffusion of benefits. Using data from the Eco-Incidents Database, this study first examines the deterrent effect of government efforts targeting animal rights and environmental terrorism over several years. Next, it extends this application by examining nonterrorist actions by both terrorist groups and nonterrorist groups to see if deterrent actions have any unintended consequences. Results show no evidence of displacement, but rather that several government actions evidenced a diffusion of benefits.  相似文献

Outcome based policies promote the use performance accountability models. However, the impact these policies have on the ethical culture of public sector organizations has not been adequately assessed. This research examines performance accountability reforms by examining the City of Atlanta’s implementation of federal and state performance policies. The analysis reveals the use of performance models in vulnerable organizations negatively impact employees’ ethical behavior. Teachers and administrators altered test results, delivered threats, misled parents and students about performance outcomes, and were dishonest with state investigators to give the illusion that performance goals had been met or exceeded.  相似文献

With rates of adolescent anxiety on the rise in China, it is imperative to investigate whether certain parenting beliefs and practices may be related to anxiety. Specifically, we tested whether parents’ socialization goals relate to parental psychological control, and subsequently, adolescents’ anxiety. We also tested if attending a “key” school (i.e., more competitive and achievement-oriented) or typical school moderated relations. Two hundred forty-seven high-school students (Mage?=?15.62, 57.5% girls) and a caregiver (59.5% mothers) participated. Caregivers completed measures of their socialization goals and their own psychological control. Adolescents reported on their perceptions of parental psychological control and their own anxiety. Psychological control was positively related to youth anxiety. Moderated indirect effects were found. For youth in typical schools, parents who strongly value academic achievement (i.e., achievement oriented goals) and those who strongly value broadening one’s experiences in new places and with new people (i.e., self-development in context goals) had youth who experienced more anxiety, and this relation occurred indirectly through greater parental psychological control. For youth in key schools, only parents’ achievement oriented goals were related to youth anxiety indirectly through parental psychological control. Parents’ interdependence oriented socialization goals were unrelated to either psychological control or anxiety.  相似文献

Complex industries such as petroleum production, civil aviation, and nuclear power produce “public risks” that are widely distributed and temporally remote, and thus tend to be ignored by the risk producers. Regulation is perhaps the most common policy tool for governing such risks, but requires expert knowledge that often resides solely within the industries. Hence, many scholars and policymakers raise concerns about “regulatory capture,” wherein regulation serves private interests rather than the public good. This paper argues that regulatory capture framing has tended to limit understanding of expertise and its role in governing public risks. Most studies of regulatory capture treat expertise as a source of knowledge and skills that are created exogenously to political processes, and which can therefore be politically neutral. By contrast, we draw on work in science and technology studies that highlight the value‐laden and relational nature of knowledge and expertise, showing how its formation is endogenous to political processes. Thus, we argue for both broadening analyses of regulatory capture to consider the historically contingent and uncertain process of creating expert knowledge, and going beyond the capture framing by considering the challenge of negotiating different epistemologies and ways of life. We illustrate this analytic strategy by examining the history of and current debate about critical infrastructure protection standards to protect the United States electric power grid from cyberattack. We conclude by considering the broader implications of these findings for governing public risks.  相似文献

Local government innovations occur within environments characterized by high service‐need complexity and risk. The question of how broader environmental conditions influence governmental willingness or ability to innovate has been a long‐standing concern within organizational, management, and policy scholarship. Although wealth and education are robust predictors of the propensity to engage in a wide range of local sustainability activities, the linkages among governmental fragmentation, social inequality, and sustainability policies are not well understood. This study focuses on the conditions both within and across city boundaries in urban regions which inhibit adoption of sustainable development innovations. We utilize a Bayesian item response theory approach to create a new scale measuring sustainability commitment by local governments in the United States. The analysis finds service‐need complexity and capacity within local governments' organizational task environments have nonlinear influences on innovation in terms of both green building and social inclusion policy tools.  相似文献

This article uses prototypes and continuous dimensions to place social entrepreneurship in relation to other organizational forms. This approach is more fruitful than classical attempts to stipulate essential characteristics and establish boundaries. A prototype and continuous dimension approach allows consideration of the way social entrepreneurship functions similarly to and differently from related concepts, such as traditional entrepreneurship, public social services, and collectivism. These categories can be distinguished according to the degree to which control over the way value is created, allocated, and distributed occurs socially or entrepreneurially. This approach offers the additional advantage of making the concept more precise, as subdimensions clarify the relationship to practices such as volunteerism and theories such as antidevelopment. By mapping the network of organizational forms in which social entrepreneurship can be located, we can focus on the viability and advisability of different ways of solving social problems.  相似文献

In order to measure ideology, political scientists heavily rely on the so-called left-right scale. Left and right are, however, abstract political concepts and may trigger different associations among respondents. If these associations vary systematically with other variables this may induce bias in the empirical study of ideology. We illustrate this problem using a unique survey that asked respondents open-ended questions regarding the meanings they attribute to the concepts “left” and “right”. We assess and categorize this textual data using topic modeling techniques. Our analysis shows that variation in respondents’ associations is systematically related to their self-placement on the left-right scale and also to variables such as education and respondents’ cultural background (East vs. West Germany). Our findings indicate that the interpersonal comparability of the left-right scale across individuals is impaired. More generally, our study suggests that we need more research on how respondents interpret various abstract concepts that we regularly use in survey questions.  相似文献

We first show that the ecological inference problem canbe decomposed into three factors: distributional effects, whichaddress the possible misspecification of parametric modelingassumptions about the unknown distribution of missing data;contextual effects, which represent the possible correlationbetween missing data and observed variables; and aggregationeffects, which are directly related to the loss of informationcaused by data aggregation. We then examine how these threefactors affect inference and offer new statistical methods toaddress each of them. To deal with distributional effects, wepropose a nonparametric Bayesian model based on a Dirichletprocess prior, which relaxes common parametric assumptions.We also identify the statistical adjustments necessary to accountfor contextual effects. Finally, although little can be doneto cope with aggregation effects, we offer a method to quantifythe magnitude of such effects in order to formally assess itsseverity. We use simulated and real data sets to empiricallyinvestigate the consequences of these three factors and to evaluatethe performance of our proposed methods. C code, along withan easy-to-use R interface, is publicly available for implementingour proposed methods (Imai, Lu, and Strauss, forthcoming).
