Local government innovations occur within environments characterized by high service‐need complexity and risk. The question of how broader environmental conditions influence governmental willingness or ability to innovate has been a long‐standing concern within organizational, management, and policy scholarship. Although wealth and education are robust predictors of the propensity to engage in a wide range of local sustainability activities, the linkages among governmental fragmentation, social inequality, and sustainability policies are not well understood. This study focuses on the conditions both within and across city boundaries in urban regions which inhibit adoption of sustainable development innovations. We utilize a Bayesian item response theory approach to create a new scale measuring sustainability commitment by local governments in the United States. The analysis finds service‐need complexity and capacity within local governments' organizational task environments have nonlinear influences on innovation in terms of both green building and social inclusion policy tools.  相似文献

This article uses prototypes and continuous dimensions to place social entrepreneurship in relation to other organizational forms. This approach is more fruitful than classical attempts to stipulate essential characteristics and establish boundaries. A prototype and continuous dimension approach allows consideration of the way social entrepreneurship functions similarly to and differently from related concepts, such as traditional entrepreneurship, public social services, and collectivism. These categories can be distinguished according to the degree to which control over the way value is created, allocated, and distributed occurs socially or entrepreneurially. This approach offers the additional advantage of making the concept more precise, as subdimensions clarify the relationship to practices such as volunteerism and theories such as antidevelopment. By mapping the network of organizational forms in which social entrepreneurship can be located, we can focus on the viability and advisability of different ways of solving social problems.  相似文献

Criminologists and terrorism specialists alike have conducted research on the deterrent effect of policies; however, to date, only criminologists have thoroughly examined the associated displacement of crime and diffusion of benefits. Using data from the Eco-Incidents Database, this study first examines the deterrent effect of government efforts targeting animal rights and environmental terrorism over several years. Next, it extends this application by examining nonterrorist actions by both terrorist groups and nonterrorist groups to see if deterrent actions have any unintended consequences. Results show no evidence of displacement, but rather that several government actions evidenced a diffusion of benefits.  相似文献

We first show that the ecological inference problem canbe decomposed into three factors: distributional effects, whichaddress the possible misspecification of parametric modelingassumptions about the unknown distribution of missing data;contextual effects, which represent the possible correlationbetween missing data and observed variables; and aggregationeffects, which are directly related to the loss of informationcaused by data aggregation. We then examine how these threefactors affect inference and offer new statistical methods toaddress each of them. To deal with distributional effects, wepropose a nonparametric Bayesian model based on a Dirichletprocess prior, which relaxes common parametric assumptions.We also identify the statistical adjustments necessary to accountfor contextual effects. Finally, although little can be doneto cope with aggregation effects, we offer a method to quantifythe magnitude of such effects in order to formally assess itsseverity. We use simulated and real data sets to empiricallyinvestigate the consequences of these three factors and to evaluatethe performance of our proposed methods. C code, along withan easy-to-use R interface, is publicly available for implementingour proposed methods (Imai, Lu, and Strauss, forthcoming). The purpose of this article is to assess the influence of interest groups over news content. In particular, I explore the possibility that political advertising campaigns affect the tenor and framing of newspaper coverage in health policy debates. To do so, I compare newspaper coverage of the Patients' Bill of Rights debate in 1999 in five states that were subject to extensive advertising campaigns with coverage in five comparison states that were not directly exposed to the advocacy campaigns. I find significant differences in coverage depending on the presence or absence of paid advertising campaigns, and conclude that readers were exposed to different perspectives and arguments about managed care regulation if the newspapers they read were published in states targeted by political advertisements. Specifically, newspaper coverage was 17 percent less likely to be supportive of managed care reform in states subject to advertising campaigns designed to foment opposition to the Patients' Bill of Rights. Understanding the ability of organized interests and political actors to successfully promote their preferred issue frames in a dynamic political environment is particularly important in light of the proliferation of interest groups, the prevalence of multimillion-dollar political advertising campaigns, and the health care reform debate under President Barack Obama.  相似文献

The problem of regulatory accumulation has increasingly been recognised as a policy problem in its own right. Governments have then devised and implemented regulatory reform policies that directly seek to ameliorate the burdens of regulatory accumulation (e.g. red tape reduction targets). In this paper we examine regulatory reform approaches in Australia through the lens of policy innovation. Our contributions are twofold. We first examine the evolutionary discovery process of regulatory reform policies in Australia (at the federal, intergovernmental, and state levels). This demonstrates a process of policy innovation in regulatory mechanisms and measurements. We then analyse a new measurement of regulatory burden based on text analytics, RegData: Australia. RegData: Australia uses textual analysis to count ‘restrictiveness clauses' in regulation – such as ‘must’, ‘cannot’ and ‘shall’ – thereby developing a new database (RDAU1.0). We place this ‘restrictiveness clauses’ measurement within the context of regulatory policy innovation, and examine the potential for further innovation in regulatory reform mechanisms.  相似文献

Recently, Lewis-Beck et al. (The American Voter Revisited, 2008b) re-created The American Voter using contemporary data. Although these scholars ultimately conclude that voters today behave in ways that are consistent with the account of voting behavior presented in The American Voter, their work nonetheless highlights the importance and value of re-examining past ideas. Given that Lewis-Beck et al. have re-tested the findings of The American Voter, it is both timely and worthwhile to re-examine Fiorina’s (Retrospective voting in American national elections, 1981) political theory of party identification, which is often seen as a critique of the theory of party identification presented in The American Voter, using newly available panel data. In this paper, I re-examine Fiorina’s (Retrospective voting in American national elections, 1981) political theory of party identification using data from the 2000–2002–2004 NES panel study. In addition to applying Fiorina’s approach to party identification to new data, as a more robust test of Fiorina’s theory, I develop a model of party identification where changes in party identification are modeled as a function of the actual changes in retrospective political evaluations. Overall, my findings are broadly consistent with the findings from Fiorina’s original model of party identification; however, my analysis suggests that the distribution of opinions in the electorate and elite signals may be important to changes in party identification.  相似文献

ABSTRACT

This article probes the return of the Muslim Brotherhood to prominence in 1970s Egypt through a systematic analysis of advertisements in the organization’s flagship periodical, al-Da?wa (The Call). In every issue of the magazine, which was published between June 1976 and October 1981, entreaties to proper conduct and appeals to Islamic solidarity appeared alongside advertisements for everything from Pepsi to breakfast biscuits to automobiles. We utilize the methodological insights of social and cultural historians to the value of advertisements to cast new light on the reconstruction of the Brotherhood, its relationship with the diverse institutions comprising the Egyptian state, and on how the Muslim Brotherhood’s vision of piety both reflected and challenged a changing economic reality. Moving beyond a story of the Brotherhood’s return as a product of independent Islamist enterprise that had emerged due to both the Gulf oil boom and Egypt’s economic liberalization programme, significant public sector advertising in al-Da?wa, especially prominent across the most valuable advertising real estate, underscores both internal divisions within the Egyptian state as well as the tangible ways that various state institutions were patrons of religious change.  相似文献

Public administration scholars have argued the need for a ‘general theory’ linking strategic management to the context in which public organizations operate. Understanding the interplay between organizational contexts and strategic management responses to urban sprawl and greenhouse gas (GHG) emissions remains an underexplored avenue for empirical advancement of this goal. Using 2015 survey data, we employ a novel Bayesian item response theory (IRT) approach to test how land use policy comprehensiveness, organizational capacities, leadership turnover, and environmental complexities affect the strategic management of smart growth policy in local governments. We find that public organizations harness political, administrative, and community capacities in varied combinations to better achieve their policy objectives, but these influences may not be complementary. Also, policy comprehensiveness generally relates to more strategic activity, while municipal executive turnover offers opportunities and threats to some smart growth strategies. Implications of this research are discussed.  相似文献

Sunshine laws establishing government transparency are ubiquitous in the United States; however, the intended degree of openness is often unclear or unrealized. Although researchers have identified characteristics of government organizations or officials that affect the fulfillment of public records requests, they have not considered the influence that government organizations have on one another. This picture of independently acting organizations does not accord with the literature on diffusion in public policy and administration. This article presents a field experiment testing whether a county government's fulfillment of a public records request is influenced by the knowledge that its peers have already complied. The authors propose that knowledge of peer compliance should induce competitive pressures to comply and resolve legal ambiguity in favor of compliance. Findings indicate peer conformity affects both in the time to initial response and in the rate of complete request fulfillment.  相似文献
