Reform and regulation of electricity in colombia -uk experiences taken across the atlantic

The Colombian reform of its electricity industry was inspired in the British experience. The theoretical support and the actual application of the reform in the UK and Colombia are examined in this paper. Both theory and the British experience show the importance of designing an appropriate institutional framework for the sector that takes into account its specific features. The main challenges presented by the reform in Colombia are the control of the concentration of property, the introduction of antitrust and anticorruption mechanisms, as well as the development of new managerial skills that are required to confront the complex dynamics of the new environment.

This article is one of the research results of the project “Impact of the Inter-American Court of Human Rights case law on Latin American High Courts rulings. Study about Brazil, Mexico and Colombia”. The author indicates how the Colombian State was seen compelled to send off a Law in the year 1996, through which, receiving a special procedure, he is included inside his internal code the guarantee of not repetition as mechanism of application of the decisions in matter of human rights and international human law in said country.     

La constitucionalización del derecho en méxico

In this essay I defend the idea that the mexican legal order has been partially constitutionalized since the amendment to the first article of the Constitution in june 2011. I argue that some conditions of a constitutionalized legal system can be found in this rule. An analysis of those conditions is carried out through the work and in the end I discuss the matter of whether this constitutional change amounts to a new legal paradigm.     

inhabiting or occupying the web?: virtual communities and feminist cyberactivism in online Spanish feminist theory and praxis

This article examines the relationships between gender and technology in Spanish feminist praxis online and argues that different perspectives on online feminist community-building offer distinct responses to cyberactivism, which is considered central to sustaining efforts for social change. To ascertain whether Spanish virtual communities and cyberactivism have the potential to address the challenges posed by the relations between gender and technology, we analyse feminist scholar Remedios Zafra's theoretical proposals, and the different ways in which this theory intersects with the cyberactivism put forth by two feminist web portals, Ciudad de Mujeres and Mujeres en Red. We will discuss to what degree particular Spanish feminist theory and practice online adapts to or challenges utopianism regarding the liberating potential of technology. We will also examine how, in the face of critical arguments about such liberatory possibilities, two options present themselves for women's effective use of technology: inhabiting or occupying the web through the construction of feminist communities online.     

A feminist challenge to the gendered politics of the public/private divide: on due diligence,domestic violence,and citizenship

This article examines the feminist appropriation of the legal principle of due diligence to politicize acts of violence at the hands of private actors within the private sphere. This move expanded traditional notions of state responsibility for violence against women under international human rights law. Using frame analysis, we focus on the institutionalization of this feminist understanding of due diligence through its discursive incorporation in international human rights policy documents and its mobilization in cases of domestic violence litigated within the UN and the Inter-American and European human rights systems. Through this discursive framing work and its institutionalization, feminists have challenged the gendered politics of the public/private divide to change the terms on which differently positioned women can engage with the state and global governance institutions. We argue that this change can potentially reconfigure women's state-bounded and transnational citizenship. The implications of due diligence as a political and sociological concept require more careful consideration by citizenship and human rights scholars.     

Keeping Up with the Souzas: Social Influence and Electoral Change in a Weak Party System,Brazil 2002–2006

Despite weak partisanship and considerable political change in the wake of the 2002 election, three‐quarters of Brazilian voters supported a presidential candidate in 2006 from the same party they had backed in 2002. This article assesses the factors causing both electoral stability and electoral change with a transition model, a model testing whether the effects of respondents' evaluative criteria depend on their initial vote choices. Social context—personal discussion networks, neighborhood influences, and the interactions of social networks and municipal context—is the major force promoting stability and change, while the impact of partisanship is limited to a small share of voters.     

Piophila megastigmata (Diptera: Piophilidae): first records on human corpses

Piophila megastigmata McAlpine, 1978, for many years only known from South Africa, was recently recorded in Spain. The present work reports for the first time the occurrence of P. megastigmata in human corpses in Portugal. The species was also collected in succession studies conducted with piglet carcasses, where it coexisted with Stearibia nigriceps (Meigen, 1826), showing similar periods of presence in the carcass. However, P. megastigmata was more abundant than S. nigriceps in autumn, with the opposite in summer. During winter neither species was able to colonize carrion and in spring, only S. nigriceps. This first record of P. megastigmata in human corpses confirms it as a potentially useful forensic species in Europe. The species, well established in the Iberian Peninsula, probably has a wider distribution but has been previously overlooked and possibly confused with Piophila casei (Linnaeus, 1758) in many studies.     

Morphology of preimaginal stages of Calliphora vicina Robineau-Desvoidy, 1830 (Diptera, Calliphoridae): a comparative study

A comparative morphological study of preimaginal stages (larvae and pupae) of Calliphora vicina Robineau-Desvoidy, 1830 is presented. The entomological samples came from laboratory colonies bred under controlled environmental conditions (25°C and 60% relative humidity). In this study, a recently published technique to clear Diptera larvae for light microscopy and a standard protocol for scanning electron microscopy were used. For the morphological comparison of larval instars I, II and III, and pupae of C. vicina, different larval regions (cephalic, thoracic and abdominal, including anal division), as well the internal chitinised cephalopharyngeal skeleton, were considered separately. Our results focus on showing the changes observed throughout development for the most important structures in the cephalic region (sensilla of maxillary palpus, antennae and oral ridges), the thoracic region (the first segment and its anterior spinose band) and in the anal division of the abdominal region (posterior spiracles and shape of the papillae). In addition, some morphological structures are described or pictured for the first time, such as the ventral organ and the anterior spiracle of larva I and the antenna sensilla, Keilin's organ and wrinkled area of the anal division of all instars. The cephalopharyngeal skeleton is an important structure for the taxonomy of Diptera larvae in all instars, including Calliphoridae. Our observations in C. vicina indicate that an in-depth review of the sclerite composition is needed. Pupae and larvae stages can only be compared by following the segmentary spinose bands and the anal segment, where the morphology of the posterior spiracles and papillae can be observed, in some cases despite the reduced condition of the latter.
