What strategy does a rational party follow in allocating discretionary expenditure? This article conceives redistributive politics as an investment strategy where expenditure allocations respond to electoral risk. To show the effects of risk, it provides evidence from Pronasol in Mexico and an analysis of New Deal spending in the United States. The analysis finds that the federal administrations in both countries responded to systematic electoral risk. Spending diversification into risky voters was a rational response to chances of losing elections. The analysis hence connects electoral volatility with redistributive spending.  相似文献

According to the old tradition in ethical theory that Professor von Wright attempts to revive in his paper "Valuations," value judgments are to be viewed as nothing but expressions of approving or disapproving emotional attitudes. The present paper argues against this view on the grounds that (i) to have an emotional attitude towards an object o does not merely mean to express our liking or disliking of it, but to make a genuine (i.e., true or false) judgment about o ; and that (ii) this judgment, and not the emotional attitude o arises in us, is what we are justified to properly call a "value judgement."  相似文献

With Public Administration Reform in Vietnam comes more local government responsibility for policy making. Building on the results of a multiple case study research on housing and infrastructure upgrading projects in four cities of Vietnam, it has been confirmed that the community participation and local government capacity in urban housing and infrastructure upgrading projects are positively related. The level of community participation in urban housing and infrastructure upgrading projects is influenced by local government capacity, and in turn, it has effects on the outcomes. There are some important aspects for the enhancement of the level of community participation. These are effective leadership, the financial resources aspect, and communication/information exchange. Moreover, based on the patterns of community participation in urban upgrading projects, it has been found that participation is strongly supported by government actors in these four cases, and a process of coproduction between the local government and the affected communities has taken place.  相似文献

This paper’s goal is to examine the effect of foreign aid on income inequality and poverty reduction for the period 1971–2002. Since simple cross-country regressions cannot be taken as ‘true’ time series findings we focus on dynamic panel data techniques, which allow accounting for potential simultaneity and heterogeneity problems. We find some weak evidence that foreign aid is conducive to the improvement of the distribution of income when the quality of institutions is taken into account; however, this result is not robust. This finding is consistent with recent empirical research on aid ineffectiveness in achieving economic growth or promoting democratic institutions.  相似文献

We argue that in this age of globalization, important R&D—in automobiles and wireless telecommunication—exhibits a decisive home bias. This contrasts with findings on the rate and extent of globalization of the aggregate of activities classified as R&D. Sorting out R&D was deemed important at the outset by the firm, and comparing that to "regular" R&D by the same firms enables the argument. We take our findings on location a step further by examining, for this category of R&D, the reasons for nonglobalization.  相似文献

Abstract

The current configuration of global land politics – who gets what land, how, how much, why and with what implications in urban and rural spaces in the Global South and North – brings disparate social groups, governments and social movements with different sectoral and class interests into the issue of natural resource politics. Governance instruments must be able to capture the ‘political moment’ marked by the increasing intersection of issues and state and social forces that mobilise around these. This paper looks at whether and how the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (also known as the TGs) passed in 2012 in the United Nations Committee for Food Security (CFS) can contribute to democratising resource politics today. This work puts forward some initial ideas about how systematic research into the TGs can be done more meaningfully.  相似文献

Oil palm production and consumption, and the trade of its multiple commodities, have expanded exponentially in recent decades. This paper argues that this expansion will continue due to, and along with, the rise of ‘flexing’ among its increasing multiple uses, especially for more industrial and energy purposes. Oil palm has been extensively analysed in the context of land grabs and agrarian change, land conversion and deforestation. However, its nature as a flex crop remains unexplored, especially with respects to the convergence of global food, fuel and environmental crises. This paper provides a preliminary discussion of how oil palm fits in the flex-crop framework to analyse its enabling material and ideational bases, as well as who informs, decides and controls the nature of flexing. This is done through an analysis of the different roles played by state, corporate (private) and social actors in the flexing of oil palm across the globe. We conclude by drawing some implications for further research.  相似文献

‘Flex crops’ such as corn, oil palm and soy are understood to have multiple, interchangeable uses; they have material flexibility. We propose that discursive flexibility – the ability to strategically switch between discourses to promote an objective – equally shapes the political economy of flex crops, and thereby patterns of agrarian and environmental change. Comparing oil palm and Jatropha curcas, we find that actors who cast oil palm as a multi-scale solution to food and energy insecurity, climate change and (rural) poverty successfully reinforce its high material flexibility. Jatropha's proponents compensate for low material flexibility by positioning the crop as a ‘sustainable’ energy source that achieves both global and local goals. While this paper focuses on discourses that reinforce the oil palm and jatropha projects, understanding the power of discursive maneuvering can also inform efforts to contest them.  相似文献

We study the link between the political and institutional context and privatization sales prices. The latter serves as a measure for assessing the extent to which privatization goals have been met. Whereas this link has been studied theoretically, there are very few, if any, empirical papers on this relationship. We use data from 308 privatizations around the world and apply a cross-country approach, including instrumental variables. We find that while the overall political regime does not matter much for prices, the political processes beyond the basic regime do matter. Institutional context also produces a significant impact on prices. Both results are robust to changes in specification.  相似文献
