In 1989, the combination of art, religion, homosexuality, ana1 public dollars set off an explosive two-year battle and a decade of skirmishes over funding for the National Endowment for the Arts. To promote artistic freedom and to avoid political controversy, federal arts policy delegates specific funding decisions to private donors and arts professionals. In an era of morality politics—hot-button issues driven by deeply held beliefs rather than by expertise—that strategy no longer works. Artists, donors, and arts audiences diverge widely from the rest of the American public in their attitudes toward religion, sexual morality, and civil liberties, as General Social Survey data show. Using the results of the 2005 Public Service Employee Survey (PSES), this paper identifies which factors have the greatest effect on employee satisfaction in the Canadian public service. Several hypotheses are tested against the backdrop of existing literature. In general, public servant satisfaction is affected by belief in opportunities for promotion, fair classification, adherence to client service standards, life balance, recognition by immediate supervisors, team relationships with colleagues, how well information is shared and, finally, belief in the abilities of senior management. Some interesting elaborations of these basic findings emerge when other variables are controlled. The discussion considers how the public service can be seen as a more desirable career choice. 相似文献

ABSTRACT Do framing strategies that are effective at encouraging pro-social behavior, such as participation in human rights campaigns, also mobilize support for violence within the same subjects? We use an experimental research design to examine individuals’ reactions to personal, humanizing narratives about past victimization. Participants are randomly assigned to one of eight treatment groups, which variously highlighted the humanity of the subject, the intensity of the past violence, and/or an evocative photograph of the subject that underscores her loss and vulnerability. We expect narratives that emphasize the subject’s humanity will encourage the audience to see the subject as innocent and as a victim, but also to feel angry about her experience. As a result, individuals will be more likely to defend the subject’s human rights, and to condone her use of retributive violence. We find that humanizing narratives lead respondents to simultaneously support a human rights appeal on the subject’s behalf and her use of retributive violence. Perceiving the subject in the narrative as innocent or as a victim mediates these effects, but anger often does not. 相似文献

This study examined (a) the associations between school connectedness and early adolescent adjustment problems over a 1 year
period and (b) the equivalence of these associations across gender. Five hundred middle school students (53.4% female), initially
in the 6th and 7th grades, participated in the two-wave study. Results from two-group cross-lagged panel analyses were consistent
across boys’ and girls’ data. After controlling for baseline levels of adjustment problems, school connectedness predicted
lower levels of early adolescent conduct problems 1 year later. Regarding the opposite direction of associations, and even
after baseline levels of school connectedness were taken into account, conduct problems predicted lower levels of subsequent
school connectedness. There were no cross-lagged associations between depressive symptoms and school connectedness, although
elevated levels of baseline depressive symptoms predicted higher levels of subsequent conduct problems. Findings elaborate
previous research by demonstrating that early adolescents actively shape the middle school environment.

This research analyzes the individual-level factors associated with public support for the private provision of public goods and services. Given that privatization requires the transfer of authority from public to private entities, we argue that beliefs about private companies are an important and overlooked source of heterogeneity in explaining public policy preferences toward privatization. We test this expectation using survey data from the 2014 Cooperative Congressional Election Study. We find that support for privatization is associated with positive beliefs about the motivation of private companies and with favorable views about corporate accountability relative to the accountability of government. Opposition to privatization is associated with beliefs about corporate influence in politics. Preferences for limited government are also associated with support for privatization. These results highlight the potential for beliefs about private companies to serve as a group heuristic in political reasoning and the ability of citizens to make reasoned choices on complex public policy issues. 相似文献

The politicization of government communications requires intense control. Centralization of government power accompanies advances in information and communications technology, as political elites use branding strategy in an attempt to impose discipline on their messengers and on media coverage. The strategic appeal of public sector branding is that it replaces conflicting messages with penetrating message reinforcement. Among the notable features are central control, a marketing ethos, a master brand, communications cohesiveness, and message simplicity. Together these features work to conflate the party government and the public service, which perpetuates trends of centralization. Using Canada's Conservative government (2006–2015) as a case study, public sector branding explains the hyper control over government communications and demonstrates why these developments can be expected to last, regardless of which party or leader is in control. 相似文献
