The article compares and evaluates the two recent reforms of nationality law in Austria and Germany. Before the changes both countries were very similar cases in terms of their nationality and immigration policy. Both relied on strict ‘jus sanguinis’, the principle of descent which is anchored in their nationality laws. One implication of jus sanguinis is that it constantly reproduces ‘new-born’ foreigners, as the only way for foreign residents to obtain national citizenship is via naturalisation. This includes the obligation to renounce any former nationality. In its recent amendment in 2000, Germany has softened the principle of descent by introducing limited ‘jus soli’ with the obligation to opt for one nationality at the age of 23 at the latest. Austria, on the other hand, has stuck to its tradition and introduced restricted reform. The article will outline the context of the two amendments. Why has the outcome been so different although both countries have faced so many similar experiences and circumstances? I will trace the development of both amendments and highlight the backgrounds of these two so contrasting decisions: two different attempts to deal with naturalisation of long-term immigrants and new-born foreigners. 相似文献

This article discusses how the release of small area microdata (SAM) from the 2001 UK Population Census could help provide better information in the policy-making process at sub-local authority spatial levels. An experimental set of SAM from the 1991 Census, provided by National Statistics, was used to develop a methodology which can provide SAM estimates of the effects of area at ward level, and can separate these spatial effects from compositional influences due to characteristics of the local area population. These SAM-based results appear to be at variance with census tabular data. It is concluded that 2001 Census SAM could provide an important further source of information for improved policy and target setting at the local area level. 相似文献

Although abundant evidence exists indicating the prevalence of trauma exposure among youth in residential care, few models exist for creating trauma-informed milieu treatment. This article outlines the problem and describes the implementation of Trauma Systems Therapy (TST) in three residential centers. TST is unique in emphasizing youth emotions and behaviors as well as the role a distressed or threatening social environment may play in keeping a traumatized youth in a dysregulated state. This dual emphasis makes TST specifically appropriate to implementation in congregate care, focusing assessment and intervention strategies on both clinical treatment and the functioning of the therapeutic milieu itself. Data are reported on incidents of the use of physical restraint; numbers of disrupted foster care placements following discharge from residential treatment; and scores on psychometric measures of children’s functioning and emotion regulation capacity. Knowledge gained through TST implementation in these three residential centers has important implications for developing a model of trauma-informed congregate care. 相似文献

How effective was organizational reform implemented inside one critical New York City health agency? Specifically, we examine the extent to which the reorganization of the HIV/AIDS Services Administration (HASA) into the Medical Insurance Services Administration (MICSA) achieved three goals: (1) realizing synergies among the component MICSA programs; (2) cross‐fertilizing ideas among MICSA agencies; and (3) facilitating HASA operations through the lens of organization change theory. Qualitative methods including interviews, site visits, and document analysis triangulate the effects of the reorganization. AbstractMigrants are often subject to social pressures to remit beyond their own households, to share the benefits of migration with the wider community in their home country; these are ‘community remittances’. We hypothesise that community sharing norm pressures are stronger in locations with more extensive home community networks. We also postulate that the responsiveness of remittances to sharing pressures is subject to diminishing returns, attributable to a donor fatigue effect. Using customised survey data from three Polynesian migrant groups in metropolitan and regional Australia, we estimate double-hurdle regression models of community remittances. To identify the effects of sharing norm pressures we exploit an exogenous (cyclone) shock to home country incomes affecting one sub-group. We find strong evidence in support of the postulated responsiveness of community remittances to location-related differences in sharing norm pressures, and the presence of a donor fatigue effect. Offshore detention and bilateral free trade constitute hallmarks of Australia's international policy. This paper explores how these policy directions were originally justified in the Pacific Solution and the Australia‐US Free Trade Agreement (AUSFTA). In the literature both policies are theorised as security offerings but whilst the Pacific Solution is obviously exclusionary, AUSFTA aimed at including Australia in the US's orbit. This suggests that security as a justification for policy is flexible, complex, and warrants closer observation of its practical articulations. Reviewing the speeches with which the relevant Ministers introduced their legislation, I argue that offshore detention and bilateral free trade derive from a specific language of security in which policy‐makers view individual actors as the basis of national threats. The language of security invokes a threatening international environment by focussing on the selfish and amoral components of human behaviour whilst diminishing social institutions and collective structures. Vague anarchy and simplified individualism position the state as a righteous protector rather than a rational policy‐maker. I conclude by questioning whether this is a sound basis for policy and canvass options for escaping the language of security. 相似文献
