Research Summary The passage of new laws that criminalize the trafficking of persons for labor and sexual services has raised public awareness about the problem of human trafficking. In response, police must understand the problem, identify human trafficking victims, and make arrests. The numbers of victims identified to date, however, has paled in comparison with official estimates, which leads some to question the existence of a human trafficking problem. Missing from this debate is information about how frequently police encounter human trafficking and how well prepared officers are to handle these cases. Analyzing survey responses from a national sample of police agencies in the United States, we found that less than 10% of police agencies identified human trafficking cases from 2000 to 2006. Larger agencies were more likely to identify cases of human trafficking but the agency leader perception about the problem in their local communities as well as taking steps to prepare officers to identify and respond were the most important factors to increasing human trafficking identification by police. Policy Implications This study provides much needed information about why U.S. officials have identified so few human trafficking victims. By understanding how often and under what conditions police find, investigate, and prosecute cases of human trafficking we will be in a better position to identify and overcome barriers to police responses to trafficking and understand the limitations of official statistics about human trafficking. Data from a national survey also provide a baseline measure of police identification of human trafficking against which we can gauge the progress of future anti-trafficking efforts. 相似文献

The Housing Choice Voucher program is currently the largest federally funded housing assistance program. Although the program aims to provide housing assistance, it also could affect children's educational outcomes by stabilizing their families, enabling them to move to better homes, neighborhoods, and schools, and increasing their disposable incomes. Using data from New York City, the nation's largest school district, we examine whether—and to what extent—housing vouchers improve educational outcomes for students whose families receive them. We match over 88,000 school-age voucher recipients to longitudinal public school records and estimate the impact of vouchers on academic performance through a comparison of students’ performance on standardized tests after voucher receipt to their pre-voucher performance. We exploit the conditionally random timing of voucher receipt to estimate a causal model. Results indicate that students in voucher households perform 0.05 standard deviations better in both English Language Arts and Mathematics in the years after they receive a voucher. We see significant racial differences in impacts, with small or no gains for black students but significant gains for Hispanic, Asian, and white students. Impacts appear to be driven largely by reduced rent burdens, increased disposable income, or a greater sense of residential security. 相似文献

ABSTRACT In the last decade, regulation of the financial markets in the United States has received significant attention. In particular, the formal structures responsible for regulating the financial markets have come under heavy criticism. While we may emphasize the role that formal structures play in controlling behavior, informal structures play an important role too. This study examines an informal structure in financial market regulation. Using social network and interview data, this study defines and investigates the role of a community of practice among leaders involved in regulating the financial markets. The analysis empirically defines the characteristics of this community of practice and reveals that this informal structure serves as an information symmetricizer in this regulatory setting. There is a great need to demonstrate sustained improvement in healthcare-based inquiry, intervention, and prevention provided to patients exposed to intimate partner violence (IPV). We evaluated implementation of the Healthcare Can Change from Within model (HCCW) in three primary care clinics and an emergency department within a large healthcare system, using two other primary care clinics for a usual-care comparison on selected variables. Outcome measures included individual-level variables (staff knowledge and attitudes) and system characteristics (clinic policies, procedures, patient education materials, and IPV documentation in patient records). Doctors and nurses reported increased self-efficacy, understanding of referral resources, and understanding of legal issues; IPV knowledge was unchanged. Intervention clinics implemented new policies and procedures, increased patient education, and increased documentation of IPV screening, an improvement which was sustained at 2-year follow-up. Results suggest HCCW is a promising practice for improving the healthcare response to IPV. 相似文献

AbstractPhallometry is a physiological measure of sexual response widely used for the assessment of paedophilia among sexual offenders. Although many medications decrease penile response sufficiently to interfere with sexual intercourse, it is unknown to what extent such medications might interfere with phallometric testing. In the current study, we utilized a naturalistic convenience sample of 1078 men who attended a clinic for assessment of sexual preferences, mostly related to sexual offence convictions. In the present analyses, we quantified the differences in penile response during phallometric assessment associated with taking a range of common medications. Participants on medication typically showed less penile output than participants not taking medications; however, differences were largely accounted for by age rather than by medication status. Though most medications were associated with decreases in penile responsivity during volumetric phallometric testing, such changes were small in absolute terms and appeared to be associated with ageing rather than with the medications themselves. 相似文献
