The author begins by analyzing the legal framework of migration and population redistribution policies in Mexico since 1973, when the General Law on Population was passed. In that framework, she points out several institutional deficiencies and contradictions. In the second section, she discusses demographic planning in this field, and conducts a follow-up on implementation based on reports from the institutions involved and official documents. To conclude, she examines practical applications of policy instruments, comparing the behavior of governmental variables that had a bearing on the phenomenon before and after the implementation of said policy (1970 to 1990). One of her findings is that the basic elements making population policies on migration operational did not move in the desired direction, i.e., to modify migratory and population distribution so as to achieve expected goals. The characteristics of mental disorders, as well as deficiencies in their treatment, must be properly defined. This was a prospective, longitudinal, observational study, in which all men referred to a penitentiary psychiatric consultation of three penitentiary centers in Spain were invited to participate. Those who consented to participation (1328) were interviewed at the baseline timepoint and at intervals for up to 3 years. The presence of mental disorders was high: 68.2% had a cluster B personality disorder, 14% had an affective and/or anxiety disorders, 13% had schizophrenia, and over 80% had a dual disorder. Polypharmacy was the norm. Moreover, the health care received in prison did not match that provided in the community in terms of quantity and quality. These results should help to facilitate the design of mental healthcare provision for prisoners, focusing on both the most frequent patient profiles and equality of care. 相似文献

Existing histological age estimation methods using the rib were developed mainly from the midshaft; however, in forensic practice, uncertainty of sampling location often arises due to fragmented or previously sampled ribs. The potential for error increases when sampling location is uncertain and utilizing a section beyond the midshaft (either anterior or posterior) may result in erroneous age estimates. Additionally, there is debate within the field regarding the minimum number of sections needed for accurate age estimation. The aim of this research is to determine the importance of the midshaft distinction for age-at-death assessment and the necessity of analyzing serial sections by evaluating histological variables at sampling locations along the length of the rib. Three seriated histological sections at three sampling locations (anterior, midshaft, and posterior) were obtained from sixth ribs of ten postmortem human subjects. Cortical area (Ct.Ar) and osteon population density (OPD) were collected from each section (n = 90). Significant differences were determined in Ct.Ar between sampling locations, demonstrating the variation present along the length of the rib. A comparison of OPD at sampling locations revealed significant differences, suggesting that sampling site is critical to accurate age estimates. When sampling location is uncertain, a more anterior section should be taken. Analysis of serial sections within locations revealed no significant differences in OPD or Ct.Ar, supporting the practice of collecting data from one section for age estimation. While an age estimate can be achieved through the analysis of one section, best practice suggests reading two sections to capture intraindividual variation. 相似文献

Listening to communities is valued by UK’s Department of International Development (DFID) for contributing to “beneficiary” empowerment and programme efficiency. This article is based on interviews with elite DFID officials to explore their understandings on how they expect NGOs to engage with local languages and the role of language intermediaries. It uncovers their perceptions of the ways that languages and cultural knowledge shape NGO relationships with communities. It finds that the officials assume that listening is unproblematic for NGOs, and ask few questions about translation and interpretation. Latin American bureaucracies are notorious for their inefficiency and opacity, yet there is very little empirical research done on what exactly constitutes the “bureaucratic experience” for citizens and what the costs of bureaucratic dysfunction are. To improve our understanding of this topic, 5 cases of Mexican citizens' encounters with public bureaucracies are used to develop the notion of “low‐trust bureaucracy”: public organisations in which access to services is unreliable and the levels of control towards both citizens and bureaucrats are excessive. This bottom‐up analysis of administrative practices contributes to our understanding of the ineffectiveness of government programmes and services, but also of how bureaucracies in developing countries amplify social inequality rather than function as a social equaliser. Furthermore, this article adds new insights to the existing understanding of administrative burdens as a result of either political tactics or mere benign neglect. The data presented here suggest that structural and intractable characteristics of the broader administrative context, such as authoritarian legacies, can produce behavioural patterns that shift bureaucratic attention away from a fair and efficient service provision. 相似文献

ABSTRACTAfter the Columbine school shooting in 1999, concern about bullying crescendoed. A prominent belief emerged that bullying causes school shootings. However, many of the beliefs about bullying constitute myths—that is, empirically unverified assumptions. These beliefs ignore critical conceptual issues that attend to efforts to understand the bullying–school shootings connection. In so doing, they likely inhibit progress toward a more accurate understanding of the causes of school shootings and what can be done to prevent them. The majority of news items on sub-Saharan immigrants in the Spanish press refer to their arrival by jumping the fences of Ceuta or Melilla or landing in small boats at the Spanish coast. The data in this article consist of all the news items published on the arrival of sub-Saharan immigrants in Spain by jumping the fences of Ceuta and Melilla, items that appeared in the digital editions of the two most popular Spanish newspapers, El País and ABC, from 1 January 2012 to 1 January 2015. The principles of critical discourse analysis and visual grammar are used to deconstruct the linguistic and visual portrayal of sub-Saharan immigrants when they try to enter Spain by jumping the fence. This research reveals that the immigrants jumping the fence at Melilla are represented as wild and dangerous. There is no reference to their human rights. The study thus aims to provide a visual analysis of the way in which the arrival of these immigrants is represented visually in two serious newspapers. In this way, the study aims to unveil visual ways of negative representation of immigrants, who are portrayed as dangerous invaders. 相似文献

ABSTRACTThe semantics of cultural diversity, based on the political discourses of immigration as they appear in integration and anti-racist policies in Andalusia, underline the sense of Otherness of immigrant groups. In this article, Castaño, Martínez and Periáñez focus on the most relevant texts in the Planes Integrales para la Inmigración en Andalucía (Comprehensive Plans for Immigration in Andalusia). To date, these texts have formed the most significant discursive framework for representations of the third sector, trade unions and public agencies involved in the management of diversity. The key ideas in the plans revolve around transnational political references in the context of the European Union (EU). They impose a sense of Europeanness on Andalusia that is in opposition to its historical heritage, endogenous diversity and cultural specificity, and thus steer the imaginary of Andalusia's identity towards a Eurocentric idea that enhances the region's peripheral position. Immigration is regarded in the hegemonic media discourse and the social imaginary as a risk and a social problem. Integration policies, despite being couched in anti-racist rhetoric, are specifically targeted at immigrants, further enhancing the idea of Otherness. The notion of interculturality is the leitmotiv of these policies. In practical terms, however, action is limited to empty measures in the field of education. These policies, in sum, neutralize, rather than reinforce, the sense of equality on which interculturality is based. The examination of the intertextuality of Andalusian, Spanish and European discourses reveals the conformity of the discourse of Andalusia's coloniality within the framework of the EU. 相似文献
