Despite near unanimous global opposition to human reproductive cloning, the United Nations has been unable to reach a consensus as to how cloning practices should be regulated at the international level. As a result, the U.N. objective of establishing binding international regulations governing cloning and stem cell research has yet to be achieved. Given the lack of consensus that exists within the global community on this topic, it seems that any attempt to harmonize the international regulation of cloning and stem cell science will face important obstacles. This paper seeks to illuminate the particular challenges to harmonizing international laws and policies related to stem cell research and human cloning, and to investigate potential methods for overcoming these challenges. By drawing on two other areas in which regulatory harmonization has been attempted, namely: environmental and human safety aspects of international trade, and pharmaceutical research and development, we study approaches to global regulatory harmonization. We conclude that while the challenges to harmonization are diverse and important, so too are the benefits of establishing uniformity in approaches to stem cell research worldwide. This paper proposes a model for harmonizing the regulation of stem cell research that focuses on broader norms and principles rather than specific rules. It further recommends that such harmonization should occur through a process initiated and developed by an independent international agency marked by diversity, both in terms of the cultural identities and perspectives represented, and the interdisciplinary expertise of its members. 相似文献

Homicide-suicide forms a distinct form of homicide. An analysis of cases in the Yorkshire and Humberside region of England between 1991 and 2005 revealed 37 episodes with 42 victims. Previous studies have shown a high rate of use of firearms. Over the last 2 decades firearms legislation has become more restrictive. In this study all assailants were male, mean age 46.8 years. The commonest method of homicide was strangulation (36%) with 16% killed by firearms. This is a reduction compared with a previous study in the same region. All killers who shot their victims killed themselves with firearms. There were no multiple killings with firearms in this study and no stranger killings. Hanging was the commonest method of suicide. During the same period the use of firearms as a method of homicide increased in England and Wales with handguns, the most common weapon. Nationally, suicide after homicide has remained at a similar rate over the half century and is an uncommon phenomenon. Firearms use remains low in both homicide and homicide-suicide episodes in England, and further analysis is required to determine changes in patterns of killing. 相似文献

Studies of intimate partner violence (IPV) and work have been primarily conducted with women in low-wage low-status (LWLS) positions, as much of this research has focused on poverty, welfare, and homelessness. Although women in LWLS positions represent a large percentage of working women in the United States, it is also important to investigate experiences of women in high-wage high-status (HWHS) positions because a growing number of women are employed within such jobs. We propose gender role theory can be used to explain occurrences of IPV among women in HWHS positions and their utilization of organizational benefits. We suggest those in HWHS positions may be likely to have access to organizational benefits (e.g., medical, vacation, and flexible work schedules) and the ability to utilize the Family and Medical Leave Act. However, prevailing gender roles existing in organizations may render women in HWHS positions unlikely to use benefits or to take leave. 相似文献

Social learning theory is one of the most prominent general theories of crime. Yet recent research has called into question its applicability to all offenders. Specifically, the influence of antisocial peers has been found to exert a stronger effect among those individuals evincing higher levels of criminal propensity (deemed social amplification), whereas other components of the theory have either not been shown to interact with criminal propensity or not been tested. This study examines several social learning theory components to determine whether its influence is dependent on an individual's level of self-control. Results suggest little support for the social amplification hypothesis as the components of social learning theory were found to operate similarly across individuals regardless one's level of self-control. A collaborative study on Raman spectroscopy and microspectrophotometry (MSP) was carried out by members of the ENFSI (European Network of Forensic Science Institutes) European Fibres Group (EFG) on different dyed cotton fabrics. The detection limits of the two methods were tested on two cotton sets with a dye concentration ranging from 0.5 to 0.005% (w/w). This survey shows that it is possible to detect the presence of dye in fibres with concentrations below that detectable by the traditional methods of light microscopy and microspectrophotometry (MSP). The MSP detection limit for the dyes used in this study was found to be a concentration of 0.5% (w/w). At this concentration, the fibres appear colourless with light microscopy. Raman spectroscopy clearly shows a higher potential to detect concentrations of dyes as low as 0.05% for the yellow dye RY145 and 0.005% for the blue dye RB221. This detection limit was found to depend both on the chemical composition of the dye itself and on the analytical conditions, particularly the laser wavelength. Furthermore, analysis of binary mixtures of dyes showed that while the minor dye was detected at 1.5% (w/w) (30% of the total dye concentration) using microspectrophotometry, it was detected at a level as low as 0.05% (w/w) (10% of the total dye concentration) using Raman spectroscopy. This work also highlights the importance of a flexible Raman instrument equipped with several lasers at different wavelengths for the analysis of dyed fibres. The operator and the set up of the analytical conditions are also of prime importance in order to obtain high quality spectra. Changing the laser wavelength is important to detect different dyes in a mixture. 相似文献

Over the past two decades, natural disasters have severely hit the Southeast Asian region causing dramatic environmental, economic and social consequences. Through the lens of Beck's risk society framework and the theory of reflexive modernization, this article attempts at empirically taking stock of how the Association of Southeast Asian Nations (ASEAN) is addressing disaster risk through the creation of new regional institutions and mechanisms. In particular, it argues that the accumulation of the experience of catastrophes is leading ASEAN members towards the development of new precautionary initiatives to deal with disasters, and to forge a new way forward for the promotion of disaster cooperation and joint emergency response. The article is divided into five sections, which will only consider initiatives endorsed within the ASEAN framework. The first introduces risk societies as forms of modern societies and of the insecurities of the present world. In the second section attention is drawn to natural disasters as a paradigmatic example of Beck's risk society. The third section explores how ASEAN normative governance is evolving to include the issue of disaster management within its security and social agenda. Then the main institutional and operational innovations and tools through which ASEAN is preparing to deal with disaster risk are explored. Finally, the article suggests that despite ASEAN overall institutional innovations, the practice of cooperation still is effected by several factors, above all the lack of adequate resources and the difficulty of reconciling principles of solidarity with national sovereignty, which hinder ASEAN effectiveness in this area. 相似文献
