Forgotten women: Transvestism and marriage

Studies of transvestism are usually about men, the female transvestite is a rarity, and thus the term has come to refer to a man who derives pleasure from dressing in women's clothing. Variously defined as a problem, be it psychosexual, behavioural or whatever, the focus has been directed towards the transvestite himself, his problems and conflicts, the ways in which he sees himself. But there is a hidden area, submerged beneath the welter of research material: the wives, the forgotten women.     

Administration, Governance, and Policy Tools in Welfare Policy Implementation

Landmark welfare reform legislation passed in 1996 has been operating by legislative extensions since its expiration in September 2002. At this writing, reauthorization has been derailed by controversy over various legislative proposals. In this article, we contribute to the welfare policy debate by studying the importance of specific policy tools and the role of public administration in the dramatic fall in welfare caseloads from 1996 to 2000. Using administrative and survey data on welfare programs in 44 states, we test our theory that caseload reduction is a function of administrative commitments, policy design, and administrative actions linked to five sets of governance variables: environmental factors, client characteristics, treatments, administrative structures, and managerial roles and actions. We find strong evidence that administrative action to move clients into work, coupled with administrative commitments, can provide important links between policy goals and policy outcomes.     

Midlife,adolescence, and parental employment in family systems

Parents' midlife concerns and the resolution of those concerns were examined as a function of their children's adolescence and their involvement in employment via analyses acknowledging the interdependence of mothers and fathers. Multivariate analyses of variance results demonstrated that fathers' and mothers' midlife concerns were similar and modestly related to their children's pubertal development. There were significant differences between families of sons and of daughters. Mothers' and fathers' temporal and emotional involvement in paid work were differentially related to their own and to one another's midlife concerns. Finally, the relationships among parents' midlife concerns, work involvement, and children's pubertal status depended in part on the degree to which spouses felt supported by one another.Portions of this paper were presented at the annual meeting of the National Council on Family Relations, New Orleans, Louisiana, November 1989.Received Ph.D. from The Pennsylvania State University. A model of institutional network dynamics and a comparative case analysis of information technology transfer

This paper examines the institutional network dynamics of information technology transfer with particular emphasis on the roles of publicly-funded centers for research and development at the national and regional policy-making levels. The conceptual model serves as a basis for qualitative case analysis and comparison of research management structures in two Canadian research centers located in Quebec Province. Conclusions are formulated regarding the complementarity of program and project dominant structures as well as the comparison of hierarchies and markets as technology transfer control mechanisms. Program dominant management appears appropriate to development of national innovation infrastructures, while project dominant management facilitates problem solving in regional innovation networks. The consequences of these conclusions for research management in global technological markets are discussed. The State of American Federalism, 1992-1993

In terms of federalism, the year 1992-1993 was interesting inits ambivalence. The new president and a somewhat reconstitutedCongress took actions that reverberated through the intergovernmentalsystem; yet there was no hint of a coherent theory of federalismunderlying those actions. Two trends held steady: the federaldeficit continued to constrain new domestic initiatives andstates and localities continued to be subjected to un(der)fundedmandates. A review of U.S. Supreme Court rulings in cases withintergovernmental implications, does not reveal a discerniblefederalism philosophy in that branch of the government. If anything,1992–1993 further underscored the pulling and tuggingbetween the nation and the states that has characterized Americanfederalism for the past several years.
