Numerous studies have linked a range of economic, social, and institutional variables with corruption in government. Yet, most of this literature overlooks the management of public officials themselves. This is a relevant omission: almost all corrupt exchanges involve public officials. This article reviews studies—36 in total—that do address civil service management and anti‐corruption. It finds that prior works assess a narrow set of civil service management structures. Meritocratic recruitment and, less robustly, pay levels have been associated with lower corruption. By contrast, robust evidence on how corruption relates to other established public personnel management areas—such as distinct pay structures (rather than levels), promotion, transfer, and job stability practices—is largely unavailable. The article thus calls for research assessing the effects of a broader set of civil service management practices to gain a deeper understanding of corruption, and how to curb it.  相似文献

This study examines the attributes of organizational rules that influence rule following. Rule following fosters organizational effectiveness by aligning individual behaviours with organizational preference. While a range of theoretical explanations have been offered for rule following, the characteristics of rule design and implementation have received less empirical attention. Borrowing from the green tape theory of effective rules, this study examines the influence of two particular characteristics—rule formalization and rule consistency—on rule following. Three studies, which include two vignette experiments and a survey of two local government organizations, provide the data for the research. The results suggest that rule formalization and rule consistency independently increase rule following, with mixed evidence of interaction effects. The broad implication is that public managers must attend to both rule design and implementation to foster organizational rule following.  相似文献

There is a growing acceptance in the literature of a potentially significant causal role for ideas about globalization in shaping the trajectory of policy and institutional reform in contemporary Europe. Yet we still know remarkably little about policy‐makers' understandings of globalization, save those they choose to declare publicly. This paper contributes to the important task of operationalizing empirically this key set of ideational variables. Using factor analysis of new survey data collected by the authors it maps and compares UK and Irish policy‐maker's understandings of, and orientations towards, globalization. The analysis reveals considerable similarities in the ordering of assumptions and attitudes towards globalization between the two country cases and between civil servants and parliamentarians. Yet it also shows some subtle and intriguing differences between policy‐makers' responses in the UK and Ireland and between elected and unelected officials. Intriguingly, it also suggests a significant disparity between politicians' private understandings and public discourses of globalization, with the former less necessitarian in tone than the latter. Above all, it suggests that Anglophone globalization discourse in Europe is principally structured in terms of a number of dimensions which relate to the acceptance or rejection of a series of core neoliberal premises. In effect, the terms and internal architecture of globalization discourse in the UK and Ireland are defined by neoliberal assumptions, to the extent that they provide the core point of reference and orientation for even the most sceptical and critical of views.  相似文献

Under the influence of the enlargement of the European Union, there is now a renewed concern for marginalization processes in rural areas. Especially in countries at the periphery of Europe, these processes often have a large‐scale and multifaceted character. As agriculture and rural areas have become dissociated, the marginalization or success of the one no longer necessarily affects the other, and not necessarily in the same way. Dealing with the phenomenon in policy terms requires tools to explicate it. In this article, we present a simple typology of marginalization processes as a first step to its disentangling. The typology is applied to Finland and Portugal, countries at the periphery of Europe. The results strengthen the idea that different processes with different characteristics are going on at the same time, requiring specific approaches.  相似文献

For the past 30 years, Chilean unionism has been shrinking. Through a comparison of the membership trajectories of 26 unions in two firms between 1990 and 2004, this article explains why some unions defied this trend and how their success affected overall union density in their firms. It argues that the unions that experienced the most favorable membership outcomes were those that, at key junctures of firm restructuring, earliest or most aggressively established a partnership relationship with management. However, in a context of great labor weakness, these cases of union accommodation took the form of exclusive patron‐client exchanges, which exacerbated collective action problems and further eroded union density.  相似文献

Using case-study material of contracting for clinical and ancillary services in the health care sector of developing countries, this article examines the capacities required for successful contracting and the main constraints which developing country governments face in developing and implementing contractual arrangements. Required capacities differ according to the type of service being contracted and the nature of the contractor. Contracting for clinical as opposed to ancillary services poses considerably greater challenges in terms of the information required for monitoring and contract design. Yet, in some of the case-studies examined, problems arose owing to government's limited capacity to perform even very basic functions such as paying contractors in a timely manner and keeping records of contracts negotiated. The external environment within which contracting takes place is also critical; in particular, the case-studies indicate that contracts embedded in slow-moving, rule-ridden bureaucracies will face substantial constraints to successful implementation. The article suggests that governments need to assess required capacities on a service-by-service basis. For any successful contracting, basic administrative systems must be functioning. In addition, there should be development of guidelines for contracting, clear lines of communication between all agents involved in the contracting process, and regular evaluations of contractual arrangements. Finally, in cases where government has weak capacity, direct service provision may be a lower-risk delivery strategy. © 1998 John Wiley & Sons, Ltd.  相似文献

Despite a declining interest in the relationship between leadership, culture, and performance in the scholarly literature, culture change is alive and well among leaders in the public sector as a means to improve performance. This essay reviews the trajectory of culture studies and proposes a modest model of organizational culture that sets aside many of the conceptual and methodological arguments about culture, focusing instead on what leaders actually do to change culture. The model is examined in the context of organizational culture change efforts in the city of Alexandria, Virginia. Several practical and theoretical insights are offered from this pragmatic and leadership‐focused approach to culture.  相似文献

This article is a review of Fathers, Families and Work, one of a series of reports published as part of the Equality and Human Rights Commission (EHRC)'s ‘Working Better’ programme. The article examines Fathers, Families and Work in the context of the wider conclusions and recommendations of the ‘Working Better’ programme and considers the extent to which these recommendations will translate into public policy. It concludes that there is a gap between parents' desire for both mothers and fathers to be involved in caring for children and the reality of long hours and inflexible workplaces that limits the time men can spend caring for children.  相似文献
