Institutional change in the absence of the rule of law and market mechanisms

This paper outlines and evaluates the nature of terrorism as perpetrated by al-Qaeda. To begin it graphs the institutional blueprint of society, and identifies the ubiquitous relationship between state, market and culture in any society. It goes on to describe how private markets and cultures are harmed and diminished by the relative expansion of the state. At some stage in this relative expansion, private markets and cultures simply collapse. At this point, a societal backlash ensues. al-Qaeda, in this sense, is the modern day coup d'etat against the overwhelming power of an over-extended autocracy. The paper evaluates this hypothesis through an institutional examination, largely focused on Saudi Arabia, the initial homeland of Osama bin Laden, the highly effective leader of al-Qaeda, and current home to the world's largest financial contributors to the cause of al-Qaeda. Understanding the specific and purposeful institutional nexus from which al-Qaeda has emerged must be a first step in any systematic attempt to reduce the terrorist threat that it poses.     

The Effect of Attachment and Self-Control on Status Offending among Puerto Rican High School Students

This study tests the cross-cultural applicability of Gottfredson and Hirschi’s general theory of crime and self-control theory by examining self-reported status offenses among a sample of Puerto Rican adolescents. Data come from a 2005 sample of 298 youth ages 14–19, representing both the public and private school systems in Puerto Rico. Using a series of multivariate regressions, three hypotheses were tested. First, low attachment to parents, schools, peers, and church will positively and significantly predict status offenses among both public and private students. Second, low self-control will positively and significantly increase status offenses among each group. Finally, the effects of attachment on offending will be mediated by self-control. Results show support for both social control theory (via institutional attachment) and general theory of crime (via self-control). Both the measures of attachment and self-control contribute to explaining status offenses. Self-control partially mediates the effects of attachment on status offenses.     

Social Movements and the Politics of Bureaucratic Rights Enforcement: Insights from the Allocation of Disability Rights in France

While research on legal mobilization shows how social movements contribute to the definition and implementation of rights, it remains excessively centered on litigation to the detriment of administrative rights enforcement. This article maps out how street‐level bureaucracies impact rights enforcement by distinguishing between allocation, access, and process, and analyzes how social movements intervene in these three aspects. It then focuses on allocation, using the case of French disability policy to analyze the forms of advocacy deployed by movement actors who take part in the rights allocation process at the local level. The article argues that conformity to institutional norms derives not so much from a pressure to conform as from the knowledge and experience of the limited means locally available to make rights effective. Further, it shows how advocacy is reframed from the defense of individual claims to a role of scrutiny and control of the bureaucratic allocation of rights.     

Securitisation from below: the relationship between immigration and foreign policy in South Africa's approach to the Zimbabwe crisis

The political and economic debacle in Zimbabwe has led to a large-scale influx of Zimbabweans into neighbouring South Africa. This article argues that there is a complex and significant link between the domestic response to this immigration influx and South Africa's foreign policy towards Zimbabwe. South Africa's foreign and security policy elite preferred to use an immigration approach of benign neglect as a tool to promote its ‘quiet diplomacy’ approach towards the Zimbabwean regime, treating the influx as a ‘non-problem’. But increased xenophobic violence, vigilantism and protests in townships and informal settlements against Zimbabwean and other African immigrants, culminating in widespread riots across the country in 2008, contributed to a change not only in immigration policy but also in the mediation efforts towards the Zimbabwean parties. I argue that this foreign policy change was pushed by a process of ‘securitisation from below’, where the understanding of Zimbabwean immigrants as a security threat were promoted not by traditional security elites but by South Africa's marginalised urban poor.     

Evaluation of the one-step Lumicyano™ used in the visualisation of fingermarks on fabrics

This study consisted of three parts to evaluate the performance of Lumicyano? on a variety of fabrics. One part assessed the impact of dye percentage (8%, 9% and 10%) on visualisation of fingermark detail and luminescent brightness in split grab marks. A 9% dye produced the highest quality detail of grab impressions with least interference from background fluorescence. The second part investigated the optimal relative humidity (RH, 75–84%) for certain fabric types using Lumicyano on split, six-series depletion fingermarks. It was concluded that the recommended RH of 80% remained the ideal cyanoacrylate fuming environment. The final and third part of this study determined the impact of sequential addition of Basic Yellow 40 (BY40) on Lumicyano compared to traditional cyanoacrylate (CA) followed with BY40 application. Results from this study demonstrated that Lumicyano on its own developed fingermarks with superior quality to Lumicyano with sequential addition of BY40 or traditional cyanoacrylate followed by BY40. Inclusion of more fabrics, donors and longer ageing periods should be explored in future studies to determine what frameworks are best for certain types of fabrics.
