Abstract

Our review of global trends in the use of incarceration reveals that both the number of people incarcerated worldwide and the global rate of incarceration continue to increase in every global region. In addition, there have been sizable global increases in the use of pretrial detention, the proportion of female prisoners, the proportion of foreign prisoners, prison privatization, and prison crowding. After reviewing these global trends, we examine the available data on correctional performance, focusing on global crime trends in the subgroup of countries (n = 20) where three-quarters of the world’s prison population is currently located. While most (17/20) of these countries continued to increase their prison population despite decreases in most crime categories, three countries—the Russian Federation, South Africa, and Pakistan—have reduced their reliance on incarceration (number and rate) while also reducing their crime rates. Compared to other countries with large prison populations, the United States’ overall increase in both the prison population (+14.4% since 2000) and incarceration rate (+2.2) can be described as modest. Our review of global trends in corrections and sentencing policy reforms revealed an emerging focus on offender rehabilitation in both prison and community corrections settings and a growing recognition of the link between community development and crime. Focusing on the potential impact of rehabilitation-rich policy reforms in the United States, we highlight the results of a recent simulation modeling study (Taxman & Pattavina, 2013 Pattavina, A., & Taxman, F. This study reported significant, but relatively small, long-term reductions in prison populations when treatment capacity and treatment quality are increased. These findings suggest that even major improvement in the quantity and quality of prison programming—by itself—will not fundamentally change the life course of prisoners, resulting in continued high return-to-prison rates for these offenders. We conclude that for the United States to significantly reduce its reliance on incarceration, we will need to rethink our approach to crime and punishment. Our global review of corrections and sentencing strategies identified a number of possibilities. Using the global incarceration rate and the global crime rate as benchmark performance “tipping points,” we call for the development of corrections and sentencing policies—and the hiring of corrections personnel—based on the new goal of corrections: individual and community rehabilitation.  相似文献

Copper, a base metal, became important in the late nineteenth century with the development of electricity and other industrial uses. La Cananea, a Mexican copper mine, was acquired and worked by an American, Colonel Greene, between 1896 and 1907. From 1907 until the mine was nationalized in 1972, the mine was successfully worked by Anaconda, an American multinational copper company. Poor performance under nationalization and a change of policy by the Mexican government led to the reprivatization of the mine in 1990. The process of re-privatization was complicated by two factors: the value of the mine and employee redundance. The present study tested for gender differences in depressive symptoms in a sample of 622 low-income, urban, African American adolescents. Results indicate that adolescent girls in this sample were significantly more likely to endorse depressive symptoms than were boys. To examine possible explanations for this gender difference, 2 variables were tested as mediators of the relation between gender and depressive symptoms: (1) interpersonal stressors and (2) ruminative coping. Results indicate that ruminative coping, but not interpersonal stressors, mediated the relation between gender and depressive symptoms in this sample. Possible explanations for these findings, in light of the common and unique experiences of low-income, urban youth of color, are explored.  相似文献

Although numerous cross-national studies have assessed life satisfaction among adults, similar studies using adolescent samples have been rare. To address this shortage of research, a total of 1338 youth adolescents from two individualistic nations (Ireland, USA) and two collectivistic nations (China, South Korea) were administered the Multidimensional Students’ Life Satisfaction Scale (MSLSS: Huebner, 1994) to assesses general life satisfaction and satisfaction with family, friends, school, self, and living environment. Responses were analyzed to assess potential cross-national differences in (a) mean levels of life satisfaction, and (b) response styles, specifically acquiescence and extreme responding. Mean scores revealed positive ratings by adolescents from all four nations across all domains, with the exceptions of satisfaction with school experiences (Ireland, South Korean, USA), living environment (China, South Korea), self (South Korea), and general life satisfaction (South Korea). Results also revealed significant response style differences across all MSLSS domains. Significant gender and gender-by-nation effects were observed for both mean score and response style differences, although the effect sizes were small. The implications of these findings were discussed, particularly with respect to “individualistic” vs. “collectivistic” cultural differences. She received her Ph.D. in psychology from Beijing Normal University. Her major research interests include adolescent's school well-being, acculturation of immigrant children and personality assessment. Nansook Park is Associate Professor at the University of Rhode Island. She received her Ph.D. from University of South Carolina. Her major research interests among youth include character strengths and virtues, positive experience and life satisfaction and how they are related to well-being, family functioning, health and education. Jenny O’Byrne received her BA in the Department of Counselling & Psychotherapy from the Dublin Business School. Recent research interests focus on child and adolescent development, and she recently completed her pre-clinical training in psychoanalytic psychotherapy with the Lincoln Centre in London. Dina Sverko is a research assistant at the University of Zagreb (Croatia). She received her Ph.D. in psychology from the University of Triest (Italy). Her major research interests include personality assessment and health psychology. Miriam Schiff is lecturer (equivalent to Assistant Professor) at the Hebrew University School of Social Work and Social Welfare in Jerusalem. Her major research interests include trauma and substance use, and general mental health among adolescents in clinic settings. Heather Langknecht received her Ed.S. from the University of Kentucky in 2004. She currently works as a school psychologist at Virginia Beach Public Schools (Virginia). This article assesses the extent and predictors of homelessness among veterans (both veterans in families with children and single adults veterans) exiting the Supportive Services for Veteran Families (SSVF) program, which is a nationwide homelessness prevention and rapid re-housing program geared primarily toward those experiencing crisis homelessness. Among rapid re-housing participants, 16% and 26% of single adult veterans experienced an episode of homelessness at 1 and 2 years post-SSVF exit; the comparable figures at those follow-up times for veterans in families were 9.4% and 15.5%, respectively. Relatively fewer single adult veterans and veterans in families receiving homelessness prevention services experienced an episode of homelessness at 1 and 2 years post-SSVF exit. veteran-level characteristics, including age, gender, prior history of homelessness, and recent engagement with U.S. Department of Veterans Affairs (VA) health care, were generally more salient predictors of homelessness following SSVF exit than variables measuring SSVF program factors or community-level housing market conditions.  相似文献
