Purpose

Assessments of ongoing fiscal restructuring of juvenile justice system processes and the impact such restructuring has on juvenile incarceration rates are limited. When impacts of fiscal restructuring efforts have been assessed, researchers have focused on systemic, macro level changes in incarceration rates but avoided more focused, micro level impacts. This study fills this knowledge gap by examining the recent implementation of the Redeploy Illinois program in two pilot sites. In the Redeploy Illinois program, financial incentives were provided to select counties to develop community based alternatives to incarceration. The goal was to alleviate over reliance on state funded residential facilities for evaluation and confinement purposes.

Methods

Agency data were analyzed using qualitative methods to examine the effects of this change.

Results

Results of this study demonstrated that counties participating in the pilot test of the Redeploy Illinois program were able to reduce their levels of juvenile commitment to the state. Peoria County exceeded their reduction benchmark for all but two years, and St. Clair County well exceed their reduction benchmark for all full calendar years subsequent to implementation.

Conclusions

Findings are consistent with the limited literature exploring fiscal restructuring efforts designed to reduce county levels juvenile commitments.  相似文献

Objectives

To systematically review and quantitatively synthesize the evidence for the impact of parenting interventions for incarcerated parents on parenting knowledge and skills, parent well-being, and quality of the parent–child relationship.

Methods

A systematic search of 19 published and unpublished literature sources was conducted between June and July 2015 (with no date, language, document type, or geographical restrictions). Studies were included if they: (a) utilized a sample of parents who completed a parenting intervention in an incarceration setting; (b) measured parenting knowledge and skills, parent well-being, or quality of the parent–child relationship as outcome measures; and (c) employed a randomized controlled trial or quasi-experimental design with no treatment, waitlist control, or treatment-as-usual as the comparison condition. Two review authors independently determined study eligibility and extracted data from eligible studies, which included rating the risk of bias for each eligible study. Meta-analysis was used to synthesize standardized effect sizes, and subgroup analyses were used to examine the moderating effect of parent gender, level of child involvement, and research design.

Results

Twenty-two studies were eligible for inclusion in the review; however, only 16 studies (N = 2292) reported sufficient data for inclusion in the meta-analyses. Parenting interventions were more effective at post-intervention for improving parenting knowledge and skills than no treatment, waitlist control, or treatment-as-usual [standardized mean difference (SMD) = 0.68, 95% confidence interval (CI) 0.28, 1.06] and quality of the parent–child relationship (SMD = 0.27, 95% CI 0.02, 0.51), but not for improving parent well-being (SMD = 0.14, 95% CI ?0.03, 0.30). There was significant heterogeneity across effect sizes for both parenting knowledge and skills and quality of the parent–child relationship outcome domains. There were no statistically significant differences between subgroups, and the effectiveness of parenting interventions was not maintained at follow-up time-points.

Conclusions

Existing evidence suggests small to moderate effectiveness for parenting interventions during incarceration at close to intervention completion. Further methodologically robust research is required to more confidently establish the effectiveness of parenting programs both in the short-term and in the post-release period.

Abstract

Recent developments in European Union (EU) asylum cooperation raise important questions about the nature of cooperation and the potential problems facing collective action in the realm of EU internal security. The emergence and the subsequent stability of the Schengen/Dublin system is especially puzzling, given the highly inequitable distribution of costs and benefits that this system entails among the participating states and begs the question as to why those states that are likely to face a disproportionate ‘burden’ under the system would have agreed to it. This article seeks to provide an alternative approach to answering this question by drawing on a public goods framework. We argue that a simple focus on free-riding and exploitation dynamics, as emphasized in the traditional collective action literature, falls short as an explanation and instead demonstrates how more recent theoretical contributions to the public goods literature can offer new insights into the origin and evolution in cooperation in this sensitive policy area.  相似文献

The dual processes of rapidly transforming cities and administrative decentralisation demands that local government address human mobility as a means of countering urban poverty. Despite this imperative, local authorities are often poorly equipped to address the needs of poor and transient residents. Through an examination of four South African municipalities, this article helps to identify three critical factors working against effective responses: poor data and conceptual bias; institutional ambiguities and budgeting processes; and, ironically, participatory planning. Although any one of these could serve as a basis for an article, by taking them together, we better summarise the challenges' scope and outline areas for further research and policy intervention. The concept of risk occupies centre-stage in debates about individual and social responsibilities and, within a broadly neo-liberal regime, the paradigmatic form of risk management is insurance. Nevertheless analysis of these recent shifts in welfare politics appears curiously disconnected from dominant trends of normative political theorizing. The rise of ‘insurance as government’ and ‘risk management as responsibility and opportunity’ has not obviously been addressed even by prominent liberal political theorists. Similarly the analysts of neo-liberalism have devoted little attention to tracing these concepts through the literature on political theory. This article seeks to remedy this disconnection, by showing how Ronald Dworkin – perhaps the foremost liberal theorist writing today – offers us an account of equality which foregrounds the apparatus of insurance, and represents the management of risk within the welfare system as both an opportunity and a responsibility. Furthermore, his account inherits many of the ambiguities and weaknesses of neo-liberal theory and redeploys them within the political theory of equality.  相似文献
