It has recently been recognized in the public administration literature that multiple reforms coexist in public organizations, ranging from the Weberian bureaucracy to New Public Management and, more recently, new public governance. This study develops a typology of the employment relationship with features of these macro‐level changes and tests their impact on the civil servant's affective commitment by including the individual‐level social exchange relationship. This multilevel model is tested with data from 936 employees in a public organization. The findings confirm the existence of different approaches to the employment relationship: overdemanding, mutual investment and moderately demanding. Civil servants in a mutual investment employment relationship are most affectively committed, and civil servants in a moderately demanding employment relationship benefit most from a positive social exchange relationship. Riots, social exclusion, and endless improvement programmes have been a feature of the poorest neighbourhoods in France and England for the last thirty‐five years or more—particularly focused on large social housing estates. Programmes of improvement have followed similar paths in each country, with mixed success. This article sets out a short overview of these programmes in each country, then contrasts and compares the objectives, approaches, and outcomes. Each country has key elements of inter‐agency working, local and resident participation and planning, large‐scale building rehabilitation and demolition programmes, though the French system is more often based on specific local contracts between cities and the central departments. Similar evaluation outcome indicators and frameworks of ‘floor’ and ‘gap’ targets have been set, although evidence of success is limited and, particularly in France, there has been considerable criticism of the approach and framework. In parallel, however, the concept of ‘mixed communities’ has emerged as an alternative strategic approach—intuitively reasonable, politically popular, but lacking an evidence base and often ineffective in dealing with poverty. 相似文献

In this article, the authors describe and illustrate what they call a “network of networks” perspective and map the development of a lead network for the Antwerp Port Authority that governed organizations and networks in the port community before and during the COVID-19 pandemic. They find that setting a collective focus and selective integration are crucial in the creation and reproduction of an effective system to adequately deal with a wicked problem like the COVID-19 pandemic. The findings on crisis management and network governance are used to engage practitioners and public policy planners to revisit the current design and governance of organizational networks within organizational fields that have been hit by the COVID-19 pandemic. 相似文献

This study focussed on the relationship between the use of seclusion and staff characteristics, such as number of nurses on shift, male-female staff ratio, level of education and level of work experience. A retrospective analysis of staff characteristics was applied to administrative data from ten wards in four mid-sized general psychiatric hospitals in the Netherlands. The data show that two variables were associated with seclusion rates: the male-female staff ratio and the variability in team's work experience. More female and less male nurses in a shift and less variability in team's work experience predicted an increase in seclusion rates. 相似文献

The civilised Self and the barbaric Other: ex-rebels making sense of sexual violence in the DR Congo

This article addresses discourses on gender and sexual violence in the Democratic Republic of the Congo. Based on discussions with 101 ex-combatants, we examine how former FDLR members make sense of sexual violence by studying prevailing gendered images of Self and Other. This analysis of potential perpetrators' mindset is part of the puzzle to find preventive measures. The findings demonstrate that ex-combatants attribute overwhelming power to biological ‘givens’ such as ‘urges’, ‘basic needs’ and ‘domination’ in their interpretation of sexuality. They also differentiate themselves from out-groups - enemy fighters and other nationals, especially Congolese - by attributing the latter with lower degrees of restraint. These insights demonstrate that a process of Othering is at work at the intersection of sex-gender-nation within the Congolese warscape, which complicates existing knowledge of sexual violence. The findings also suggest that the theoretical understanding of the phenomenon of sexual violence in war needs to place the notion of intersectionality central stage. 相似文献

Strategic planning is a widely adopted management approach in contemporary organizations. Underlying its popularity is the assumption that it is a successful practice in public and private organizations that has positive consequences for organizational performance. Nonetheless, strategic planning has been criticized for being overly rational and for inhibiting strategic thinking. This article undertakes a meta‐analysis of 87 correlations from 31 empirical studies and asks, Does strategic planning improve organizational performance? A random‐effects meta‐analysis reveals that strategic planning has a positive, moderate, and significant impact on organizational performance. Meta‐regression analysis suggests that the positive impact of strategic planning on organizational performance is strongest when performance is measured as effectiveness and when strategic planning is measured as formal strategic planning. This impact holds across sectors (private and public) and countries (U.S. and non‐U.S. contexts). Implications for public administration theory, research, and practice are discussed in the conclusion. 相似文献
