Abstract

This paper describes the inter-rater reliability of the Structured Assessment of Risk and Need (SARN, formerly known as Structured Risk Assessment). The SARN is a structured framework for identifying sexual offenders’ dynamic risk factors. The SARN comprises 16 dynamic risk factors, categorized into four domains: Sexual Interests, Distorted Attitudes, Socio-Affective Functioning and Self-Management. Two studies, utilizing three samples, are reported. Study 1 examined the inter-rater reliability of four SARN cases with a sample of seven expert raters. Results indicated high inter-rater reliability amongst these participants. Study 2 examined the reliability of SARN with two samples who had received training before supplying inter-rater data (N=88). Results provided some support for the reliability of SARN. However, strength of reliability was dependent upon the method of analysis applied (percentage agreement, Cohen's Kappa, intra-class correlation coefficients). These results are discussed in terms of their clinical and methodological implications.  相似文献

This paper explores different stories of sexual citizenship found in gay and lesbian rights struggles. It uses two recent cultural productions, Kissing Jessica Stein and Queer as Folk , to analyze the stories of sexual citizenship found in two Supreme Court decisions, M. v. H. , and Little Sisters. The paper deploys these contrasting stories of sexual citizenship, of sameness and difference, assimilation and subversion, to animate a complex reading of the sexing of citizenship and the privatizing of sex. It argues that the modality of sexual citizenship produced by rights struggles has been one in which sexual subjects are privatized, de-eroticized and depoliticized. At the same time, it argues for a more disruptive reading, which unearths the public, the erotic and the politicized subject, as well as the normalizing effect of this more subversive subject.  相似文献

Screening applicants for the position of peace officer is a very uncertain process. Concomitantly, trying to select applicants who will be successful throughout their careers adds another, important dimension. Unfortunately, the selection process has primarily been one of screening-out those who are for one reason or another unfit. This article used the Thurstone Scale as the methodological basis to identify those traits that experts agreed are the ones that are meaningful in predicting police officer career success.  相似文献

Firearms were associated with 30, 136 deaths in the United States in 2003. Most guns are initially sold to the public through a network of retail dealers. Licensed firearm dealers are an important source of guns for criminals and gun traffickers. Just one percent of licensed dealers were responsible for more than half of all guns traced to crime. Federal law makes it difficult for ATF to inspect and revoke the licenses of problem gun dealers. State licensing systems, however, are a greatly under-explored opportunity for firearm dealer oversight. We identify and categorize these state systems to identify opportunities for interventions to prevent problem dealers from supplying guns to criminals, juveniles, or gun traffickers. Just seventeen states license gun dealers. Twenty-three states permit routine inspections of dealers but only two mandate that those inspections occur on a regular basis. Twenty-six states impose record-keeping requirements for gun sales. Only thirteen states require some form of store security measures to minimize firearm theft. We conclude with recommendations for a comprehensive system of state licensing and oversight of gun dealers. Our findings can be useful for the coalition of more than fifty U.S. mayors that recently announced it would work together to combat illegal gun trafficking.  相似文献

The rise in the use of electronic monitoring tools for management of individuals in both pretrial and post-release correctional stages of the criminal justice system necessitates increased collaboration of criminal justice personnel with private sector companies that provide monitoring services. Given this shift, it is necessary to explore whether agency employees perceive that different vendors are providing levels or quality of services. This study indicates that parole officers perceive very few real differences in the monitoring services, equipment used, and ease of installation and deactivation of such equipment across two different vendors. The primary difference identified was in the costs of such services.  相似文献

A local government practitioner and a marketing academic consider the claims for marketing as a new organising principle for local government. They scrutinise the most frequent objections to the concept of marketing in this context and demonstrate that these have little or no force. This is especially true concerning the emerging paradigms of relationship marketing and Webster's development of the marketing concept. The authors conclude that a marketing philosophy underlies much of the new approach to local government service provision, and set out some of the characteristics which local government marketing needs to have.  相似文献
