Vicarious Trauma in Judges: The Personal Challenge of Dispensing Justice

Symptoms of vicarious trauma, coping strategies, and prevention suggestions were investigated with 105 judges. Participants completed a self‐report measure developed for this study. The majority of judges (63%) reported one or more symptoms that they identified as work‐related vicarious trauma experiences. Female judges reported more symptoms, as did judges with seven or more years of experience. In addition, female judges were more likely to report internalizing difficulties, while judges with more experience reported higher levels of externalizing/hostility symptoms. Coping and prevention strategies were multi‐domain (i.e., personal, professional, and societal) and underscored the need for greater awareness and support for judges.     

THE NEW SYSTEM OF LOCAL TAXATION IN SCOTLAND: PRINCIPLES AND PRACTICE

This article examines the new system of Scottish local government finance in theory and practice. It argues that reform is based on an economic theory of local fiscal behaviour, and examines the empirical evidence regarding the application of marginal cost pricing principles through the linking of marginal spending to taxation. The research reveals that the application of such principles in practice will be difficult, as only a few services offer direct benefits to all individuals, and as yet the technical precision needed in assessing needs for grant distribution has not materialized. There is little evidence of any impact of financial reform on local expenditure, as a number of intervening variables and assumptions can skew the accountability process.     

Liberal Democrat Policy-making: An Insider's View, 2000–2004

Little attention has been paid to the way in which political parties make policy. From the perspective of a former member of party staff, this article explains why the Liberal Democrats have adopted their current procedure, and what the strengths and weaknesses of this are. It pays particular attention to the party's working groups, which produce policy papers, and also focuses on the process for writing manifestos. The article argues that policy-making should change as the party grows in strength. Shorter conferences with more focused debate would allow delegates the same voice in deciding crucial policies that will form the basis of the next manifesto, but get rid of the fringe debates that attract ridicule in the media. It would also allow parliamentarians more freedom to respond to specific events within the very general policy framework agreed at conference.     

Campaigning against the Cuts: Gender Equality Movements in Tough Times

The Coalition's economic strategy poses a significant threat to gender equality in the UK. In the absence of committed gender equality advocates in the government, campaigning is, again, from the outside. This article presents some of the new strategies developed by individuals and organisations such as the Women's Budget Group and the Fawcett Society to fight against the cuts and considers the effectiveness of their approaches.     

Common Misconceptions in Addressing Domestic Violence in Child Custody Disputes

Domestic violence has been recognized as an important factor to consider in determining the best interests of children in custody and visitation disputes. However, there remain many misconceptions about the extent and impact of domestic violence in child custody proceedings. Several misconceptions are identified and juxtaposed with the reality of emerging knowledge in this field, and implications are outlined. These issues are illustrated by the perspectives of 62 women victims and 95 children exposed to domestic violence who had to navigate the justice system after separation from an abuser. Recommendations are offered for enhancing professional education, resource development, and collaboration among courts and community service providers.
