This study identifies the basic frame of reference used by most people when thinking about foreign affairs. It also outlines two alternative frameworks. Each frame of reference is, in effect, a ‘conceptual lens’. Of Eggshells and Thin-skulls: a consideration of racism-related mental illness impacting Black women

Recent research has indicated that the prevalence of mental disorders is estimated to be higher among Blacks than among Whites, most likely due to the nexus of race and socioeconomic disparity. Blacks are under-represented in in-patient populations and more likely than Whites to use the emergency rooms for mental health treatment. Numerous studies confirm that Blacks drop out of mental health services at a significantly higher rate than Whites and use fewer treatment sessions for mental health issues. Furthermore, Blacks enter mental health treatment at a later, more advanced stage than Whites, under-consume community mental health services of all kinds, are misdiagnosed more often than Whites, and are more often diagnosed with a severe mental illness than Whites. People from diverse ethnic backgrounds often are prevented from receiving adequate mental health treatment due to misdiagnoses and lack of access to the services they need. Factors contributing to this disparity include a general mistrust of medical health professionals, cultural barriers, co-occurring disorders, socioeconomic factors, and primary reliance on family and the religious community during times of distress. Unfortunately, the traditional institutions of racialized research largely ignore the disparate social and political exposures confronting people of color, such as residential and occupational segregation, racial profiling, tokenism, discrimination, racism, and the consequential physiological and psychological effects flowing from the macro and micro effects of such interactions and intersectionalities. This article explores these issues and proposes civil law legal frameworks for addressing these disparities. In particular, it is suggested that renewed consideration be made of the Thin-skull and Eggshell doctrines in the United States and comparable traditional international doctrine. 相似文献

In Kenya, as in many developing countries, centralized control over water resources was implemented to improve agricultural productivity. By the 1980s, however, Kenya's postindependence policies of bureaucratic control were in disarray, and conflicts over water use were common. More recently, Kenya has embarked on a series of reforms that create a polycentric approach to water governance, in which decision making about water resources is shared among multiple, overlapping local, regional, and national authorities. Drawing on archival and field research, we examine these reforms in their historic context and argue that whereas centralized control was poorly adapted to the Kenyan context, polycentric governance is better suited to Kenya's variable social and ecological conditions and the available resources of its administrative agencies. 相似文献

ABSTRACTAny depiction of police culture includes a strong ‘us versus them’ element, but research has been unable to satisfactorily explain its development and evolution. In particular, very few studies have focused on the training period, between when an individual chooses a police career and his/her first day as an officer. A total of 1,979 pre-university students from seven colleges in Quebec (Canada) completed a self-administered survey where they had to answer general questions about the police followed by specific questions about four realistic videos of fictional police interventions involving use of force. Unsurprisingly, the analysis suggests that students in Police Technology tend to think they are more supportive of the police and the use of force than students in other programs. However, students in Police Technology increasingly indicate that the majority of people would report a more negative opinion than they have, suggesting that police candidates increasingly disidentify with the rest of the population. 相似文献

This article looks at the coping behaviors used by African youth in Aoteaora New Zealand during their encounters with the police. African youth are one of New Zealand's newest and youngest populations yet report disturbing accounts of racial provocation and abuse by the New Zealand police. In a research study carried out with African youth about their experiences with the police, qualitative interviews with the youth and African community leaders revealed that the youth responded to the discriminatory behaviors of the police in a number of ways. These responses included being obstructive, demonstrating vigilance of police practices, and avoiding subsequent encounters with the police, and indicate that the youth are prepared to challenge the perceived racism of the police. 相似文献

The mediatization of the COVID-19 pandemic has created a lot of stress leading sometimes to mental health issues. We present a case of a thirty-year-old woman with no history of psychotic disease but some vulnerabilities and no criminal record, who attempted to kill her seven-year-old son during a brief delusional episode in the context of fear of the coronavirus. She was successfully treated by pharmacotherapy and psychotherapy. She was examined by forensic psychiatrists leading to the conclusion that her responsibility was highly diminished, and her reoffending risk was low. We add to the literature that the COVID-19 pandemic has been such a stressor for mentally vulnerable people that it could lead to severe psychiatric decompensation and even criminal acts. 相似文献
