Business economic impacts: The new frontier for corporate accountability

Economic issues associated with poverty are complex and require holistic responses in order to realise the goals of sustainable development. While business alone may have significant economic impacts, the link between business-level behaviour and macro-level development aspirations is unclear. By developing a sound grasp of how companies understand and manage these impacts, we are better placed to understand how corporate responsibility clusters, or partnerships with other companies, civil society organisations, and governments, can harness corporate impacts to bring about more sustainable development at the macro level.     

Death as a result of asthma in Wayne County Medical Examiner cases, 1975-1987

All deaths ascribed to asthma in the 5-to-40-year age group at the Wayne County Medical Examiners' Office were reviewed from 1975 to 1987 inclusive. Fifty-eight deaths were attributed solely to asthma, and the annual number increased fivefold in the 1980s to a rate of approximately 0.5 per 100,000 per year when extrapolated to the Wayne County population. Blacks were overrepresented to double their proportion in the general population. Almost all cases were known asthmatics, and many had received previous emergency care. Most fatalities occurred at night and did not demonstrate any seasonal variation. The onset of the fatal attack was apparently very rapid in most cases, with many engaged in routine activities and few surviving any length of time in hospital or having sought treatment earlier. Our data reveal a significant increase in sudden death in previously well asthmatics in Wayne County in the 1980s. Similar increases in deaths as a result of asthma have been noted previously in other countries for reasons that remain unclear.

A note on the current and capital accounts compilation of Barbados under the fourth and fifth IMF editions

Measurement of external positions of member countries has been a main feature of International Monetary Fund (IMF) operations since inception. A first step towards an understanding of current and capital account movements is the understanding of the IMF Manuals. The first edition was used as a guideline for Balance of Payments (BOP) compilers and published in 1948. However since then, important changes had occurred in the manner in which international transactions were conducted. This led to the publication of the second edition in the 1950's, the third edition in 1961 and the fourth edition in 1977. Since that last publication, liberalization of financial markets, innovations in the creation and packaging of financial instruments and new approaches to the restructuring of external debt have all taken place. As a result, the fifth edition was introduced and published in 1993 although not implemented by Barbados until two years later.

The purpose of this paper is to compare the fourth edition with the new edition with respect to the composition and structure of the current and capital accounts. It also intends to show what the changes would have implied for Barbados’ BOP statistics from 1979 until 1994 and how the statistics could impact on the future.     

Of Coase and Corn: A (Sort of) Defence of Private Nuisance

Drawing on the work of Coase, the essay argues for a reform of the law of nuisance based upon property rights rather than determinations of social welfare by the courts, and for the use of a reformed law of nuisance as the least flawed method of regulating the environment in many situations compared to other techniques of regulation. The argument is developed and illustrated by reference to several contemporary issues, including genetically modified crops.     

Diplomacy in the Roman world (c.500 BC-AD 235)

This paper tries to establish that diplomacy had an important place in the management of the Romans' relations firstly with other rival communities in Italy and then with foreign peoples as they established an empire. The Romans developed a distinctive procedure of diplomacy, which embodied principles that were to be important in the evolution of diplomatic method, notably respect for treaties, good faith, equivalence, personal contact, formal meetings and protocol. However, the Romans often used offensive diplomacy, in that the threat of their powerful army enabled them to get what they wanted without fighting.
