This article analyses how the interactions between a strong populist government in Ecuador and a weak, divided, and inefficient internal opposition in a context of weak liberal institutions could lead to what Guillermo O'Donnell termed “the slow death of democracy”. Rafael Correa was elected with a substantive project of democratization understood as economic redistribution and social justice. His administration got rid of neoliberal policies and decaying traditional political parties, while simultaneously co-opting social movements, regulating civil society, and colonizing the public sphere. Because the judiciary was subordinated to Correa, social movement activists, journalists, and media owners could not use the legal system to resist Correa's crack down of civil society and regulation of the privately owned media. They took their grievances to supranational organizations like the Organization of American States. When these organizations stepped in to challenge Correa, his government denounced imperialist intervention in his nation's internal affairs, and advocated for the creation of new supranational institutions without US presence.  相似文献

A portable capillary electrophoresis instrument with dual capacitively coupled contactless conductivity detection (C4D) was used to determine the inorganic ionic profiles of three pharmaceutical samples and precursors of two illicit drugs (contemporary samples of methylone and para‐methoxymethamphetamine). The LODs ranged from 0.10 μmol/L to 1.25 μmol/L for the 10 selected cations, and from 0.13 μmol/L to 1.03 μmol/L for the eight selected anions. All separations were performed in less than 6 min with migration times and peak area RSD values ranging from 2 to 7%. The results demonstrate the potential of the analysis of inorganic ionic species to aid in the identification and/or differentiation of unknown tablets, and real samples found in illicit drug manufacture scenarios. From the resulting ionic fingerprint, the unknown tablets and samples can be further classified.  相似文献

Building on past and current experiences of populism in Latin America, this article makes four arguments. First, whereas populist movements seeking power promise to democratize society by challenging the legitimacy of exclusionary institutions, populist governments often include the excluded at the cost of disfiguring democracy. Second, during populist events the meanings of the ambiguous term ‘the people’ are disputed. When social movements are weak, and when the institutions of liberal democracy are discredited, a populist leader could attempt to become the embodiment of the will of the people. Third, even though the concept of the people is central to populism, it could be constructed differently. It could be imagined as heterogeneous and plural, or as the people-as-one, as an entity that shares one identity and interest that could be embodied in a leader. Fourth, populism shares with fascism an imaginary construction of the people-as-one. Yet differently from fascism, which staged extraordinary politics as war against internal and external enemies, populists staged their extraordinariness as winning popular elections and did not establish dictatorships.  相似文献

The benzylation of three low molecular weight N,N-disubstituted ethanolamines related to chemical warfare agents (CWAs) to furnish derivatives with improved gas chromatography-mass spectrometry (GC-MS) profiles is described. Due to their low molecular weight and polar nature, N,N-disubstituted ethanolamines are notoriously difficult to detect by routine GC-MS analyses during Organisation for the Prohibition of Chemical Weapons (OPCW) proficiency tests (PTs), particularly in scenarios when they are present at low levels (~1–10 ppm) amidst more abundant interferences. Our studies revealed that the optimal derivatization conditions involved the treatment of the ethanolamine with benzyl bromide in the presence of an inorganic base (e.g., Na2CO3) in dichloromethane at 55°C for 2 h. This optimized set of conditions was then successfully applied to the derivatization of N,N-dimethylethanolamine, N,N-diethylethanolamine and N,N-diisopropylethanolamine present separately at 1 and 10 μg/mL concentrations in a glycerol-rich matrix sample featured in the 48th OPCW PT. The benzylated derivatives of the three ethanolamines possessed retention times long enough to clear the massive glycerol-containing matrix interferences. The protocol herein is introduced as an alternative method for derivatization of these CWA and pharmaceutically important species and should find broad applicability in laboratories where routine forensic analysis is carried out.  相似文献

Positioning landmarks in facial photo‐anthropometry (FPA) applications remains today a highly variable procedure, as traditional cephalometric definitions are used as guidelines. Herein, a novel landmark‐positioning approach, specifically adapted for FPA applications, is introduced and, in particular, assessed against the conventional cephalometric definitions for the analysis of 16 landmarks on ten frontal images by two groups of examiners (with and without professional knowledge of anatomy). Results showed that positioning reproducibility was significantly better using the novel method. Indeed, in contrast to the classic approach, very low landmark dispersions were observed for both groups of examiners, which were usually below the strictest clinical standards (i.e., 0.575 mm). Furthermore, the comparison between the two groups of examiners highlighted higher dispersion consistencies, which supported a higher robustness. Thus, the use of an adapted landmark‐positioning approach proved to be highly advantageous in FPA analysis and future work in this field should consider adopting similar methodologies.  相似文献

Forests have been an important issue in world politics at least since the UNCED conference in Rio in 1992. Since then the focus of academic attention has been on global forest governance by an international forest regime complex consisting of several forest-related regimes. This strong focus leaves a research gap regarding regional regimes addressing forests as an issue area, which recently greatly gained in empirical and academic relevance. It is particularly important to understand the institutional structures on the one hand, and the policies developed within such regimes on the other. In order to obtain a better understanding of this in the forest case, the aim of this article is to analyse the institutional design of three regional forest regimes and to develop fields and hypotheses for future research. We built upon the rational design of international institutions framework developed by Koremenos et al. (Int Organ 55(4):761–799, 2001), and based our findings on content analysis of key documents as well as participant observations and expert interviews in selected occasions. The regional regimes chosen for this study were Amazonian, the Central African and pan-European forest cooperation. The results indicate that the designs of the three regimes greatly differ regarding membership, scope, control, centralisation, and flexibility. This seems to be mainly due to differing degrees of formality of the regimes (from treaty to non-treaty to hybrid regimes) as well as different power structures amongst members and regional hegemons involved. Based on our findings, future research fields for the study of regional forest-related environmental, trade, commodity, and management regime structures as well as regime policies are identified. Such insights advance our understanding of international forest governance not only by global, but by regional forest regimes as well. This is particularly true for our understanding that similar issue-specific problems, such as sustainable forest management, in terms of regime structures and regime policies may be addressed quite differently, largely depending on the preferences of regional powers and hegemons and other potential region-specific factors. We conclude by questioning a hypothesised diffusion of international institutions and propose the more precise concept of institutional osmosis instead.  相似文献

Forensic entomotoxicology investigates the effects of chemical substances in the development of scavenger insects and the reflection on estimating the minimum postmortem interval (PMI). To evaluate the impact of the chemotherapeutic drugs cyclophosphamide (CF) and methotrexate (MTX) on the postembryonic development of Chrysomya megacephala, controlled experiments were performed by rearing the larvae on spiked minced beef with different concentrations of these drugs. The results indicated that CF significantly decreased their developmental rate up to 28 h but had no significant effect on larval and adult sizes, survival rate, and sex ratio, whereas MTX decreased larval and adult sizes, survival rate, and there was a deviation in the expected sex ratio toward females in MTX‐exposed larvae but had no significant impact on developmental rate. These negative interference factors should be considered in cases of suspected death of people that have undergone chemotherapy.  相似文献

Ignitable liquids such as fuels, alcohols and thinners can be used in criminal activities, for instance arsons. Forensic experts require to know their chemical compositions, as well as to understand how different modification effects could impact them, in order to detect, classify and identify them properly in fire debris. The acid alteration/acidification of ignitable liquids is a modification effect that sharply alters the chemical composition, for example, of gasoline and diesel fuel, interfering in the forensic analysis and result interpretation. However, to date there is little information about the consequences of this effect over other accelerants of interests. In this research paper, the alteration by sulfuric acid of several commercial thinners and other accelerants of potential use in arsons is studied in-depth. For that purpose, spectral (by ATR-FTIR) and chromatographic (by GC–MS) data were obtained from neat and acidified samples. Then, the spectral and chromatographic modifications of each studied ignitable liquid were discussed, proposing several chemical mechanisms that explain the new by-products produced and the gradual disappearance of the initial compounds. Hydrolysis, Fischer esterification and alkylation reactions are involved in the modification of esters, alcohols, ketones and aromatic compounds of the studied ignitable liquids. This information could be crucial for correctly identifying these accelerants. Additionally, an exploratory analysis revealed that some of the most altered ignitable liquid samples might be very similar with each other, which could have impact on casework.  相似文献
