Municipal Government Revenue Forecasting: Issues of Method and Data

In this article the authors investigate the impact of the choice of time series method, the length of the data stream used to estimate the model, and the frequency of the data on forecasting accuracy for own source, non-tax general fund revenue for six Connecticut municipalities. The authors find that exponential smoothing models are generally the most accurate. They also conclude that local government officials should rely on bimonthly rather than monthly or quarterly data and retain, in a readily usable format, more than three years of data.     

Genetic admixture and diversity estimations in the Mexican Mestizo population from Mexico City using 15 STR polymorphic markers

The 15 AmpFlSTR Identifiler loci D8S1179, D21S11, D7S820, CSF1PO, D3S1358, TH01, D13S317, D16S539, D2S1338, D19S433, vWA, TPOX, D18S51, D5S818 and FGA were analyzed in a sample of 378 unrelated individuals from Mexico City, Mexico. Significant deviations from HW equilibrium in 14/15 STR loci alleles were not detected. The D18S51 locus had the highest power of discrimination (0.970). Genetic admixture estimations revealed a 69% of Amerindian, 26% of European and 5% of African contribution. Comparative analyses between Mexicans and other neighboring populations reveal significant differences in genetic diversity. Our results are important for future comparative genetic studies in different Latin American ethnic groups, particularly Mexican Mestizos and Amerindians. They should also be helpful in genetics, population evolution, forensic and paternity testing.     

Y-chromosome STR haplotypes in males from Greenland

A total of 272 males from Greenland were typed for 11 Y-chromosome STRs DYS19, DYS385a/b, DYS389-I, DYS389-II, DYS390, DYS391, DYS392, DYS393, DYS437, DYS438 and DYS439 with the PowerPlex^® Y System (Promega). A total of 146 different haplotypes were observed and the haplotype diversity was 0.9887. The number of haplotypes seen once was 108 and the most common haplotype was observed in 12 males. A significant F_ST value was observed (F_ST = 0.012, P < 0.00001) when comparing the population of 15 locations in Greenland assigned to 7 groups. The significance could mainly be attributed to the subpopulation of males from Tasiilaq (East of Greenland). The R_ST value was not statistically significant (R_ST = 0.016, P = 0.15).     

Allele frequencies of 13 short tandem repeat (STR) loci in the Romanian population

A population study on 13 tetra- and pentameric STR loci (D3S1358, VWA, D8S1179, D21S11, D18S51, D16S539, D2S1338, D19S433, THO1, FGA, ACTBP2 (SE33), Penta D and Penta E) was performed with Romanians from the Bucharest area.     

Working mothers of pre-school children in an underdeveloped society

The present study attempts to understand the problems of working mothers with pre-school children. A sample of mothers who use the day care system run by the Colombian state is studied. Though this sample is not statistically representative of the female population with pre-school children, it presents similar characteristics to those of the women in the large urban centres.It was found that: (a) The living conditions of the families in the low and middle-low socio-economic positions are more limited than those observed in the families in the middle-high socio-economic position. (b) The intensity and the composition of domestic tasks also vary, not only by virtue of the different economic resources available to the family, but also by virtue of differential access to public services such as electricity, running water, public transportation and so on. (c) The very organization of the family appears to be affected by their socio-economic conditions. This is particularly evident for the single parent (mother) families which are more frequent in the middle-low and lower social positions.Although the mothers take the children to these centres looking for a service for the children and not for themselves, the centres become a very important promotion space also for the mothers. In fact, for the majority of them, this experience means a link allowing them to partly overcome the isolation that characterizes their daily life.It is concluded that the conditions of social reproduction can be substantially improved for the families from the lowest social strata, if there is an adequate state participation in this process. There is no doubt that it would be a fundamental factor advancing the circumstances of the working mothers of young children and especially those from the lower income sectors.     

Public-College Student-Athletes and Game-Time Anthem Protests: Is There a Need for a Constitutional-Analytical Audible?

National-anthem-related protests among NFL players have revealed complexities associated with symbolic counter-speech tied to American symbols of patriotism. For public-college officials and coaches, who are bound by the First Amendment, the handling of game-time anthem protests may reverberate beyond the court of public opinion. Because uniformed collegiate student-athletes occupy a constitutional limbo-land in which they are distinguishable both from members of the general adult population and their non-athlete student peers, the traditional framework for evaluating limits on their game-time political counter-speech may prove unwieldy. This article presents an alternative constitutional-analytical approach that contemplates the unique status of collegiate student-athletes and the nature of competitive teams. Within this potential framework, administrator-imposed limits on anthem protests would be reviewed strictly. Courts considering coach-imposed limits on anthem protests, however, might opt for a less rigid form of review that allows for a more direct balancing of interests.
