Research demonstrates that some government agencies are more accomplished than others when it comes to e-government. More generally, various scholars suggest that e-government is moving forward at a relatively slow pace, especially in relation to the sophistication of government Web sites. With these issues in mind, this research utilized interviews with state public utility commission staff members to explore their agencies' experiences with staffing, funding, coordinating, and prioritizing their e-government efforts, particularly their Web site activities. Assessing such efforts in both quantitative and qualitative terms, this research found that a mix of various factors, including financial resources, knowledgeable staff, and administrative oversight, related to better performance. Moreover, although public utility commissions have a clear mission to serve both consumers and regulated utilities, this research indicates that the commissions are focusing more of their e-government efforts on industry rather than citizens. 相似文献

Substance use often begins earlier among American Indians compared to the rest of the United States, a troubling reality that puts Native youth at risk for escalating and problematic use. We need to understand more fully patterns of emergent substance use among young American Indian adolescents, risk factors associated with escalating use trajectories, and protective factors that can be parlayed into robust prevention strategies. We used growth mixture modeling with longitudinal data from middle-school students on a Northern Plains reservation (Wave 1 N = 381, M age at baseline = 12.77, 45.6 % female) to identify subgroups exhibiting different trajectories of cigarette, alcohol, and marijuana use. We explored how both risk (e.g., exposure to stressful events, deviant peers) and protective (e.g., positive parent–child relationships, cultural identity) factors were related to these trajectories. For all substances, most youth showed trajectories characterized by low rates of substance use (nonuser classes), but many also showed patterns characterized by high and/or escalating use. Across substances, exposure to stress, early puberty, and deviant peer relationships were associated with the more problematic patterns, while strong relationships with parents and prosocial peers were associated with nonuser classes. Our measures of emergent cultural identity were generally unrelated to substance use trajectory classes among these young adolescents. The findings point to the importance of early substance use prevention programs for American Indian youth that attenuate the impact of exposure to stressful events, redirect peer relationships, and foster positive parent influences. AbstractVarious Australian politicians have argued for the need to combine ‘hard heads and soft hearts’ in politics. Unfortunately, this article argues that that recognition is not yet fully accepted in Australian political science. While there has been a significant progress, both in terms of the number of senior women in the discipline and the gender content of Australian political science, problems still remain. Unfortunately, some of the issues are still those identified by Carole Pateman in her famous 1981 address as President of the Australian Political Studies Association when she noted both the underrepresentation of women in political science and that there was a tendency to define ‘the political’ in narrow ways that excluded the study of women and issues that were of concern to them. This article will explore why political science has been less open to incorporating feminist insights than some other related disciplines. It will analyse a number of issues regarding the gendering of Australian political science. These include narrow definitions of the ‘political’; a continuing implicit (gendered) prioritising of various fields and approaches as ‘hard’ political science and the denigration of other fields as ‘soft’; and the impact of neo-liberalism and the importance of the ‘political’ as a site for constructions of gender identity. It argues that the continuing resistance to ‘reinventing’ political science to take account of gender is particularly concerning given the potential impact on definitions of research ‘excellence’. The following essay is a creative, and challenging, reflection upon key themes of this special issue. The essay brings Jacques-Henri Bernardin de Saint Pierre's tragic romance, Paul and Virginia (1788), into conversation with an artistic response, Julia Margaret Cameron's 1865 photograph. Paul and Virginia is the tale of two children on the idyllic Ile de France, whose love encodes an eroticised innocence. Cameron's rendition offers a visual re-imagining of the fairy tale. In her appreciation of text and image, Carol Mavor negotiates a space between critical and poetic writing. Mosaic-like in form, evocative fragments of prose, poetry and images, are brought together to reflect upon the elusive nature of seduction, desire and innocence—especially among women, mothers and children. This experimental work uses artistic expression to enable us to think differently about the Victorians' troubling legacy of eroticised innocence, and explores new ways to describe inner experience. 相似文献

This article appiies the concept of “confluence”, rather than “influence”, to the comparative study of two 19th‐century women novelists, Fredrika Bremer (Sweden) and Charlotte Brontë (UK). Although some lines of direct connection between the two writers can be ascertained, a more meaningful pattern emerges from examining their shared interests in women's issues and concerns, namely the marriage plot, domesticity, and women's education. In particular, their social critiques interrogate the interrelation of style and ideology, encouraging us to reassess their mixing of literary conventions (realism, romanticism, gothicism) as well as their tendency to manipulate emotions (melodrama, sentimentality, sensationalism). In this analysis of William Talbott’s important book, I note with appreciation his defense of universal moral principles and of moral justification as a “social project,” his focus on the critique of oppression, and his emphasis on empathic understanding in the account of human rights. I go on to develop some criticisms regarding: 1) Talbott’s traditional understanding of human rights as holding against governments and not also applying to nonstate actors; 2) his account of the interrelations among well-being, autonomy, claims for first person authority in moral judgment, and human rights; 3) his strongly rationalist and liberal individualist interpretation of moral judgment and autonomy; and 4) the lack of a role for intercultural dialogue about human rights, which nonetheless are held to apply to all human beings across cultures. Many regulatory agencies enforcing quality standards across diverse populations of firms lack sufficient resources to promote full compliance. Based on a model with lump-sum noncompliance penalties, W. Kip Viscusi and Richard J. Zeckhauser have advocated that, in most circumstances, an agency with insufficient enforcement resources should choose a less stringent standard than it would choose if it could induce full compliance. I show that the recommendation for regulatory restraint depends upon the shape of the penalty function. A review of inspection and penalty policies suggests that U.S. administrative law encompasses a diversity of variable expected penalty policies. The inspection and penalty policies employed in recent environmental statutes suggest, however, that agencies should compensate for insufficient resources by increasing the stringency of standards. 相似文献
