The Offshore Balancing Thesis Reconsidered: Realism,the Balance of Power in Europe,and America's Decision for War in 1917

According to John Mearsheimer, the United States entered the First World War because the Wilson administration believed the Triple Entente was on the verge of defeat. As a result, he claims, the Americans entered the war to prevent Germany from becoming a regional hegemon in Europe. A careful and targeted examination of the relevant primary sources, however, demonstrates that Washington was largely unaware of the plight of the Allied powers in the spring of 1917; therefore, the argument that the United States was acting as an offshore balancer at this time is unconvincing. This article shows that unit-level factors and statecraft can play a larger role in international relations than structural realist theory allows and makes an empirical contribution to the World War I literature by demonstrating that balance of power considerations were not a major factor in the Wilson administration's decision for war.     

Arts and Culture Indicators in Community Building: Project Update

The author questions the arts support system in post-Communist Romania, examining whether the cultural policies during 1990-2006 have contributed to the development of the arts sector, the enhancement of artistic creativity, and the independence of artists. His analysis focuses on the institutional framework and the financing mechanisms that support artists. The author argues that the institutional configurations and the collective mentalities that dominate the cultural sector and public policy have strongly influenced cultural policy in Romania. Along with the economic difficulties, the weighty legacy of the centralized authoritarian state and the paternalistic attitude that dominated for so long in Romanian history have acted as constraints on the public support for the arts and artists. The post-Communist cultural policy remains dependent on historical patterns and, despite some attempts of reform in the late 1990s, it is only recently that a noninterventionist policy and a more effective arts support system emerged.     

A Political Economy of Rank: the territorial administrative hierarchy and leadership mobility in urban China

The level or rank of an administrative division (行区等级 or 政区级别) in China—a structural condition of the sub-national territorial administrative system—is a correlate of administrative rank (行政级别). State reterritorialization of the administrative divisions (行政区划), through establishment and expansion of hundreds of cities, introduces a political economy of differentiation and change by which city governments take the measure of their administrative reach and economic capacity. How do changes to the administrative divisions involve administrative rank, economic status and territorial governing power? In Suzhou, a prefecture-level city, incommensurability between the economic status of the city and its administrative rank reveals how ‘unfair’ rank in the administrative hierarchy becomes implicated in negotiations over territorial adjustments and cadre appointments, leading to creative forms of rank adjustment. Dynamics of the administrative divisions reflect rank consciousness, influence official positions and structure urban transformation in contemporary China.     

Psychopathy,intelligence and emotional responding in a non-forensic sample: an experimental investigation

This study examined the relationships between psychopathy (primary and secondary), intelligence and emotional responding in a sample of 50 university students, using a task measuring autonomic responses to 40 pictorial stimuli (20 neutral and 20 emotionally provoking). Results indicated no significant direct relationship between primary or secondary psychopathy and emotional response, or primary or secondary psychopathy and intelligence. However, a significant moderating effect of intelligence on the association between both psychopathy factors and emotional response was observed, indicating those scoring higher on psychopathy but with lower intelligence portray the expected emotional responses to the affective stimuli (primary: β?=??.56, p?β?=?.80, p?<?.001). These findings indicate abnormal reactivity to emotional stimuli in lower intelligence, higher psychopathic individuals, and suggest differing roles for the two facets of psychopathy in affective responsiveness deviations.     

Using birthing kits to promote clean birth practices in Ethiopia

This article explores three NGO projects that assemble and distribute clean birthing kits in Ethiopia. It contrasts the government's health strategy that aims to increase skilled birth attendance, with local realities as most women in rural and remote settings give birth at home, often in unhygienic conditions, and without skilled assistance. Many health facilities are also unable to provide hygienic conditions for birthing women. The findings indicate that clean birth kits have assisted the NGOs to effectively promote clean delivery at home or in health facilities, and to encourage antenatal care, and early referral to emergency obstetric and new-born care.     

The Conviction of Dr. Crippen: New Forensic Findings in a Century‐Old Murder

Abstract: Dr. Hawley Crippen was accused and convicted of murdering his wife in London in 1910. Key to the conviction was microscopic analysis of remains found in the Crippen’s coal cellar, which were identified as Cora Crippen based on a scar she was said to have. Dr. Crippen was hanged, always proclaiming his innocence. In this study, genealogical research was used to locate maternal relatives of Cora Crippen, and their mitochondrial haplotypes were determined. Next, one of the pathology slides of the scar was obtained, DNA was isolated, and the haplotype was determined. That process was then repeated. Finally, both DNA isolates were assayed for repetitive elements on autosomes and repetitive elements specific to the Y chromosome. Based on the genealogical and mitochondrial DNA research, the tissue on the pathology slide used to convict Dr. Crippen was not that of Cora Crippen. Moreover, that tissue was male in origin.     

Repercussions of a Raid: Health and Education Outcomes of Children Entangled in Immigration Enforcement

Interior immigration enforcement in the U.S. has rapidly increased over the past two decades, including increased Immigration and Customs Enforcement (ICE) activity and the revival of workplace raids under the Trump administration. We contribute to the body of research that aims to better understand the consequences of immigration enforcement for children in targeted communities, including on their education, health, and socioemotional well-being. We employ a mixed methods research design to investigate the effects of the sweeping April 2018 Morristown, Tennessee immigration raid on children's health and education outcomes. We utilize linked, longitudinal health and education data on children and a quasi-experimental design to analyze the effects of the raid on those residing in close proximity to the raid. Interview data from community members and organizations in the affected area aid in better understanding how the raid unfolded and the mechanisms through which a community trauma such as this might affect children both directly and indirectly. Our results indicate negative effects across multiple education and behavioral health outcomes for children of immigrants living in the area targeted by the raid, including a substantial spike in absences from school in the month of the raid and significant increases in exclusionary disciplinary actions and in diagnoses of substance use disorder, depression, self-harm, suicide attempts or ideation, and sexual abuse in the year following the raid.
