Although previous work on fiscal federalism and grants has focused on the effects of grants on expenditures, no published research examines the impact of decreasing grants on state financing. This research addresses how decreasing levels of federal grant money to states affect states' long-term debt issuance, and whether the relationship is symmetric for increasing and decreasing grants. The model is tested with time series, cross-sectional data from 1984 to 1999. The results show that grants affect debt issuance, the effect is asymmetric, and direction of the effect differs for different types of debt issuance.  相似文献

Scholars have devoted considerable attention to both the fiscal and policy impact of tax and expenditure limitation ballot initiatives. This article instead examines how statewide anti-tax measures come to be placed before the general public for popular votes. It critically assesses six anti-tax measures on statewide ballots in 1996, questioning the wisdom that they were populist undertakings. While tax crusaders continue to draw on grassroots themes and use populist rhetoric, there are important differences across the groups sponsoring the six anti-tax measures, including their organizational history, professionalization, membership, and sources of financial support.  相似文献

The purpose of this study was to gain a clearer understanding of the relation between parents’ knowledge of their emerging-adult children and emerging adults’ risk behaviors. Participants included 200 undergraduate students between the ages of 18 and 25 (121 women, 78 men; M age = 19.59, SD = 1.62) and both of their parents. Results revealed that knowledge of the emerging-adult child’s activities varied as a function of parent- and child-reports, and that child outcomes associated with parental knowledge were generally positive, including less drinking, drug use, and risky sexual behavior (although this varied as a function of reporter). The links between maternal knowledge and lower drug and alcohol use were particularly strong in the presence of maternal closeness. Implications for understanding the parent–child relationship during the transition to adulthood were discussed.

Community, demographic, familial, and personal risk factors of childhood depressive symptoms were examined from an ecological theoretical approach using hierarchical linear modeling. Individual-level data were collected from an ethnically diverse (73% African-American) community sample of 197 children and their parents; community-level data were obtained from the U.S. Census regarding rates of community poverty and unemployment in participants’ neighborhoods. Results indicated that high rates of community poverty and unemployment, children’s depressive attributional style, and low levels of self-perceived competence predict children’s depressive symptoms, even after accounting for demographic and familial risk factors, such as parental education and negative parenting behaviors. The effect of negative parenting behaviors on depressive symptoms was partially mediated by personal variables like children’s self-perceived competence. Recommendations for future research, intervention and prevention programs are discussed.

Professor Smith’s current research agenda focuses on the organization of teaching quality, exploring relationships between educational policy (national, state, district, and school level), school organization, teacher commitment, and the quality of classroom instruction. We review the theoretical literature on the concept of institutions and its relationship to national development, propose a definition of the concept, and advance six hypotheses about institutional adequacy and contributions to national development. We then present results of a comparative empirical study of existing institutions in three Latin American countries and examine their organizational similarities and differences. Employing the qualitative comparative method (QCA) proposed by Ragin, we then test the six hypotheses. Results converge in showing the importance of meritocracy, immunity to corruption, absence of “islands of power,” and proactivity in producing effective institutions. Findings strongly support Peter Evans’ theory of developmental apparatuses.

The management literature argues that legislative involvement is important to the implementation of performance management reform, but it does not specify how legislatures should be engaged or how different legislative organizational arrangements affect reform. This article blends theories of management and legislative professionalism to better understand the influence of legislatures on the implementation of management reform. Drawing on data from several surveys, it examines the influence of legislative organization on the managerial use of performance measures. The findings suggest that citizen legislatures are associated with better administrative practices than professional legislatures and that the quality of legislative involvement may be more important than its quantity.  相似文献
