城市治理问题的复杂性决定了治理模式的多样性,深入理解、系统把握超大型城市社会精细化治理的时代特征和内涵特点,探索基于现代信息技术的治理范式与机制路径,成为具有重要理论意义的实践课题。当前,上海市社会精细化治理成效明显,但仍存在顶层设计不足、数据平台分散、推进不均衡、感知度满意度较低等问题,其原因在于精细化理念和文化缺失的思想困境、缺位错位越位的治理主体困境、法制与监督不精密的制度困境,以及失衡与薄弱的技术手段困境。上海推进社会精细化治理,要按照“物联、数联、智联”三位一体原则,构建“线上线下融合、上下双向互动、流程驱动、科学决策、过程控制、法治保障”的社会精细化治理新模式,形成“两案三制一体”的治理体系。进一步,要更加注重人本主义,更加重视基层自治,更加关注多元主体诉求,更加彰显文化力量,充分运用现代科技,强化社会治理精细化本体建设和载体依托,优化超大型城市社会精细化治理流程和机制。 相似文献

Persistent underperformance of public policy and program implementation in Aboriginal affairs is widely recognised. We analysed the results of two case studies of attempted reforms in public administration of Aboriginal primary health care in the Northern Territory, using a framework based on the institutionalist and systemic racism literatures, with the aim of better understanding the sources of implementation failure. Implementation of the agreed reforms was unsuccessful. Contributing factors were as follows: strong recognition of the need for change was not sustained; the seeds of change, present in the form of alternative practices, were not built on; there was a notable absence of sustained political/bureaucratic authorisation; and, interacting with all of these, systemic racism had important consequences and implications. Our framework was useful for making sense of the results. It is clear that reforms in Aboriginal affairs will require government authorities to engage with organisations and communities. We conclude that there are four requirements for improved implementation success: clear recognition of the need for change in ‘business as usual’; sustainable commitment and authorisation; the building of alternative structures and methods to enable effective power sharing (consistent with the requirements of parliamentary democracy); and addressing the impact of systemic racism on decision-making, relationships, and risk management. 相似文献

Mainstream economics conceptualizes wages as determined by market forces and reflecting productivity and investments in human capital made by individuals. These views, which have become taken-for-granted explanations of what wages are, hide the underlying dynamics of the gender pay gap and place responsibility on individuals instead of gendered social structures. This article proposes viewing gender pay inequity through a sociological lens, which implies acknowledging the complex societal dynamics and roles of institutions and actors in shaping wages. The Nordic welfare states are often considered women-friendly, providing female citizens with social policies and services that have enabled their extensive participation in paid employment. Simultaneously, the Finnish welfare state has relied heavily on inexpensive labour provided by women, thus actively contributing to the formation of a secondary female-dominated labour market. The secondary status of reproductive work conducted within the public sector has been further strengthened and institutionalized by the Finnish corporatist system via collective agreements. In policy-making, the central actors defend their vested interests through non-decision-making, limiting the scope of decision-making to non-threatening issues. This article discusses the dynamics of the Finnish corporatist regime, welfare-state employment, and the impact of both on gender pay equity in Finnish society. 相似文献

This article explores the role of maps in the construction and development of ethnographic taxonomies in the mid-century Russian Empire. A close reading of two ethnographic maps of “European Russia” produced by members of the Imperial Russian Geographical Society, Petr Keppen (1851) and Aleksander Rittikh (1875), is used to shine a spotlight on the cartographical methods and techniques (lines, shading, color, hatching, legends, text, etc.) employed to depict, construct, and communicate these taxonomies. In doing so, this article draws our attention to how maps impacted visual and spatial thinking about the categories of ethnicity and nationality, and their application to specific contexts and political purposes within the Empire. Through an examination of Keppen’s and Rittikh’s maps, this article addresses the broader question of why cartography came to be regarded as such a powerful medium through which to communicate and consolidate particular visions of an ethnographic landscape. 相似文献

This study proposes that Public Service Motivation (PSM) can be changeable by unique characteristics of public organization. The proposition is applied for the integration between PSM theory and goal-setting theory that is inevitable to better understand the motivation phenomena for the organization. The integration model consists of two sub-mechanisms: 1) the moderating role of goal characteristics on the relationship between Public Service Motivation and work motivation, and 2) the mediating role of PSM on the relationship between goal characteristics and performance. We describe trends in maternal employment and leave‐taking after birth of a newborn and analyze the extent to which these behaviors are influenced by parental leave policies. Data are from the June Current Population Survey (CPS) Fertility Supplements, merged with other months of the CPS, and cover the period 1987 to 1994. This time span is one during which parental leave legislation expanded at both the state and federal level. We also provide the first comprehensive examination of employment and leave‐taking by fathers of infants. Our main finding is that leave expansions are associated with increased leave‐taking by both mothers and fathers. The magnitudes of the changes are small in absolute terms but large relative to the baseline for men and much greater for college‐educated or married mothers than for their less‐educated or single counterparts. © 2009 by the Association for Public Policy Analysis and Management 相似文献
