Since forming part of Blair’s modernization agenda in the UK, joined-up government has become a central ambition of governments in many industrialized countries. While there continues to be an absence of core methods and principles for achieving joined-up government, consensus has emerged around the effectiveness of top down approaches. Research has found that joining must happen at multiple levels and be supported by a range of cultural and structural interventions. This article presents findings from a study into the Australian Social Inclusion Agenda and explores the long-term and unintended consequences of joined-up initiatives that take a top-down approach. 相似文献

The International Criminal Court ( icc ) aims to promote not only justice, but also peace. It has been widely criticised for doing neither, yet it has to contend with some severe structural and political difficulties: it has limited resources, it faces institutional restrictions, it is manipulated by states, and it is criticised for an alleged selectivity in the way it dispenses justice. However, the icc could contribute significantly to the promotion of international justice and peace, and have a major impact on the prevention of crime, since its prosecutions represent a clear threat to highly placed individuals who commit serious crimes. While this article concentrates on the work of the icc in Africa, the only continent where it has issued indictments against suspected criminals, it also looks at its efforts on other continents. It argues that, in the larger international context, the contribution of the icc to international justice and peace depends on its institutional power and the support it receives from states, on its own impartial work, and on the way it is perceived by potential criminals and victims in the world. 相似文献

AbstractThe positive role that external powers can play in the creation and maintenance of security in regions has long been ignored; external interference is generally perceived as detrimental to the ability of a group of states to function as a community. However, this paper argues that in the case of ASEAN, the presence of external actors allows the group to function as a community that also provides and ensures security. This study deals with the issue of increasing contention regarding European matters in national arenas. Specifically, it focuses on the impact of European Union referenda on national elections. EU referenda have two important consequences for national politics: they increase inter-party conflict over Europe and gear up voters' salience to EU matters. In doing so, EU referenda allow voters to identify parties closest to them on the EU issue, thereby increasing the likelihood that they will vote for a party on the basis of EU attitudes (i.e. EU issue voting). These propositions are evaluated empirically in a quasi-experimental setting by comparing two parliamentary elections before and after the first Dutch EU referendum in 2005. The findings show that referenda indeed facilitate the development of EU issue voting. Consequently, the conclusions of this study are not only relevant to observers of Dutch politics, but also contribute to a larger debate within the field of EU studies. 相似文献

Despite the high costs associated with mental health problems in the workplace, few studies have yet been published on the design and evaluation of return-to-work rehabilitation programs for workers with mental health problems. In fact, the best-documented return-to-work rehabilitation programs concern workers with musculoskeletal disorders (MSKD). For this clientele, a disability paradigm has been adopted which explains the multicausality of work disability. Long-term work disability is no longer seen simply as the consequence of impairment, but rather as the result of interactions between the worker and three main systems: the health care, work environment and financial compensation systems. A return to work is thus influenced by a complex set of interrelated factors that must be taken into account in any intervention. Parallels can inevitably be drawn in the field of mental health in the workplace, where individual and organizational factors are involved and must be taken into account in the return-to-work process. This paper presents the first results of an exploratory study aimed at determining the possible links between work rehabilitation programs for workers with MSKD and those for workers with mental health problems. To this end, the components of a work rehabilitation program for workers with MSKD, the Therapeutic Return to Work (TRW) program which addresses psychological factors, work environmental factors and factors related to the involvement of the various stakeholders in the rehabilitation process, are described through a multiple-case analysis and mapping of interventions. The results support the relevance of adopting the disability paradigm and considering the return-to-work clinical activities conducted with workers with MSKD (and their mechanisms of action) in the design of work rehabilitation programs for workers with mental health problems. 相似文献
