This paper addresses a key problem in EU-China economic relations: the capacity of the EU to exert leverage through its economic diplomacy in the context of key economic trends, policy dilemmas, and processes of governance. The paper begins by identifying key elements of the EU’s economic diplomacy and their relationship to key functions: deliberation, representation, communication, and negotiation. It continues by reviewing key trends and challenges in EU-China economic relations, in terms of trade, finance/investment, and broader issues of economic performance, with special reference to the problems emanating from the current economic turbulence both in the EU and in the broader global political economy. It then identifies a number of key policy dilemmas for the EU in areas such as trade defense/trade promotion, environment/development, security/commercial priorities, investment/sovereignty, and explores these in terms of three key concepts: orientation, coordination, and effectiveness. In pursuing this analysis, the paper relates these trends and dilemmas to attempts to govern EU-China economic relations: public/private, bilateral/multilateral, and regulatory/political. In the final section of the paper, these efforts are evaluated in the context of the EU’s economic diplomacy, with relation to key actors, processes, and outcomes and to the key functions of deliberation, representation, communication, and negotiation.  相似文献

This article focuses on the development of the EU’s strategic relationship with China, by exploring the balance amongst three key mechanisms mobilized by the EU: framing, negotiation and management. The article outlines these issues in general, relating them to relevant conceptual and theoretical concerns, and then applies them to the EU–China strategic relationship. Through an examination of the framing ideas embodied in key documents, the development of an EU–China “negotiated order”, and the management of cooperation and competition in sectoral and institutional contexts, the article identifies a number of key tensions and requirements for effective coordination, which affect the potential development of an effective EU strategy.  相似文献

This article will outline the politics and pathways of promotion among government officials working in a rural county in Anhui province and their attitudes towards elite status. It will analyze the implications these processes and pathways have for the operation of local government in rural China. Drawing on interviews and relationships spanning a ten-year period (2004–2013), this article primarily relies upon the personal experiences of colleagues and friends who have attempted to rise through the ranks of government and business in Benghai County, with varying degrees of success. While the article will focus on political elites, in Benghai it is impossible to separate business from politics. This article will delineate strategies adopted for career advancement and attaining elite political status, and the effects these strategies have on the relationship between political elites and ordinary cadres.  相似文献

An analysis of current trends suggests that the delivery of policing services in Canada is fundamentally shifting. In 2011, the Province of Alberta established the Law Enforcement Framework, which includes Calgary Transit peace officers who are responsible for the safety and security needs of transit customers and employees. This article examines the role of Calgary Transit peace officers and makes recommendations for their incorporation into a broader model of nodal governance in order to ensure that the Calgary Police Service maintains a legitimate, coordinating role for the provision of public safety in the City of Calgary.  相似文献

Abstract: The current debate about democracy in the House of Commons is not a debate about democracy at all. Instead it is a debate about responsible government. The author defines responsible government and links it with other major elements of the system of government, including the concept of political representation that is still widely shared among Canadians, the electoral system, and the organization of the House of Commons. The point is stressed that these elements form a consistent whole. Therefore, reforms that are made to any particular element are bound to affect the other elements. Those who, like members of the Reform party, are intent on pursuing radical reforms to the organization of the House are advised to consider the reverberating effects such reforms are likely to have on the system as a whole. Sommaire: L'actuel débat sur la démocratie dam la Chambre des communes n'a en fait rien à voir avec la démocratic. C'est un débat sur la responsabilité gouvernemen-tale. L'auteur définit ce qu'est un gouvernement responsable et fait le lien entre ce dernier et d'autres éléments majeurs du système de gouvernement, dont la notion de représentation politique toujours très partagée par les Canadiens, le système électoral et l'organisation de la Chambre des communes. Il souligne le fait que ces éléments constituent un ensemble cohérent. Par conséquent, la réforme de tout élément aura des répercussions sur les autres éléments. This paper explores the early implementation of an organizational innovation in the UK National Health Service (NHS) – Treatment Centres (TCs) – designed to dramatically reduce waiting lists for elective care. The paper draws on case studies of 8 TCs (each at varying stages of their development) and aims to explore how meanings about TCs are created and evolve, and how these meanings impact upon the development of the organizational innovation. Research on organizational meanings needs to take greater account of the fact that modern organizations like the NHS are complex multi‐level phenomena, comprising layers of interlacing networks. To understand the pace, direction and impact of organizational innovation and change we need to study the interconnections between meanings across different organizational levels. The data presented in this paper show how the apparently simple, relatively unformed, concept of a TC framed by central government is translated and transmuted by subsequent layers in the health service administration, and by players in local health economies, and, ultimately, in the TCs themselves, picking up new rationales, meanings and significance as it goes along. The developmental histories of TCs reveal a range of significant re‐workings of macro policy with the result that there is considerable diversity and variation between local TC schemes. The picture is of important disconnections between meanings, that in many ways mirror Weick's (1976) ’loosely coupled systems’. The emergent meanings and the direction of micro‐level development of TCs appear more strongly determined by interactions within the local TC environment, notably between what we identify as groups of ’idealists’, ’pragmatists’, ’opportunists’ and ’sceptics’ than by the framing (Goffman 1974) provided by macro and meso organizational levels. While this illustrates the limitations of top down and policy‐driven attempts at change, and highlights the crucial importance of the front‐line local ’micro‐systems’ (Donaldson and Mohr 2000) in the overall scheme of implementing organizational innovations, the space or headroom provided by frames at the macro and meso levels can enable local change, albeit at variable speed and with uncertain outcomes.  相似文献

A 55-year-old male Caucasian truck driver was dead at the scene after breathing hydrogen sulfide (H(2)S) produced by an accidental transfer of sodium hydrogen sulfide (NaHS) from a tanker truck to a tank containing 4% sulfuric acid (H(2)SO(4)) and iron(II) sulfate (FeSO(4)). Autopsy of the decedent's body revealed pulmonary edema and passive congestion in lungs, spleen, kidneys, and adrenal glands. Postmortem biological samples were analyzed for carbon monoxide, cyanide, ethanol, and drugs. Since a potential exposure to H(2)S was involved, blood was also analyzed for sulfide (S(2-)). The analysis entailed isolating S(2-) from blood as H(2)S using 0.5M H(3)PO(4), trapping the gas in 0.1M NaOH, and determining the electromotive force using a sulfide ion specific electrode. Acetaminophen at a concentration of 14.3 microg/ml was found in blood, and metoprolol was detected in the blood, liver, and kidney samples. The blood S(2-) level was determined to be 1.68 microg/ml. It is concluded that the cause of death was H(2)S poisoning associated with a hazardous material accident in an industrial situation.  相似文献
