Narratives of Irishness and the problem of abortion: the X case 1992.

This article explores the ramifications of the 1992 "X Case" in which an Irish High Court rescinded the constitutional right to travel of a 14-year-old rape victim who intended to obtain an abortion in England. The article opens by noting that this decision made the subordinate role of women in Ireland painfully visible, thus allowing Irish feminists to win a degree of national and international support. The article examines newspaper coverage of the injunction to consider how this abortion issue reconstituted discourses of women's status, sexuality, and national identity in Ireland. The article provides background information on women's role in Ireland, relegated by the Constitution to the domestic sphere, and reviews the origins of the 1983 "pro-life" Constitutional amendment. Next the article considers how the discourse surrounding the child's rape and resulting pregnancy submerged the autonomy of the child in the victimhood of her family. The article continues by looking at the internal and international denouncement of the Irish state for its action and the responding Irish construct of a civilized "us" versus a barbaric "other." This was countered by appeals to "the people's" will and reinterpretations of the 1983 amendment to justify a more pragmatic approach to public policy about rape that would de-emphasize the moral status of the fetus. After showing how feminist protest extended the questions raised to embrace the issue of national identity and women's citizenship rights, the article concludes that the battle for female reproductive and sexual hegemony in Ireland continues.

The politics of Hegemony and the politics of development: The 1994 elections in South Africa's Eastern Cape

Following the first multi‐racial, democratic elections in South Africa, in April 1994, the new leadership and the country are confronting the dual task of political transformation and economic redistribution having won a clear popular mandate on the basis of a populist, Reconstruction and Development Programme. In government, however, the former liberation movement is now under pressure to adjust its policies and its developmental strategy in the light of new economic constraints, both domestic and international. The choice is between the politics of compromise, suggesting adoption of a corporatist (and elitist) model of policy‐making, with the co‐optation of various constituencies, or adherence to a more radical style of direct popular political participation, akin to the ‘mass action’ of recent decades. Nowhere is this contradiction clearer than in the Eastern Cape Province, with a long tradition of militant mass action, strong trade unions and industrial action and a history of popular involvement in the liberation struggle.     

CHILD‐FOCUSED AND CHILD‐INCLUSIVE DIVORCE MEDIATION: COMPARATIVE OUTCOMES FROM A PROSPECTIVE STUDY OF POSTSEPARATION ADJUSTMENT

This study compared outcomes over 1 year for two groups of separated parents, who attended two different forms of brief therapeutic mediation for entrenched parenting disputes. The two interventions each targeted psychological resolution of parental conflict, enhanced parental reflective function, and associated reduction of distress for their children. The child‐focused (CF) intervention actively supported parents to consider the needs of their children, but without any direct involvement of the children, while the child‐inclusive (CI) intervention incorporated separate consultation by a specialist with the children in each family, and consideration of their concerns with parents in the mediation forum. Repeated measures at baseline, 3 months, and 1 year postintervention explored changes over time and across treatments in conflict management, subjective distress, and relationship quality for all family members. Enduring reduction in levels of conflict and improved management of disputes, as reported by parents and children, occurred for both treatment groups in the year after mediation. The CI intervention had several impacts not evident in the other treatment group, related to relationship improvements and psychological well‐being. These effects were strongest for fathers and children. Agreements reached by the CI group were significantly more durable, and the parents in this group were half as likely to instigate new litigation over parenting matters in the year after mediation as were the CF parents. The article explores the potential of CI divorce mediation to not only safely include many children in family law matters related to them, but also to promote their developmental recovery from high‐conflict separation, through enhanced emotional availability of their parents.     

Using Social Media to Measure Temporal Ambient Population: Does it Help Explain Local Crime Rates?

A challenge for studies assessing routine activities theory is accounting for the spatial and temporal confluence of offenders and targets given that people move about during the daytime and nighttime. We propose exploiting social media (Twitter) data to construct estimates of the population at various locations at different times of day, and assess whether these estimates help predict the amount of crime during two-hour time periods over the course of the day. We address these questions using crime data for 97,428 blocks in the Southern California region, along with geocoded information on tweets in the region over an eight month period. The results show that this measure of the temporal ambient population helps explain the level of crime in blocks during particular time periods. The use of social media data appear promising for testing various implications of routine activities and crime pattern theories, given their explicit spatial and temporal nature.     

Diverting young offenders from crime in Ireland: the need for more checks and balances on the exercise of police discretion

The Irish police (the Garda Síochána) have been exercising their law enforcement discretion to pursue a diversionary strategy for young offenders since at least 1953. Working in a street environment of low visibility they have managed to expand their traditional law enforcement function into territory more appropriately reserved for courts, social workers and probation officers. This article charts the development of this expansion and examines its current manifestation in the juvenile diversion programme. It argues that the welfare benefits for the young offenders are being purchased at the cost of due process rights, and that there is a need for more custom built accountability checks and balances to strike a better balance in the programme.     

The Recovery and Persistence of Salivary DNA on Human Skin

Abstract: Salivary DNA is encountered in many crimes, such as sexual assaults and murders. In this study, saliva from three male donors was deposited on the skin of three female recipients. The amount of male salivary DNA remaining on the female skin was measured over a 96‐h period using the Quantifiler? Y Human Male DNA Quantification Kit. In eight of the nine experiments, a full male DNA profile matching the donor was obtained even after 96 h. In addition, the study showed that the concentration of salivary DNA varied from donor to donor and from day to day. The efficiency of two recovery methods, wet and dry swabbing and minitaping, was compared. The results indicate the tapelift method gave higher DNA recovery. This study also examined the secondary transfer of salivary DNA from skin to fabrics. Cotton and polyester give higher DNA transfer than leather.
