Constitutions alone do not make or break federations. In anyevent, they are not static, and evolve over time through judicialreview and political understandings, even in the absence ofconstitutional change. Nevertheless, institutions, principles,and procedures for which constitutions provide are significantinfluences on federations. This article examines some key featuresof federal constitutional arrangements in different federalsystems: the status of the constituent instrument; the divisionof powers between the orders of government; the scope of economicunion; regional disparity; and the relationship of federalismto the rest of the system of government. Today, there is a wideand widening variety of federal structures in systems aroundthe world. Researchers often define adolescent risk taking in terms of individual behaviors such as alcohol and drug use, early sexual activity, and reckless driving. It is not clear whether these behaviors defined by adults as risky have the same meaning for adolescents. This paper describes the development and preliminary testing of an instrument to assess risk taking among young adolescents. The six item scale was constructed by asking small groups of eighth grade boys and girls to describe things that teenagers your age do for excitement or thrills. The measure was then used in a longitudinal study of 758 young adolescents from three rural counties in Maryland. The scale shows good reliability, as indicated by coefficient alpha and factor analyses. Eighth-grade scores on the scale are associated with the initiation of sexual activity and substance use in ninth grade among virgins and nonusers of alcohol, marijuana, cocaine and pills in eighth grade. 相似文献

A local treatment provider has developed an OPTIONS program to prevent adolescent aggression. The program is designed for youths who displayed threatening or abusive behaviors, particularly toward family members. This study described the characteristics of juveniles and their families who were referred to the program and if the program participation helped reduce the severity of violence and improve the communication skills among program participants. Referrals came from law enforcement, juvenile court services, school resource officers, and parents. Information on 100 juveniles and their families were provided by the counselors of the program. The findings showed that a large percentage of juveniles came from unstable families with a family history of criminal convictions, substance abuse, or mental illness. Program participants showed an improvement in communication skills and reduction in their levels of dangerousness. 相似文献

After discussing the nature of the balance of power following the March 1996 federal election, this article looks at potential methods of influence for parties (particularly the Australian Democrats) in a balance of power situation. Included are three case studies of major legislation. The results show levels of influence to be mixed depending on the nature of the legislation, and the Howard government to be a 'mixed bag' in its approach to parliamentary process and dealing with the Senate. The final stage of this article looks briefly across those case studies to make conclusions as to the motivation, intent and consequences of public sector changes which are occurring under the Howard government. 相似文献

State Administrative Procedure Acts (APAs), like their federal counterpart, attempt to even the odds that citizens’rights will be protected as administrative agencies exercise quasi-legislative and quasi-judicial functions. North Carolina is one of several states which has recently attempted to constrain agency power in rulemaking and complaint adjudication. This is a case study of policy outcomes attained by the North Carolina General Assembly in its 1985 revision of the state's APA. Why did some state legislators’efforts to assume stricter oversight over administrative rulemaking fall far short of the kind of control and accountability they aimed for? We explore three types of obstacles to APA reform encountered in North Carolina. Each is relevant to other states. First, direct surveillance or “police-patrol” techniques of legislative oversight impose undesirable political costs on legislators. Second, there is an absence of (or categorical precedence is against) the adoption of such techniques. Third, executive-legislative branch conflict and complex separation of powers issues arise when state legislatures attempt to curtail administrative rulemaking in significantly new and restrictive ways. 相似文献

With the growth of Latino and Asian American populations, candidates frequently must appeal to diverse electorates. Strategies for doing so include emphasizing candidates’ racial/ethnic identity and securing endorsements from racial/ethnic groups. While many scholars focus on candidates’ racial/ethnic attributes, ethnic group endorsements are understudied. Whether such endorsements induce voters to choose ideologically similar candidates (spatial voting), or choose based on race/ethnicity (racial voting) is unclear. We address this question by examining elections in multiethnic local settings. Using original surveys and exit polls, we create comparable measures of candidate and voter ideology, and examine how race/ethnicity and ideology affect voters’ choices. We also embed experiments that manipulate ethnic group endorsements. We find that ideology influences voters’ choices, but that ethnic group endorsements weaken spatial voting. The latter effect among whites is driven by racial/ethnic stereotypes. These reactions explain why some candidates seek such endorsements and why others might prefer to avoid them. 相似文献

Shopping carts may be associated with a variety of injuries, particularly in toddlers and young children. These usually relate to falls from carts or to tip-overs. Injuries that are sustained include hematomas/contusions, abrasions, lacerations, fractures, and fingertip amputations. Fatal episodes are uncommon and are usually due to blunt craniocerebral trauma from falls. A case involving a 19-month-old girl is reported who became entrapped when she inserted her head through the side frame of a cart that had been removed from a supermarket and left at her home address. Death was caused by neck compression. Although rare, the potential for lethal entrapment during unsupervised play means that the presence of stray shopping carts at private residences and in public places, including playgrounds and parks, is of concern. Strategies, such as coin deposits, should be encouraged to assist in the return of such carts to supermarkets. 相似文献

ABSTRACTThe tragedies at Columbine High School, Virginia Tech, and Sandy Hook Elementary School catapulted concern about school shootings into the national spotlight. Calls for something to be done to protect our students, faculty, and staff became a salient concern for school administrators, with many schools hiring armed security officers, restricting access to campus buildings, installing metal detectors, and training individuals how to respond when a shooter enters school grounds. However, many of these security measures were implemented with little to no consultation of the empirical literature. This failure to enact evidence-based responses has had fiscal and latent consequences that are only now being discovered. This essay seeks to fill that void by examining the empirical evidence surrounding common security measures enacted in response to well-publicized school shootings and calling for the use of an evidence-based approach to school safety. 相似文献
